Cement Sustainability Initiative members celebrate start of the Paris Agreement

Switzerland: Members of the Cement Sustainability Initiative (CSI) have welcomed the Paris Agreement entering into force as a key milestone in establishing a stable regulatory framework to enable the business community to scale up the implementation of low-carbon solutions for climate change mitigation and adaptation. The agreement, adopted on 12 December 2015, entered into force, 30 days after the date (5 October 2016) on which at least 55 parties to the convention (UNFCCC) accounting in total for at least an estimated 55% of the total global greenhouse gas emissions deposited their instruments of ratification, acceptance, approval or accession.

“Climate change is a global issue that no one can solve alone. The cement sector has been working collectively since 1999 on measuring and reporting its CO2 emissions while developing solutions for mitigation and adaptation through the CSI, that Cemex is currently chairing. We welcome the entry into force of the Paris agreement, that sets the long awaited regulatory framework to scale-up the implementation of these solutions and encourages further cooperation between private companies, policy makers and the financial community,” said Fernando Gonzalez, CEO of Cemex and current chairman of CSI.

“We are delighted to see that the Paris agreement sets a framework for reporting CO2 emissions that looks fully compatible with what the CSI has developed some 10 years ago, including the independent verification,” added Philippe Fonta, managing director of the CSI. The Getting the Numbers Right (GNR) database provides the baseline of CO2 emissions that can be used to develop low-carbon technology roadmaps, like the one developed by CSI in partnership with the International Energy Agency (IEA) in 2009 as well as for future market mechanisms to be developed under the Paris agreement.

The CSI is now working on expanding its tools and guidelines to additional cement companies to build on the leading initiatives taken by the CSI members and scale up implementation of available solutions. The CSI will convene cement companies and stakeholders on 13 and 14 December 2016 in Madrid at its annual forum to update its action plan covering subjects like energy efficiency, use of alternative fuels, reducing the clinker-to-cement ratio, identifying and measuring the avoided emissions throughout the value chain by using sustainable concrete, the development of new cements and concrete and the carbon capture and utilisation or storage opportunities.

Data from European cement industry shows no fall in emissions say Sandbag

Belgium: Data from the Cement Sustainability Initiative (CSI) suggests that the carbon intensity of European Union (EU) cement increased from 2008 to 2014, according to analysis by the environmental campaign group Sandbag. It adds that the sector made greater strides in reducing emissions in the years prior to the EU Emissions Trading System (ETS). Since 2011, the EU cement sector has increased exports of cement clinker outside the EU, demonstrating that the EU ETS has not made the sector globally uncompetitive.

“EU policymakers have overprotected the cement sector in the EU ETS to such an extent that companies have not taken any action to reduce their greenhouse gas emissions. The EU’s approach is killing with kindness; by maintaining the status quo on free allocation of allowances they are making their own climate targets undeliverable,” said Wilf Lytton, analyst at Sandbag.

Sandbag say that this highlights the inability of the EU’s climate policy, as currently designed, to address European cement sector emissions. Meanwhile, low-carbon new entrant cement companies operating outside of the EU ETS have commercialised technologies to dramatically reduce the carbon footprint of cement, yet are struggling to scale-up as they fight through a mass of regulation and product standards that support the high-carbon status quo.

Research by Sandbag revealed in March 2016 that incentives in the design of the EU ETS have driven higher greenhouse gas emissions emissions in the cement sector.

European Bank for Reconstruction and Development helps to reduce carbon emissions from the Egyptian cement industry

Egypt: The Egyptian cement industry could reduce its CO2 emissions by 2030 by following new recommendations in a report from the European Bank for Reconstruction and Development (EBRD). These recommendations have been published in the EBRD’s report, ‘Policy roadmap for a Low-Carbon Egyptian Cement Industry,’ which highlights the need for decisive and collaborative action by the industry’s stakeholders in order to achieve a reduction in CO2 emissions.

“Improving environmental standards in the cement industry and offering commercial incentives is realistic and vital for the profitability of the sector,” said Philip ter Woort, the EBRD Director for Egypt.

The roadmap outlines recommendations for policy actions from the Egyptian government that may provide effective incentives for the cement industry to improve its energy efficiency and to reduce CO2 emissions. The report points out that the potential for improvement is high despite that 50% of the Egyptian cement industry’s production capacity was built after 2000, and is using up-to-date equipment and clinker kilns that use best available technology (BAT).

Until 2014, the Egyptian cement industry, one of the most energy intensive industries in the country, had primarily used state-subsidised natural gas and heavy fuel oil to fire its cement kilns. However, following a gradual phasing out of the energy subsidies, Egyptian cement companies have switched to using high CO2 intensive fuels such as coal and petcoke.

The roadmap suggests that in order to reduce CO2 emissions, the industry should reduce the clinker content in cement, increase the use of alternative fuels, improve electrical energy efficiency and use more renewable sources of energy. Under one of the more ambitious scenarios, 2.2Mt/yr of coal will no longer have to be imported by 2030, saving about US$200m. Furthermore this would lead to a reduction in CO2 emissions to about 2% below the historic level prior to the fuel switch. In addition the cement industry could increase its usage of alternative fuels substitution.

The report was initiated by the EBRD, in cooperation with Egypt’s Ministry of Industry and Trade, the Egyptian Environmental Affairs Agency (EEAA), the Chamber of Building Materials Industries/Cement Industry Association (CBMI) and the Cement Sustainability Initiative (CSI) of the World Business Council for Sustainable Development (WBCSD).

IFC signs agreement to support Cement Technology Roadmap in Brazil

Brazil: The International Finance Corporation (IFC) has signed an agreement with the National Union of Cement Industry (SNIC) and the Brazilian Portland Cement Association (ABCP) to support the preparation of the Cement Technology Roadmap in Brazil. The project is being developed in partnership with the International Energy Agency (IEA) and the Cement Sustainability Initiative (CSI). It will be technically coordinated by Professor José Goldemberg, a former Minister of Education and former Secretary of Science and Technology.

In addition to co-financing the initiative, IFC will also use its experience to help produce two of the project's technical studies: energy efficiency and the use of alternative fuels. IFC’s present portfolio includes 30 investments and 10 advisory projects in the cement sector in 26 countries. IFC has already invested more than US$4bn in the sector globally and US$838m in Latin America.

The Brazilian edition of the Cement Technology Roadmap will map current and future technologies and their potential for energy efficiency improvement and greenhouse gas emissions reduction per tonne of cement produced up to 2050. Its main objective is to contribute to the development of the cement industry in Brazil towards a low CO2 economy, using technical solutions allied to a range of recommendations from the academic, government and financial sectors.

Four major themes are being analysed by the Cement Technology Roadmap - Brazil, which includes the direct participation of major academic and research institutions from various regions of Brazil. They are: Energy efficiency; the use of alternative fuels for co-processing; the use of additions to replace clinker; and the capture, storage and use of CO2.

Worldwide, two other studies on the cement industry have been previously carried out using the same methodology and with the same partners (IEA and the World Business Council for Sustainable Development) - the global Cement Technology Roadmap, in 2009, and the Low Carbon Technology Roadmap for the Indian Cement Industry, in 2013. The latter was also supported by IFC.

The Brazilian project was launched in September 2014 and is expected to be completed in the first half of 2017. The preparation of the Cement Technology Roadmap - Brazil is being supported by more than 90% of the country’s cement producers.

Cement Sustainability Initiative sets out ambitions as it waits for COP21 result

The Cement Sustainability Initiative (CSI) has announced its aim to reduce CO2 emissions by clinker producers by 20 - 25% by 2030. It made the announcement as part of a new action plan launched on 8 December 2015 at the 2015 Paris Climate Conference (COP21).

Most of the plan follows the CSI's existing aims announced to chime with the on-going COP21 negotiations. The plan depends on a long-term agreement being brokered successfully in Paris at COP21 as a whole. It then recommends policy in each of its key areas to achieve its goals. All of this sits beneath a general policy statement to, '...encourage policies for predictable, objective, level-playing and stable CO2 constraints and incentives as well as energy frameworks on an international level.'

The Cement Action Plan is part of the World Business Council for Sustainable Development Low Carbon Technology Partnerships initiative (LCTPi). It puts together a series of measures to aspire to reduce CO2 emissions by 1Gt by 2030 compared to business as usual. However this reduction is dependent on the entire cement industry getting involved, not just the existing 26 CSI members. Together these 26 members represent just a quarter of world cement production.

The drop in emissions is based on the so-called 'best-in-class' CSI company 2020 targets. To reach this the CSI is suggesting actions including focusing on recording Chinese cement industry emissions and energy usage, improving energy efficiency, promoting co-processing of alternative fuels, further lowering the clinker factor of cements, developing new low-energy and low-carbon cements, looking at the entire build chain to reduce emissions and considering other options such as carbon capture and storage. The plan had the support of the CEOs of 16 cement companies at its launch, with CNBM CEO Song Zhiping adding his assent at the event also.

The most prominent step is the clear focus on China for data capture using existing CSI tools such as the CO2 and Energy Accounting and Reporting Standard for the Cement Industry, the Getting the Numbers Right (GNR) and the Cement Technology Roadmaps. As the CSI puts it, "What gets measured gets managed."

Given that China produces around 60% of the world's cement, according to United States Geological Survey data, the focus on China is essential. Currently the CSI has six Chinese members: CNBM, Sinoma, China Resources, Tianrui Group, West China Cement and Yati Group. Notable exceptions to CSI membership from the world's biggest cement producers include the Chinese producers Anhui Conch and Taiwan Cement, as well as Russia's Eurocement and India's Aditya Birla Group.

So, the CSI has set out its stall ahead of a hoped-for global agreement on climate change at the Paris conference. If some sort of legal agreement is reached then the CSI has its recommendations ready in the wings to hand to policymakers everywhere to promote its aims. If no agreement is reached then the plan loses momentum although pushing forwards makes sense where possible, starting with better CO2 data reported especially in China.

Problems lie ahead for the CSI whatever happens in Paris given that the LCTPi Cement Action Plan is a series of policy suggestions from only 16 cement producers aiming for a non-binding target. For example, without some sort of world legal agreement there are clear commercial advantages for non-CSI members to burn cheap fossil fuels in their kilns and undercut their more environmentally pious rivals. The sustaining low cost of oil, dipping below US$40/barrel this week, can only aggravate this situation and distract the strategies of fuel buyers away from co-processing upgrades.

Indian cement companies emit less CO2 than US and EU producers

India: Most cement plants in India consume less energy and emit less CO2 than their European and American counterparts as they use the latest technology, according to the Cement Sustainability Initiative (CSI).

An initiative of the World Business Council for Sustainable Development (WBCSD), CSI is a 23-member organisation including nine Indian cement companies. CSI members produce 66% of the world's cement and 60% in India. "The member companies from India are more efficient. They emit less CO2 than the companies in Europe and the US. Their energy consumption is also less," said CSI's managing director Philippe Fonta.

The distinction between Indian firms from those in the US and Europe is technology. Indian companies use the latest technology since many of the cement plants are relatively new. Besides India's UltraTech Cement and Dalmia Bharat, seven global companies with operations in India like Holcim's ACC and Ambuja Cement, Lafarge, HeidelbergCement, Zuari Cement are among members of CSI. Fonta said that Indian companies could improve if they lay more emphasis on alternative fuels and energy and make use of municipal waste. The 360Mt/yr Indian cement industry meets just 0.6% of its energy needs with alternative fuels, but this is expected to go up to 5% cent by 2020.

Decoupling carbon emissions from cement production

New Cement Sustainability Initiative (CSI) data for 2011 shows that the global cement industry has reduced its specific net CO2 emissions per tonne of cementitious product by 17% since 1990. This represents a serious amount of carbon prevented from entering the atmosphere. Using United States Geological Survey (USGS) world production data, if cement producers in 2011 were still emitting C02 at 1990 levels 456Bt of additional CO2 would have been released between 1990 and 2011.

Unfortunately there are a couple of problems.

Firstly, submitting data for the project is voluntary. As the CSI points out in its press release the data set comprises 55% of cement production outside of China. A rough calculation based on global cement production capacity suggests that this could only account for about one third of cement made. So how much carbon does the other two-thirds of cement made emit?

Secondly, although CO2 emissions per tonne of cement have gone down by a sixth since 1990, global cement production more than tripled (!) in the same time period. USGS data placed world production at 1.40Bt in 1990. It estimated 3.59Bt in 2011. In terms of net CO2 released into the atmosphere, in 1990 this was 1058Bt. In 2011 it was 2260Bt.

The big cement producers compare as follows to the CSI data, which reports emissions of 629kg/t. Lafarge reported 592kg/t cementitious in 2011 and 585kg/t in 2012. Holcim reported 584kg/t in 2011 and 579kg/t in 2012. HeidelbergCement reported 621kg/t in 2011. Cemex reported 612kg/t in 2011 and 2012. No data on specific net CO2 emissions were available for the major Chinese cement producers.

The CSI data shows that the cement industry has made an effort to reduce CO2 emissions since 1990. Yet this has been counteracted by a rise in cement production. To compensate for the rise in production between 1990 and 2011 the specific net CO2 emissions per tonne of cementitious product would have had to have fallen to below 300kg/t, a drop of 60%.

Environmentally sensitive readers shouldn't despair yet though as the CSI has demonstrated that emissions and production are gradually separating in the cement industry. From 2010 to 2011 specific net CO2 emissions per tonne of cementitious product fell from 638kg/t to 629kg/t. If this trend continues - and if it is representative for the cement producers the CSI doesn't cover – then the industry may be getting a handle on its emissions. We may be about to hit peak emissions for the cement industry sooner rather than later.

CSI data shows increased carbon emission efficiency since 1990

Switzerland: Global cement producers have reduced CO2 emissions by 17% per tonne of cementitious product since 1990. Participating cement producers reduced their specific net CO2 emissions per tonne of cementitious product to 629kg/t in 2011 from 756kg/t in 2011. The World Business Council for Sustainable Development (WBCSD)'s Cement Sustainability Initiative (CSI) has published the data in its 'Getting the Numbers Right' (GNR) database update for 2011.

"GNR has become established as a valuable source of independently-verified emissions data, which is now used globally by the cement industry to improve energy efficiency and further reduce emissions," said Philippe Fonta, WBCSD managing director. The WBCSD added that the GNR figures provide evidence of the gradual decoupling of emissions and cement output, which demonstrates the significant progress made by the cement industry.

According to the data, the four main drivers for the reduction in emissions have been investment in more efficient kiln technology, increasing use of alternative fuels such as biomass, reduction in clinker content and an 8% decrease in electricity use per tonne of cement since 1990.

The 2011 GNR data comprised 55% of cement production outside of China, with 96% coverage in Europe spanning 967 individual facilities. The 2011 report included data from Thailand, Morocco, Philippines and Egypt for the first time.
