Builders Association of India urges Tamil Nadu government to reduce cement price

15 February 2019

India: The Builders Association of India has urged that the state government of Tamil Nadu take measures to reduce the price of cement following a 37% rise in the cost of the commodity. Chairman S Ayyanathan said cement prices had witnessed ‘sharp’ increase in the last 10 days, despite the cost of raw materials, labour and transportation remaining static, according to the Hindu newspaper. He also cited falling demand for cement due to a slowdown in construction activity in the state.

Audit recommends Athi River Mining and EAPCC have mining licences be suspended

Kenya: A government audit has recommended that the Mining Minister suspend the operating licences for Athi River Mining and the East African Portland Cement (EAPCC). The report to the Public Accounts Committee was in response to the companies not paying taxes, according to the Business Daily newspaper. Both cement producers have faced financial difficulties recently.

Bolivian government to prioritise local cement for road construction

Bolivia: President Evo Morales plans to prioritise the use of local produced cement for the construction new roads. He made the comment on a tour of a new cement plant being built at Caracollo, Oruro, according to the Pagina Siete newspaper. A decree or law will be used to enforce local government to use Bolivian-produced cement.

Local government considers licence for cement terminal at Mallorca

11 February 2019

Spain: The local council in Alcudia, Mallorca is considering a licence application for the construction of a 65,000t cement terminal at its port. The application follows the end of a public consultation period, according to the Majorca Daily Bulletin newspaper. The unit plans to have a capacity of at least 65,000t for the four years of its operation and then it will rise to 90,000t. It will use a pneumatic conveying system to minimise dust pollution emissions.

The Balearic Ports Authority previously gave its authorisation to the project in 2018 but it has faced opposition from environmental protestors. Cemex announced in late 2018 that it intended to stop production at its Lloseta cement plant on the island.

South Kyrgyz Cement accused of selling cement for export cheaper than local prices

Kyrgyzstan: Shukhrat Sabirov, the head of the State Antimonopoly agency, has reported to parliament that South Kyrgyz Cement was fined for selling exported cement at a price lower than it sells cement locally. The official made the comment in response to questions from a member of parliament, according to Kyrgyzstan Newsline.

President Donald Trump signs executive order to prioritise local cement for infrastructure projects

US: President Donald Trump has signed an executive order making it the policy of the federal government to buy goods locally, including cement, for infrastructure projects. The directive aims to strengthen the ‘Buy American and Hire American’ executive order issues in 2017 by giving a preference for raw materials manufactured in the US for use in government-backed projects.

Partnership signed to build new cement plant in Libya

07 February 2019

Libya: The Libyan Fund for Internal Investment and Development and the National Company for Building Material Industry have signed a partnership deal to build a 1.6Mt/yr cement plant at Nalut. The agreement follows collaboration between the Presidential Council and the Central Bank of Libya in order to build the economy, according to the Libya Observer.

Indian cement production utilisation rate below 60% in 2018

India: Government data places the country’s cement production capacity utilisation rate at 59%. The local cement sector had a production capacity of 509Mt/yr and it produced 298Mt in 2018 from 143 integrated plants, 102 grinding plants, five standalone clinker plants and 62 mini plants. India has a cement consumption of 235kg/capita compared to the global average of 520kg/capita. The National Council for Cement and Building Materials with the cement section of Department for Promotion of Industry and Internal Trade released the information as part of the publication of ‘The Cement Industry – India 2018.’

Production to rise at Malabar Cements

India: State-owned producer Malabar Cements will increase production following reduced production over the last three months. The state government of Kerala has intervened following price rises, according to the Hindu newspaper. Malabar Cement sells around 6 - 8% of the cement sold in the state. The state government is also considering regulating the price of cement.

Algeria targets cement exports of US$500m by 2023

06 February 2019

Algeria: Youcef Yousfi, the Minister of Industry and Mines, says that the government is aiming for cement exports worth US$500m by 2023. This is based on a surplus of 10 – 15Mt of cement by this time, according to Télévision Algérienne. Cement exports reached 1Mt in 2018. This is expected to grow to 2Mt soon with 1.2Mt supplied by GICA Group.
