Market report forecasts potential Euro1.5bn in carbon costs for European cement plants in 2022
20 January 2022Europe: A forthcoming report by consultancy CemBR has forecast that the European cement industry could potentially face carbon related costs of over Euro1.5bn in 2022 if production continues at 2020 levels or earlier. It looks at the performance of the European cement sector and the impact of the Phase IV of the European Union (EU) Emissions Trading Scheme ( ETS), which started in January 2021. Other key findings include that the sector reduced its carbon emissions per tonne of clinker by a 0.4% compound annual growth rate (CAGR) to the end of Phase III of the scheme.
The commercial market report has analysed the performance of each individual clinker producing plant in the scheme (including the UK) and has compared the end of Phase III with the beginning of Phase IV. It has also detailed the level of free allowances for part one of Phase IV and undertaken several analytical scenarios. Part one, running from 2021 to 2025, of Phase IV allowances for the whole scheme are around 16% lower than the 2020 level. Allowances have remained unchanged for this period but further ‘significant’ reductions are expected for part two of Phase IV. CemBR also reports that not all member countries are in the same position with regard to Phase IV with some countries exposed to more risk. In addition, there is a wide range of vulnerability with regards to carbon among the 201 operational clinker producing plants even within the same market.
The ‘EU ETS & Cement - Enter the Phase IV’ report is due to be published in February 2022.
British Precast merges with the Mineral Products Association
19 January 2022UK: British Precast, whose members include manufacturers of concrete masonry, paving slabs, structural sections and drainage systems, has merged with the Mineral Products Association (MPA) which represents all the UK’s cement makers, over 90% of aggregates producers and more than 70% of ready-mixed concrete suppliers. The merger is intended to give the British concrete industry a single voice, with the sector’s advocacy body, UK Concrete, lobbying on behalf of the sector on sustainability issues. It should also unite the industry behind the ‘Roadmap to Beyond Net Zero’ plan by 2050.
Alan Smith, who retires as President of British Precast, said, “British Precast has been affiliated with the MPA for the past decade and the successful relationship we have built has given our members the confidence to fully support this merger. Coming together enables the industry to operate more strategically, rejuvenating our determination to rise to the challenges of climate change and emphasise the importance of our industry in climate adaptation.”
Two new MPA product groups have been formed as a result of the merger: MPA Precast and MPA Masonry. They join existing MPA product groups including The Concrete Centre and the British Ready-mixed Concrete Association (BRMCA).

Ibstock announces 2040 net zero commitments
06 January 2022UK: Building materials group Ibstock has announced its commitment to achieving a 40% CO2 emissions reduction by 2030 and carbon neutrality by 2040. The commitment covers scope 1 and 2 emissions, building on the company’s existing sustainability roadmap commitments to create a framework of targets and critical milestones. Ibstock says that these will include investment in more efficient production processes and in high quality environmental projects to offset residual carbon. Additionally, it plans to develop a strategy to reduce indirect scope 3 CO2 emissions in 2022. It will publish full details of all targets in its 2021 full-year results in March 2022.
During 2021, Ibstock invested Euro138m in the construction of two net zero facilities in West Midlands and West Yorkshire and procured 100% of its electricity from renewable sources. Ibstock is the parent company of Ibstock Concrete, which produces concrete roofing, walling, flooring and lintels at 14 sites across the UK.
Cemex and Carbon8 Systems partner for carbon capture research
10 December 2021Mexico/UK: Cemex has partnered with UK-based carbon capture equipment supplier Carbon8 Systems to evaluate possible uses of the supplier’s Accelerated Carbonation Technology (ACT) in the group’s cement production. Operators can use the equipment to produce carbon-infused sustainable materials from thermal residues. Cemex says that one possible application will be in the production of supplementary cementitious materials. Under the partnership, Carbon8 Systems will evaluate a range of Cemex’s byproducts for possible use, beginning at its Rüdersdorf cement plant in Germany and Rugby cement plant in the UK. It will also evaluate the suitability of alternative lightweight aggregates produced using ACT for sale in each market.
Executive vice president sustainability, commercial, and operations development Juan Romero said "This initiative with Carbon8 Systems is another example of the work we are doing with partners across industries, academia, and startups to tap into the latest innovation and disruptive technologies to achieve our ambition of delivering net-zero CO2 concrete globally to all of our customers."
UK: Tarmac has supplied its Toptint Glow glow-in-the-dark concrete for a major mixed-use commercial development called The Glass Yard in Chesterfield, Derbyshire. Construction company Blue Deer used Toptint Glow in the main walkways and first-floor balconies of the office, restaurant and retail complex. France-based Chryso supplied its Lumintech glow-in-the-dark chippings for use in the concrete. The supplier said that the chippings are fully recycled. They are available in white, stone, light grey, agate and jade to match the colour of the concrete mix. Each has a corresponding glow colour of blue, green turquoise or blue turquoise. Tarmac says that glow-in-the-dark concrete helps to enhance the nighttime built environment.
Product development manager Glanville Norman said “Tarmac is always looking to develop new and exciting materials that can complement bold design. This is the first time that Toptint Glow has been used on a major commercial development and we were delighted to be able to propose a solution that not only has high aesthetic and environmental quality but also helped to improve safety and visibility.”
Innovative Ash Solutions to establish 20,000t/yr ash processing plant in South Lanarkshire
02 December 2021UK: Innovative Ash Solutions has received a Euro588m Scottish government grant to establish a 20,000t/yr ash processing plant in South Lanarkshire. The Herald newpaper has reported that the plant will process boiler ash, cyclone ash and incineration fly ash for use in local cement production. When commissioned in 2022, the plant will eliminate 6104t/yr of CO2 emissions, according to the operator. The government granted the funding under its Zero Waste Scotland circular economic investment scheme.
The company said “Using this new patented process, which diverts waste materials from landfill and avoids the use of virgin sand, creates a product which is cheaper and will reduce the environmental impact of cement production compared to the use of imported pulverised fuel ash.”
Innovative Ash Solutions is a joint venture of waste management company Levenseat and consultancy Organic Innovative Solutions.
