India: Dalmia Cement (Bharat) plans to expand its cement plant in Mylavaram, Andhra Pradesh. The producer will invest US$321m to to more than double the plant’s clinker capacity from 4.6Mt/yr to 12.6Mt/yr, its cement grinding capacity from 2.6Mt/yr to 7.6Mt/yr and its waste heat recovery capacity from 12MW to 28MW.

The Andhra Pradesh Pollution Control Board will hold a public hearing on 27 March 2025 over the plans, the New Indian Express newspaper has reported. Local residents have raised allegedly ‘unaddressed’ issues, including disruptions to watercourses, increased dust pollution and possible structural damage from increased blasting.

India: The environmental public hearing for Meghatop Cement's proposed integrated cement plant in Wahiajer village, Elaka Narpuh, was conducted on 18 October 2024, according to The Shillong Times. The plant is planned to have a 3.3Mt/yr clinker capacity and 16MW waste heat recovery system, and has faced a mixed reaction from several community members. Franky Laloo from the Meghalaya Pollution Control Board led the hearing, attended by district officials, villagers and company representatives. Supporters emphasised the potential community benefits of the plant, but the Jaintia Women Council expressed some concerns, saying that “We intended to voice our opposition at the hearing, but were prevented by village volunteers and police. A hearing that only accommodates supporters is unacceptable.”

India: Ambuja Cement has proposed the establishment of a cement plant at Ramannapet, eliciting concerns from local residents over potential environmental impacts. The proposed plant is intended to be built on 70 acres initially designated for a dry port, and involves an investment of US$167m, according to the Deccan Chronicle. The River Musi, located 14km from the proposed plant, is expected to be at risk, as well as local residents living near the site. The Pollution Control Board is scheduled for a public hearing on 23 October 2024 regarding this matter.

Rythu Sangam district president Meka Ashok Reddy highlighted the community's concerns, noting that fertile agricultural fields within a 14km radius could be turned into ‘wastelands’, and crop yields along the River Musi might drop by 30% due to water contamination. He said that 10 villages around Ramannapet would be affected by pollution from the proposed plant.

India: Residents near the proposed cement plant site in Garhshankar, Hoshiarpur district, are holding a public hearing on 11 September 2024, disputing the legitimacy of a previous meeting held by the Punjab Pollution Control Board and local authorities on 19 January 2024. The Vatavarn Bachao Sangharash Committee, representing 24 villages, claims the initial hearing was manipulated and poorly attended by local villagers.

Convener Tarsem Singh said "Three villages - Naryala, Sardullapur and Badhoaan - are in the immediate vicinity of the proposed plant. Around 30 villages are in its 5km radius. Representatives from these villages have already been holding meetings for eight months after we came to know about the proposal. We have also been sending representatives to authorities. Now our teams are visiting these villages daily to mobilise wider public participation, so that people can express their views."

India: The Andhra Pradesh Pollution Control Board (APPCB) has issued Zuari Cements’ Kapada cement plant with a closure order. The order follows an alleged failure to conform to a previous environmental order from the APPCB. The Indian Express newspaper has reported that, pursuant to the order, the board has requested police to cut off the power supply to the integrated cement plant.

India: ACC Limited has announced that it will open a 2.5Mt/yr integrated cement plant with ‘state-of-the-art pollution control technology,’ along with a 25MW coal-fired power plant that will serve the plant in addition to an existing 15MW coal-fired power plant on the site in Chandrapur, Maharashtra. The opening in March 2020 will follow the expiry of a period of respite for continued operation of ACC’s 0.9Mt/yr integrated Cement Nagar plant on the same site.

The Times of India has reported that the plant, the company’s oldest, first shut on 30 November 2010 due to repeat violation of pollution standards, and was permitted to reopen in January 2011 up until 28 February 2020, subject to its adherence to strict conditions imposed by the Maharashtra Pollution Control Board (PCB). The company says that it is investigating the use of cladding in the old power plant to bring noise pollution down to 55dB.
