Tajikistan plans to become net cement exporter
24 September 2015Tajikistan: Tajikistan is increasing its cement capacity in order to resume exports by 2020, Tajikistan's Ministry of Economic Development and Trade has reported.
Currently, there are six new cement plants operating in various capacities under construction, which will allow Tajikistan to cover its domestic needs, as well as to resume exports. The plants are being financed by domestic and foreign funding. Several medium and large capacity cement plants, including projects in Sughd and Khatlon, are being built thanks to Chinese investments.
The construction of the Tajikistan-China joint venture cement plant, Tajchina has already begun and is expected to start operation in 2015. Other cement plants are planned for construction in the Dangara, Bobokon, Gafurov, and Isfara districts, as well as in Istiklol city. Currently, the country's largest cement plant is Huaxin Gayur Cement, a joint venture between a subsidiary of China's Huaxin Cement and Gaur Limited Liability Company.
Tajikistan's Ministry of Industry and New Technologies said in January 2015 that six new cement plants would be established within the next two years. By improving the country's cement sector, which currently is comprised of 10 plants, Tajikistan expects to become a net cement exporter. Earlier, Tajikistan imported cement in large quantities from Pakistan, Iran and China.
Huaxin Cement to build two new cement plants in Tajikistan
16 February 2015Tajikistan: Tajikistan's parliament has formed an agreement with China's Huaxin Cement for the construction of two new cement plants, including a 1Mt/yr plant in Bobojon Ghafurov District and a 1.2Mt/yr plant in the Dangara Free Economic Zone. According to local media, Tajikistan will possess a 30% stake in the Bobojon Ghafurov plant and a 45% stake in the Dangara plant.
Tajikistan's Ministry of Industry and New Technologies said in January 2015 that that six new cement plants would be established within the next two years. By increasing the country's cement sector, which currently comprises ten plants, Tajikistan expects to become a net cement exporter.
TOJCHIN grinding plant in Vahdat to be completed in April 2015
14 November 2014Tajikistan: All of the necessary equipment will be delivered to Tajikistan for a cement plant that is being built at the Chormaghzak Pass in Vahdat Township before the end of 2014, according to Abduhalim Qodirov, the director general of the Tajik-Chinese joint venture, TOJCHIN, which is building the plant.
Construction of the plant began on 1 October 2014. The first line, which has 600,000t/yr of cement production capacity, will be introduced into operation in April 2015.
"360 specialists, mainly citizens of Tajikistan, are involved in construction of the plant," said Qodirov, noting that the plant would have a cement production capacity of 1.2Mt/yr when completed. The plant is expected to provide 500 jobs. The total cost of the project is US$30m, including US$23m invested by Chinese business circles and US$7m contributed by Tajik private entrepreneurs.
Under the law passed by Tajikistan's lower house (Majlisi Namoyandagon) of parliament on 12 November 2014, TOJCHIN is exempted from paying value added tax (VAT) and customs duties (totalling US4.6m) on equipment shipments.
Iran cement exports in doubt to Tajikistan and Iraq
27 August 2014Iran: Iran stopped exporting cement to Tajikistan in June 2014 and its cement exports to Iraq are 'ambiguous', according to Ebrahim Gholamzadeh, managing director of Iran's Lamerd Cement Company. Gholamzadeh, who had his comments reported by Iranian media, added that no official has followed up the issue and that there is no organized management in exports of cement to Iraq.
Iran exported around 18Mt/yr of cement in the previous Iranian calendar year, which ended on 20 March 2014. In the past Iranian year, Iran exported cement to 24 countries, including Iraq, Azerbaijan, Turkmenistan, Afghanistan, Russia, Kazakhstan, Kuwait, Pakistan, Qatar, Turkey, the United Arab Emirates, Georgia, Oman, India and China.
Tajikistan aims to double cement production in 2014
16 July 2014Tajikistan: Tajikistan generated 496,600t of cement in the first six months of 2014, according to the Ministry of Industry and New Technologies. Tajikistan reportedly generated 385,000t of cement in 2013. The country is now intending to double its annual production of cement in 2014.
In September 2013, the Yovon cement plant (Huaxin Gayur Cement Co Ltd) started operation. It has reportedly produced 362,800t of cement in January - June 2014. This was over 70% of the overall volume of cement produced in Tajikistan in the first half of 2014.
Other cement plants in the country include the Tajikistan - China joint venture, Yovon cement, with a cement production capacity of 1Mt/yr. OJSC Tojikcement (Dushanbe cement plant) produced 101,600t of cement in the first half of 2014.
Tajikistan: Tajik President Emomali Rahmon was expected to give the green light for the construction of 0.5Mt/yr cement plant in Vahdat on Wednesday 16 April 2014. The Ministry of Industry and New technologies of Tajikistan (MoINT) says that an estimated budget for construction of the plant is US$81.5m. It will be built by China-based Beijing Uni-Construction Group, which will deliver the plant to Tajik firm Vahdat Cement on a turnkey basis.
Construction starts on two cement plants in Tajikistan
09 April 2014Tajikistan: Construction work on two cement plants with a total installed production capacity of 1.8Mt/yr has started in northern Tajikistan. President Emomali Rahmon attended the opening ceremonies of both plants.
The first plant, Ghayur-Sughd Cement - with a production capacity of 1.2Mt/yr - will be built in Ghafur district on a 48 hectare site. The plant will be built by the Tajik Ghayur company together with a Chinese partner, Huaksin Central Asia Investment. The cost of the project is over US$100m. After the plant is commissioned it will employ 1000 people. The first unit of the plant is scheduled for launch in 2015 and the second in 2016. Previously Tajik Ghayur and Huaksin built the 1Mt/yr Yuvon cement plant, which opened in 2013.
President Rahmon also attended the opening ceremony of the construction of Chjuntsay-Taboshar Cement plant. This 0.6Mt/yr plant is scheduled for completion in 2015 and it will employ nearly 500 people.
Lafarge Pakistan Cement intends to invest in Tajikistan
12 November 2013Tajikistan: A Lafarge Pakistan (LP) delegation, led by CEO Amr Ali Redahas, met with the Ministry of Energy and Industry (MoEI) to discuss trade and economic cooperation. They agreed that the cement production issue would be tabled to the agendas of the commission's sessions. While in Tajikistan, the LP representatives intended to meet with senior representatives of Tajikistan's largest cement producers Tojikcement (Dushanbe cement plant) and Huaxin Gayur Cement.
A 1Mt/yr Greenfield cement plant, built by Huaxin Gayur Cement in Yovon, Tajikistan, started operation in August 2012. Cement demand in Tajikistan is currently well ahead of production levels and imports continue to play an important role. However, the Tajikstan government has attracted foreign investment to expand its cement production base.
Dushanbe cement plant to start coal-fired kiln
02 October 2013Tajikistan: The first coal-fired rotary kiln at the Dushanbe cement plant is about to start operation, according to the Tajik Ministry of Energy and Industry (MoEI). Chinese contractor Beijing Uni-Construction Group has installed the 600t/day cement kiln.
The Dushanbe cement plant has four large rotary kilns with capacity of 600t/day each and two small rotary kilns with capacity of 300t/day each. The 1.2Mt/yr plant has not been in operation since the beginning of 2013 due to a lack of natural gas.
Pakistan provides the majority of cement imports to Tajikistan, supplying 1.7Mt/yr.
Yovon cement plant set for August 2013 opening
14 August 2013Tajikistan: A new 1Mt/yr cement plant in the Yovon district, Khatlon province is expected to start operation in late August 2013, according to the Ministry of Energy and Industry (MoEI). The US$100m project has been built by the Tajikistan-China joint venture Huaxin Gayur Cement.
"The construction of the plant has practically been completed and it just remains to complete the commissioning process," said an official source at a MoEI. It added that the plant will create 1000 new jobs. The Yovon cement plant will be powered by coal which will be delivered to the plant from the Fon-Yaghnob and Ziddi coalfields.
Huaxin Gayur Cement was established by Huaxin Zhongya Investment (Wuhan), a subsidiary of Huaxin Cement, and Gayur Limited Liability Company. Huaxin Zhongya Investment (Wuhan) holds 75% of the ownership and Gayur holds the remaining 25%.
According to the data from the MoEI, eight cement plants with a total cement production capacity of 1.5Mt/yr now operate in Tajikistan. Tajikistan's largest cement plant is OJSC Tojikcement (Dushanbe cement plant) with rated capacity of 1.1Mt/yr. However, this plant has not been in operation since January 2013 due to a lack of natural gas. Tajikistan's annual requirements in cement have sharply increased in connection with construction of the Roghun hydroelectric power plant, highways and other national infrastructure projects.
