Europe: The European Parliament (EP) of member states and the Council of the EU have concluded a provisional deal over plans for an EU carbon border adjustment mechanism (CBAM). Under the plans, importers of a range of emissions-intensive goods, including cement, will have to pay to obtain CBAM certificates for products entering the EU. Goods produced in countries with the same CO₂ emissions reduction measures as the EU will be exempt from requiring a certificate. CNBC News has reported that the mechanism will enter force with a transition period beginning in October 2023. This is subject to ratification by the EP and member states independently.

EP member for the Netherlands Mohammed Chahim said “CBAM will be a crucial pillar of European climate policies. It is one of the only mechanisms we have to incentivise our trading partners to decarbonise their manufacturing industry.”

Kenya: Savannah Cement has hired China-based Sinoma International Engineering for construction of its upcoming 2.92Mt/yr Kitui clinker plant in Eastern Province. The plant will additionally have a 900,000t/yr grinding unit, a 35MW fossil fuel-fired captive power plant and a 13MW waste heat recovery (WHR) system. Savannah Cement chair Benson Ndeta said that the plant will convert to 100% solar and WHR-powered production by the end of 2029.

Sinoma International Engineering plans to commence the project immediately, and to complete it in late 2024.

Mexico: Cemex says that it has received validation from the Science-Based Targets Initiative (SBTi) for its 2050 Net Zero Roadmap. The roadmap sets out strategies, including carbon capture, for ‘aggressive CO₂ reductions’ across Cemex’s entire value chain, in order to achieve carbon neutral cement production by 2050. The group’s current carbon capture projects portfolio has the potential to reduce its CO₂ emissions by 3Mt/yr.

Cemex CEO Fernando González said “The construction industry is essential to the development and wellbeing of society, and its transition to carbon neutrality is achievable. The SBTi’s validation of our decarbonisation target attests to this, as well as the strength of our commitment.”

Romania: Finance magazine Capital has named Holcim Romania as its Leader of the Sustainable Transition in the Construction Industry 2022 in recognition of the company’s CO₂ reduction initiatives.

Holcim Romania’s sustainability director Edmund Piess said “We are happy to receive recognition for our effort to build responsibly and sustainably. The Holcim Group has committed to the net-zero emissions target; to achieve this ambitious target, we place sustainability at the heart of our strategy.” Piess concluded “We are aware of the impact of industry and the increase in consumption on climate change, which is why we have launched our ECOncept business model to build sustainably and responsibly.”

Holcim Romania’s ECOncept model comprises ECO Solutions, including 40% reduced-CO₂ ECOPlanet cement, ECO Services and ECO Score impact evaluations.

New Zealand: The Global Cement and Concrete Association has welcomed Fletcher Building’s concrete division as its first member from Oceania. Scoop News has reported that the concrete’s division’s business spans the entire concrete value chain, including 26 limestone and aggregates quarries and 80 ready-mix concrete batching plants. Its cement subsidiary Golden Bay Cement operates the 0.9Mt/yr Portland cement plant in Whangārei, New Zealand.

Fletcher Building concrete division CEO Nick Traber said "Fletcher Building firmly believes we can play a significant part in a carbon zero and circular future. Our Golden Bay EcoSure cement is one of the lowest-carbon cements in the world already, with 13 - 22% less embodied carbon than imported products. We believe having access to the global research and knowledge from the GCCA will help us improve this further and continue to lead Australasia in best practice decarbonisation of the built environment."

Mexico: Cemex Mexico plans to install hydrogen injection systems at four cement plants across Mexico. The producer will use the technology to increase alternative fuel (AF) substitution at the plants by 8 - 10%. A 40% reduction in Scope 3 purchased fuel emissions forms part of Cemex's 2020 - 2030 CO₂ emissions reduction strategy. Through the decarbonisation and circular economy pillars of its Future in Action plan, the group aims to become carbon neutral by 2050.

Cemex Mexico president Ricardo Naya said "Hydrogen is a key technology to accelerate the implementation of our climate action roadmap."

The El Financiero newspaper has reported that Cemex set a new group record AF substitution rate of 34% in September 2022. It uses hydrogen at all of its European cement plants and at one plant in the Dominican Republic.

Brazil: Votorantim Cimentos has revised its Scope 1 CO₂ emissions reduction goal down to 475kg/t of cementitious product by 2030, from 520kg/t previously. The new target is 8.7% lower than the previous one, which it set in November 2020. Votorantim Cimentos previously reduced its emissions per tonne by 20% between 1990 and 2021. The group's targeted reduction from a 2018 base year now equates to 25%. The Science-Based Targets Initiative (SBTi) validated the ambitious target on 1 December 2022.

Votorantim Cimentos expects to achieve its aim through increased alternative fuel (AF) co-processing, substitution of supplementary cementitious materials, improved efficiency and use of renewable power and the development of new technologies, including carbon capture.

The group's global sustainability, institutional relations, product development and engineering director Álvaro Lorenz said “The fight against the negative effects of climate change is at the heart of our strategy and reflects our focus on competitiveness and on creating a positive legacy. The most competitive businesses will be those with the lowest greenhouse gas emissions. After all, the environmental crisis is also an economic and social crisis. The validation of our new target by SBTi reinforces our commitment and continuous efforts toward the net-zero agenda.”

US: Purebase and Fortera have signed a non-binding agreement to build a commercial plant at Purebase’s headquarters in Ione, California. The companies are working towards a definitive agreement to build a plant using Fortera proprietary recarbonation process that uses captured CO₂ and mineralises it into a secondary cementitious material.

Scott Dockter, the chairman, and chief executive officer of Purebase, said, “We believe that a strategic partnership with Fortera would put Purebase on a fast-track to bring a lower carbon product to market.” He added, “We believe Fortera has developed a unique solution to reduce carbon emissions in cement, and it will have the advantage of using Purebase’s mineral resources and location in Ione, California which is ideally located in northern California near major ports which can effectively serve the western-US markets and abroad.”

Purebase acquires, develops, and markets minerals for use in agriculture, construction, and other specialty industries.

US: Mitsubishi Heavy Industries Engineering has launched a new carbon capture alliance with energy company ExxonMobil. Under the partnership, ExxonMobil will deploy Mitsubishi Heavy Industries Engineering's liquid amine carbon capture model for its customers across multiple industries. Kansai Electric Power (KEPCO) will also support the deployment in more CO2-intensive industries, including cement.

Scandinavia: Norway-based Aqualung Carbon Capture has secured a contract to supply a membrane-based carbon capture and storage (CCS) system for a Nordkalk lime plant in Scandinavia. The supplier said that each Aqualung Carbon Capture unit has the capture capacity to remove 25% of an average Nordkalk lime kiln's CO₂ emissions. The project will commence in early 2023.

Nordkalk plans to roll out Aqualung Carbon Capture CCS systems across all of its kilns before 2030. Accordingly, parent company SigmaRoc has newly committed to tightened group CO₂ reduction targets under the guidance of the Science-Based Target Initiative (SBTi).

SigmaRoc CEO Max Vermorken said “Our partnership with Aqualung is an exciting next step for the group and the fruit of many months of diligent work by Aqualung and our technical teams in the UK and at Nordkalk. It demonstrates that capturing all process emissions is possible, with existing technology and at industrial scale. Once we roll this out across the group, I believe we will be industry-leading when it comes to our carbon capture strategy, demonstrating again the agility of our business and our business model.”

Aqualung Carbon Capture president and chief technical officer Henrik Utvik said “Aqualung Carbon Capture is extremely pleased to partner with a pioneering company like SigmaRoc to apply our decarbonisation concept in lime production. Due to the size and energy advantages, we believe our technology is ideally suited for this application, and the collaboration with SigmaRoc will fast-track the deployment of full-scale carbon capture installations.”
