Assam government signs memoranda of understanding for three upcoming cement plants

India: The state government of Assam signed memoranda of understanding (MOUs) worth over US$974m on 9 May 2023. The MOUs include three new planned cement plant projects. Agreements have been signed with Calcom Cement India, Star Cement and Taj Cement Manufacturing.

The Economic Times newspaper has reported that the government said “There are another US$852 - 974m investment proposals in the pipeline. Investors are touring Upper and Lower Assam, scanning for locations for investment projects.”

Calcom Cement must create 20 jobs for locals

India: The Assam Human Rights Commission (AHRC) has directed Calcom Cement to create 20 new full-time jobs for local people by January 2023. The Sentinel newspaper has recorded that the new positions must go to people from designated Project Affected Families (PAFs) with regard to the plant's Pipapukhuri cement plant in Assam. The designation covers any household which lost a source of a livelihood following the company's refusal to deliver a previously agreed rehabilitation package.

Dalmia Bharat Cement subsidiary faces insolvency petition over alleged non-payment to creditor

Mauritius: Private Infrastructure Development Group (PIDG)’s subsidiary GuarantCo has filed an insolvency petition against Dalmia Bharat Cement’s subsidiary Calcom Cement India for the alleged non-payment of US$27.5m. The Financial Express has reported that GuarantCo was the guarantor for various loans which Calcom obtained from Indian banks in 2007. A Dalmia spokesperson has stated that the procedures are intended “to put pressure on Calcom Cement,” which “has not committed any default in making payments to GuarantCo.”

Financial irregularities raised at Calcom Cement

India: The Oriental Bank of Commerce has raised allegations of ‘mismanagement and siphoning of public money’ at Calcom Cement in a letter sent to its lenders, according to Business Line. The bank was quoting allegations made by Bawri Group.

Together Bawri Group and Dalmia Bharat Group run Calcom Cement, a 2.1Mt/yr cement plant in Assam, as a joint venture. Dalmia Bharat owns a 76% stake in Calcom through its subsidiary Dalmia Cement Bharat.

The letter, dated 14 January 2016, was addressed to Axis Bank, lead lender in a consortium of lenders to Calcom. It stated that, “affairs at CCIL (Calcom) are not being managed in a prudent manner and (there have been) several financial irregularities including fund diversion through circular transactions.” Axis Bank declined to comment on an individual account. Dalmia Bharat said it would not speak to the media, pending arbitration proceedings with the Bawri group.

Dalmia Bharat picks up 50% stake in Calcom

India: Dalmia Cement Bharat Ltd. (DCBL), a subsidiary of Dalmia Bharat Enterprises, has picked up a 50% stake in Assam-based Calcom Cement India (Calcom) for an investment US$47m. Calcom is in the process of expanding its consolidated cement manufacturing capacity to 2.1Mt/yr.

Amit Chaudhery, group corporate communications at Dalmia Bharat Group, said, "DCBL has arrived at an in-principle agreement with Assam-based Calcom Cement for a 50% stake in that company. Calcom Cement has a robust presence in markets of the northeast. The 50% ownership of this 2.1Mt/yr semi-commissioned plant is the first concrete example of the non-organic, acquisition-based growth strategy of DCBL."

DCBL's move is part of its larger aims to expand its cement business to northern and northeastern. Dalmia has 9.5Mt/yr capacity and holds little over 45% in Orissa Cements, which has a capacity of around 5.5M/yr. The company is also looking to set up two greenfield plants in Karnataka with a capacity of 2.5Mt/yr each.
