Iraq: IVI Holding has signed a US$240m engineering, procurement and construction contract with Sinoma Overseas to build a new 6000t/day cement plant in Al-Muthanna Province.
The agreement was signed in Dubai on 9 May 2025 by IVI Holding chair Hussein Shamara and Sinoma Overseas chair Linhe Zhu.
The project forms part of the Iraqi government’s US$1.17bn industrial programme for Muthanna announced in April 2025.
Oman: Raysut Cement is reactivating a partnership with China's Sinoma Overseas Development to launch Oman's first waste heat recovery (WHR) power plant at its Salalah site, according to the Oman Daily Observer. The groundwork for the 9MW facility was originally laid in 2018. Once operational, the facility is expected to reduce the plant’s reliance on national grid power by up to 30% and reduce CO₂ emissions by more than 50,000t/yr. Engineering design and site preparations are expected to be revisited before the end of 2025.
Saudi Arabia: Sinoma Overseas has marked the construction of the preheater tower as part of a relocation and upgrade of Yamama Cement’s production line. The previously 10,000t/day line now has a capacity of 12,500t/day. The placement of the final structural element on the preheater tower was attended by representatives from both companies.
Sinoma posted on social media that the company had “overcom[e] significant engineering and logistical challenges – from dismantling and moving massive equipment to integrating new technology.”
With the preheater tower now complete, the company looks ahead to the plant’s commissioning and final delivery.
PPC and Sinoma to build US$159m cement plant in Western Cape
16 January 2025South Africa: PPC has partnered with Sinoma Overseas Development to build a US$159m, 1.5Mt/yr cement plant at an existing site in Western Cape. The plant will supply customers in Western Cape, Eastern Cape, and Northern Cape. This comes after PPC and Sinoma signed a 'strategic co-operation agreement' in July 2024 that would see them partner with each other to identify new projects and opportunities to improve the efficiency of PPC's operations.
Equipped with solar power and ‘the latest’ technology, the facility will reportedly improve energy efficiency, reduce coal consumption and lower emissions per tonne of cement produced, contributing to reduced production costs.
Over the next three months, the parties will finalise the scope and final assessment of the new plant, as well as the associated turn-key engineering, procurement and construction agreements. Construction of the new plant is expected to begin in the second quarter of 2025, with the plant commissioned by the end of 2026.
PPC CEO Matias Cardarelli said "With this new and most advanced energy and environmentally efficient plant in the country, we will be able to supply our customers with lower-carbon cement at a more competitive cost.”
Sinoma Overseas ships ball mill system for Kipas Cement
10 January 2025Türkiye: Sinoma Overseas has dispatched its 300t/hr ball mill and roller press system for Kipas Cement's grinding project. The Kipas team conducted a factory inspection at Sinoma’s ball mill manufacturing workshop prior to shipment.
Brazil: China-based Sinoma Overseas has signed an engineering and supply contract for the Z02 cement grinding plant and a technical cooperation framework agreement with Votorantim Cimentos. The agreements were signed by Sinoma chair Zhu Linhe and Votorantim’s global projects director Alvaro Lorenz. This collaboration marks the third cement grinding plant project between the two companies and is part of Votorantim's ‘2028 Development Strategy.’ The contract encompasses the design, equipment supply, and technical services for a 150t/hr cement grinding plant.
Zhu Linhe said "Votorantim is the most valuable client for Sinoma Overseas, this contract and agreement strengthens the strategic partnership between the two companies. It is the strong commitment of Sinoma Overseas to support Votorantim in achieving its '2028 Development Strategy' with Sinoma’s extensive industry expertise, advanced technology and mature localised operations.”
PPC to modernise operations with Sinoma partnership
24 July 2024Southern Africa: PPC has entered a strategic cooperation agreement with Sinoma Overseas Development to improve efficiency, modernise technology, cut production costs, shift to alternative fuels and expand capacity in PPC’s operations in South Africa, Zimbabwe and Botswana.
Saudi Arabia: Sinoma Overseas Development completed start-up testing and hand-over of new grinding mills at Arabian Cement Company’s Rabigh cement on 21 February 2024. The supplier said that the delivery was in accordance with the terms of the original contract between its parent company, China National Building Material (CNBM), and the producer.
Sinoma Overseas Development attributed deviations from the project’s previously announced schedule to the need for discussions with CNBM about remaining project works, equipment operation plans, procurement schedules and acceptance tests. As provided for in the contract, the work will be subject to a 5% delay penalty.
Saudi Arabia: Sinoma Overseas Development has reported the successful construction of the first steel column for the kiln inlet of the new Line 3 at Yamama Cement’s Al Kharj cement plant in Northern Halal. The China-based supplier used a crawler crane to position the structural element, which is painted in its characteristic blue. In a post to LinkedIn, it said that the development ‘kicks off the steel construction and installation’ of the upcoming 12,500t/day (4.6Mt/yr) line.
Sinoma Overseas Development said “Meticulous preparations were made for the successful completion of the first installation as a landmark task in the project’s construction: civil engineers re-measured pre-embedded bolts multiple times, cleared pathways, and set the area ready for operation. Seamless coordination between commanders and operators, combined with whole-process supervision of managers, made the successful installation of the first steel column possible.” Looking forwards, it said “The project team, greatly inspired by the successful installation, will continue to face challenges head-on, chase for high quality while ensuring safety and make sure tasks are completed in due time for the safe and smooth operation of subsequent construction.”
Türkiye: Sinoma Overseas Development has won a contract to execute the first phase of a four-plant solar power project across three of LIMAK Cement Group’s cement plants in Türkiye. The contract covers engineering, procurement and construction (EPC) of an initial 28.2MW-worth of new solar power capacity.
Sinoma Overseas Development said “This project opens a new chapter of our robust partnership built on many successful practices of cooperation on projects of cement EPC and supply services over the past decade, leading us into a new field of green energy. The deeper and wider cooperation between LIMAK and us reflects its recognition and trust in our company's ability to perform the contracts in the past, indicating another significant leap in exploiting the Turkish market, expanding localised operations, and transforming to providing green energy projects.” The supplier added “We will exert our utmost in project execution and client services to propel LIMAK’s strategic blueprint of energy saving and carbon reduction in its pursuit of a greener, more sustainable future.”
