Mexico: The Secretariat of the Environment (Sedema) has reported that over 5600 tyres collected from illegal dumps in the districts of Xochimilco and Gustavo Madero have been transported to a treatment plant to be used as an alternative fuel for cement production. This initiative is part of a strategy to manage tyre waste, supported by a collaboration with Geocycle Mexico. The effort aims to address public environmental issues caused by tyre disposal in public spaces and environmentally sensitive areas, potentially leading to wildfires. Sedema also plans to expand tyre collection through the Reciclatrón Program to promote comprehensive waste management and reduce the reliance on fossil fuels and mineral extraction.

India: The Bhubaneswar Municipal Corporation has decided to continue its partnership with Dalmia Cement, allowing the company to receive an additional 70,000t of refuse derived fuel (RDF) from a temporary transit station at Gadakana. This decision comes as part of ongoing efforts to manage the substantial amount of RDF generated from daily waste processing, according to the New Indian Express.

An official from the civic body said "As the waste-handling site receives around 450t/day of garbage, we have agreed to allow Dalmia to take another 70,000t of waste. Previously, we had signed a contract with the company to send 70,000t of RDF to its Rajgangpur factory for co-processing within nine months. In the last six months, around 50,000t of waste has been sent."

Switzerland: Holcim plans to invest around US$278m in its three Swiss cement plants to reduce the use of fossil fuels in cement production and comply with future limits set by the Swiss Air Quality Control Ordinance. The ‘Phoenix’ project alone is expected to cost between US$78 and US$111m, according to Clemens Wögerbauer, chief commercial and sustainability officer at Holcim Central Europe West.

The Phoenix project will reduce the use of lignite for heating cement kilns. A gasifier will be constructed to process waste materials like residual wood, paper sludge and plastics into synthesis gas for heating the kilns. Additionally, a catalyst powered by the kiln's waste heat will be used to reduce nitrogen and ammonia emissions, aligning with future Swiss environmental targets. The Siggenthal plant is expected to reduce its CO₂ emissions by over 30,000t/yr from its current output of 450,000t/yr.

The new facility is scheduled to start operating in 2028 and may be replicated in other Holcim cement plants if successful. The Phoenix initiative will increase the proportion of alternative fuels used from the current 57% to 80%, targeting over 85%.

Philippines: OceanaGold Philippines (OGPI) is collaborating with Holcim Philippines to assess the feasibility of using mine tailings in cement production. Holcim will begin by acquiring tailing samples from OGPI for initial testing, aligning with its ‘circular economy’ program that integrates waste materials into cement. Both companies are committed to advancing the study, pending formal partnership arrangements and necessary permits.

OGPI President Joan Adaci-Cattiling said “We’re just waiting for the permit. Right now, we’ve found a way to put plan tailings to good use.”

India: Kerala has converted approximately 48,000t of non-recyclable waste into refuse-derived fuel (RDF) for use in cement plants, from the period of January - December 2023. The Department of Local Self-Government reported that 29,826t originated from the government sector and 18,205t from the private sector. The material was collected from households and shops, separated at collection facilities and sent to cement plants for co-processing. The local authorities managed the collection and separation of dry waste.

The state has ‘significantly’ invested in infrastructure for dry waste storage, with 167 resource recovery facilities, 1981 collection facilities, 20,904 mini collection facilities, and 57 storage warehouses over 45,522m². The Haritha Mithram mobile app has led to an increase in door-to-door waste collection and the volume of dry waste processed. The state has added 41 more warehouses so far in 2024 to manage the increased waste collection.

Thailand: Saraburi, which houses Thailand’s key cement plants, is expected to start converting waste to energy in a project led by the Thai Cement Manufacturers Association (TCMA). TCMA has developed a pilot project to create ‘ignitable waste pallets’, which will replace imported coal in cement production, according to TCMA chair Dr Chana Poomee. The process involves using waste from mining, cement plants and local communities to produce fuel, focusing on waste that cannot be reused or recycled.

Seven cement plants are located in the Tan Diao subdistrict due to its proximity to limestone mountains essential for cement production. The province is facing a growing waste management problem, owing to urbanisation and the expansion of agribusiness in the area. ‘Saraburi Sandbox’ project, a public-private-people partnership (PPP), seeks to address these issues.

Kittipong Promwong, president of the National Higher Education, Science, Research and Innovation Office, believes the Saraburi Sandbox is crucial to the government's commitment to lowering CO₂ emissions.

Italy: Scientists Gregory Chass and Kun Tian have developed a sustainable concrete from wet waste materials through their company Mesoscale Engineering Halcyon. This 'green concrete' concept was conceived in Garbatella and will first be tested on the district's pavements. The concrete, made by combining and recycling industrial CO₂ emissions with brine from saltworks, is part of the Clean Energy Transition Partnership. It is also central to the BUCK$$$ project, led by Kun, focusing on carbon capture and utilisation. This project, with €2.54m in funding, involves 13 partners from seven countries.

This innovative concrete arises from 'mineralised CO₂', which is similar to mollusc shells made of calcium carbonate, as well as materials derived from saltwork brine, desalination, and industrial wastewater. Both currently underused products are expected to become crucial in the cement and concrete industries, particularly in Italy.

Spain: Cemex España has announced its participation in the HYIELD consortium, which plans to build a waste-to-hydrogen demonstration plant at the producer’s Alcanar cement plant in Catalonia. The demonstration plant will process a total of 2000t of biogenic waste to produce 400t of green hydrogen for use as fuel, fertiliser and for other applications. The trial commands Euro10m in funding from the EU’s research and innovation funding programme Horizon Europe. Parent company Cemex believes that the technology being demonstrated at Alcanar has the potential to process 300Mt/yr of waste across Europe and produce 30Mt/yr of hydrogen.

Cemex’s Europe, Middle East and Africa regional president Sergio Menendez said “As part of its drive towards reaching net zero by 2050, Cemex is committed to partnering with like-minded organisations to explore the very latest innovations in more sustainable technology that can support the cement production process. We are proud to provide one of our cement plants in Spain as the location for the HYIELD trial and excited to see the outcomes from this research and development project.”

Europe: The European Parliament voted in favour of multiple amendments to the European Commission’s Packaging and Packaging Waste Regulation (PPWR) on 22 November 2023. The amendments remove, modify or make non-binding the PPWR’s 2040 reuse targets. Meanwhile, 2030 targets were made adjustable to recycling rates. Total packaging volumes are still required to drop by 5% by 2030 and by 15% by 2040 in each member state.

Sustainability lobbying organisation Environmental Coalition on Standards (ECOS) described the introduction of recycling rates into a lower schema of waste targets as ‘comparing apples with pears.’ ECOS attributed the amendments to a ‘barrage’ of false claims, scaremongering and lobbying from industry players.

ECOS programme manager Mathias Falkenberg said “This decision will not sufficiently address rising plastic and packaging waste or the pollution crisis. The European Parliament has just weakened a perfectly feasible solution to tackle throwaway culture without offering an alternative. It is very frustrating that the European Commission’s progressive prevention and reuse agenda has not received full support from the Parliament today.”

ECOS founded the Alliance for Low-Carbon Cement & Concrete (ALCCC), an association of companies focused on alternative building materials production, in May 2023.

Spain: Holcim España invested Euro4m in an upgrade to its 1.5Mt/yr Carboneras cement plant in Almería. Alimarket-Construction News has reported that the upgrade will raise the plant’s alternative fuel (AF) substitution rate to 70% and enable it to dispose of 50,000t/yr of waste through co-processing it as AF. Holcim España expects this to reduce its CO₂ emissions by 22,000t/yr.
