Botswana targets cement exports by 2023
31 August 2022Botswana: Keletsositse Olebile, the chief executive officer of the Botswana Investment and Trade Centre, hopes that the country could become a net exporter of cement in 2023. Olebile made the comment whilst on a tour of the Matsiloje integrated cement plant, according to the Weekend Post newspaper. The cement company was recently acquired by Whale Rock Cement, a Chinese joint-venture based in Namibia. At present the plant is producing 0.1Mt/yr and following a planned investment drive this may rise to 0.9Mt/yr. At present the country imports around 0.62Mt/yr of cement and it is hoped that expanding production at the Matsiloje plant could create the right conditions to create an export market. Matsiloje Portland Cement, the previous owners of the Matsiloje plant, closed in 2018 due to competition from South African imports.
Tajik cement production falls in first half of 2022
17 August 2022Tajikistan: Cement production fell by 7% year-on-year to 2Mt in the first half of 2022 from 2.16Mt in the same period in 2021. The Avesta News Agency reports no reason for the decline but it noted that the construction sector had grown so far in 2022. The country’s cement industry exports around 1.5Mt/yr to neighbouring countries including Afghanistan, Uzbekistan and Kyrgyzstan.
Ghori Cement restarts production
17 August 2022Afghanistan: Ghori Cement has restarted production at its Baghlan plants near Pul-e-Khumr in Baghlan province after a stoppage of four months. Production halted at the units due to the high price of coal, according to Pajhwok Afghan News. The government is now supplying coal to the plants at a pre-agreed price. Other local news sources report that production has increased to 520t/day from 350t/day previously, following work on a variety of technical issues.
Algeria: Groupe des Ciments d'Algérie (GICA) has obtained a certificate of conformity with European standards (CE) for three types of cement. The certification should allow the company to export more products to Europe, according to the Expression newspaper. It applies to its Gica Moudhad and Gica Béton products. The move follows similar certification of products with the Association Française de Normalisation (AFNOR) from the company’s Aïn El Kebira plant in July 2021. At the same time the Minister of Industry said it was helping the group with its export strategy.
In 2021 GICA exported 2.25Mt of cement to countries including the Ivory Coast, Gambia, Ghana, Mauritania, Senegal , Cameroon, Benin, Guinea, Brazil, Peru, the Dominican Republic, Haiti and a number of European countries.
Spain: Cement consumption grew by 2.5% year-on-year to 7.49Mt in the first half of 2022. Data from the Spanish cement association Oficemen also shows that exports fell by 21% to 2.91Mt. It said that this is the first time since 2011 that Spanish cement exports have fallen below 3Mt in the first half of the year. The association has warned of potential threats to the sector such as inflation and a recession in the second half of 2022.
Aniceto Zaragoza, the general manager of Oficemen, said “Since the Iberian Mechanism began to be applied, there has been a drop in the average price of electricity for industry, although much less significant than expected. The mechanism is capable of moderating the price of the wholesale market, but the lack of wind generation caused by the heat wave and the consequent increase in the use of combined cycles, together with the increase in the price of gas, makes a global reform necessary of the European electricity market.”
Brazil: Sales of cement fell by 2.7% year-on-year to 30.8Mt in the first half of 2022 from 31.6Mt in the same period in 2021. Data from the Brazilian National Cement Industry Association (SNIC) shows that domestic sales and exports decreased by 2.7% to 30.6Mt and by 8.5% to 0.19Mt respectively.
Paulo Camillo Penna, president of SNIC said, “Throughout the year, with the successive worsening of the economic environment, high interest rates, inflation and commodity prices added to geopolitical instability, caused by the conflict between Russia and Ukraine, have impacted the economy and the entire Brazilian industrial sector. In view of this scenario, the cement industry's expectation of ensuring the gains obtained from 2019 to 2021 is heading towards an undesirable frustration.”
Peru: Cement production grew by 7% year-on-year to 6.4Mt in the first half of 2022 from 6Mt in the same period in 2020. Data from the Association of Cement Producers (ASOCEM) shows that cement exports rose by 15% to 98,000t and clinker exports fell by 8% to 289,000t. Cement and clinker imports fell by 69% to 150,000t and 40% to 549,000t respectively.
Burundi: The government of Burundi says that it is ready to sign a credit letter with Dangote Cement for the establishment of a cement plant in the country. In this way, the government hopes to provide a long-term solution to the on-going national cement shortage. In the meantime, the government urged Dangote Cement to devise ‘modalities for the supply of construction materials’ into the country.
Burundian delegates at a meeting with Dangote Cement on 8 July 2022 said that Northwest Burundi is endowed with abundant limestone reserves.
Palpa Cement Industries exports cement to India

Indo-Asian News Service has reported that the shipment consisted of 3000 bags of the company’s Tansen brand cement. The Nepal government offers 8% subsidies to cement exporters which use Nepali raw materials.
Pakistan: All Pakistan Cement Manufacturers Association (APCMA) members despatched 52.9Mt of cement in the 2022 financial year, down by 7.9% year-on-year from 57.4Mt in the 2021 financial year. The News International newspaper has reported that exports fell by 44% year-on-year to 5.25Mt from 9.31Mt. In June 2022, despatches rose by 1% year-on-year to 5.26Mt from 5.21Mt. Exports declined by 48% to 284,000t from 543,000t. APCMA said that high costs caused the decline, which continues into the current 2023 financial year (which begun on 1 July 2022).
An association spokesperson said “The export of cement has declined massively during the ongoing financial year due to the high cost of production.”
