Myanmar government to distribute cement for reconstruction efforts

Myanmar: The Ministry of Social Welfare, Relief and Resettlement will distribute more than US$250,000-worth of cement, funded by the National Disaster Management Committee, to repair homes damaged by the 28 March 2025 earthquake, according to Eleven Myanmar news. The earthquake affected 54 townships in eight regions and states.

At a meeting of the Myanmar Cement Manufacturers Association, its chair said that it would coordinate with local plants to produce and distribute cement, and hold market fairs in Nay Pyi Taw and Mandalay to ensure supply to the general public. The Union Minister added that assistance would be given to damaged plants, specifically in obtaining spare parts and raw materials.

Cement shortages and price increases in Myanmar

Myanmar: Cement prices have more than doubled in Mandalay, Naypyitaw and Sagaing following the earthquake in March 2025, delaying reconstruction efforts, according to The Irrawaddy newspaper. The regime reportedly promised to subsidise cement prices for reconstruction work, but this has only happened in Naypyitaw. In Sagaing city, most building supply shops were damaged by the earthquake and remain closed, leading to long queues at businesses that are still operating.

The Indian government recently donated 4500 bags of cement for reconstruction efforts, but residents say this will mostly be used in Naypyitaw. A building sector source said “The construction industry is also suffering from labour shortages. We are not doing any building work, just demolitions. We have to buy any brand of product, including domestically produced cement. Even the big companies are rationing cement sales.”

Cement prices were reportedly increasing before the earthquake due to a decline in production. Only six of the country’s nine cement plants are now operating, producing around 340,000 bags per day. In April 2025, officials inspected over 300 building suppliers and prosecuted more than 60 for overcharging.

Cement plants in Myanmar to reopen

30 April 2025

Myanmar: Authorities are working to expedite the reopening of cement plants in Kyaukse, Mandalay Region, following the earthquake in late March 2025, according to the Global New Light of Myanmar newspaper. Kyaukse District administrator U Kaung Myat Naing said that one plant expects to resume supplying 100,000 bags of cement per day by mid-May 2025. The reopening of cement plants will help to meet the growing demand in the country.

Cement imports to Myanmar continue

23 April 2025

Myanmar: A further 2400t of cement was delivered to Yangon Port on 20 April 2025, according to the Global Light of Myanmar newspaper. The government has permitted cement imports to meet rising demand during the open season and for post-earthquake resettlement works. Ships continue to bring cement into the country via the Kawthoung border, with further weekly deliveries scheduled. Three shipments of cement have already been delivered to Myanmar in April 2025.

Five local cement plants damaged in Myanmar quake

14 April 2025

Myanmar: Five of nine local cement plants were damaged in the earthquake on 28 March 2025. Four plants are in the Mandalay Region, the epicentre of the earthquake, and one is in the Nay Pyi Taw Council Area, according to the Global New Light of Myanmar newspaper. Union Minister for Industry Charlie Than held a meeting with the Myanmar Cement Association, stating that the government is recommending hiring foreign consultants and importing equipment.

The government has also reportedly authorised foreign cement imports to meet demand, with shipments arriving via the Kawthoung border and at Shwepyitha Shweme jetty in Yangon. A vessel carrying 2500t of cement arrived on 9 April 2025 and distribution is underway.

Coal hopper collapses at Dalmia Bharat’s plant

17 January 2025

India: A coal hopper has collapsed at the Dalmia Cement (Bharat) plant in Rajganpur, Odisha, leaving several workers trapped under debris. According to the latest reports, 64 workers have been rescued or evacuated, but three remained trapped overnight. A large-scale operation by the authorities has been launched, with cranes and heavy machinery being used to clear the debris and attempt to find the trapped workers. Fatalities have not been confirmed.

A statement from Dalmia Cement (Bharat) said "The accident occurred at around 6:00 pm on 16 January 2025, wherein the whereabouts of three persons are yet to be ascertained. The injured have been provided with immediate treatment and the best medical care is being provided by the company.”

The statement added that the plant area has been cordoned off, according to Money Control news.

Update: On 18 January 2025, three bodies were recovered from the debris of the collapsed structure, after a 36-hour attempt. The plant is now closed until an investigation into the accident has taken place.

Dalmia Cement (Bharat) released a further statement, saying “We are deeply saddened by the tragic incident at the captive power plant in Rajgangpur. We express our heartfelt condolences to the families of the three workers who lost their lives in this incident. We are extending full support to the bereaved families in close coordination with the district administration, including education, livelihood and compensation.”

Deadly disaster at Cementos Cienfuegos’ Carlos Marx cement plant

30 August 2024

Cuba: A ‘materials spill’ at Cementos Cienfuegos’ Carlos Marx cement plant in Guabairo on 27 August 2024 resulted in the death of one worker and injuries to five others. General manager Ernesto Gálvez said that a filter in the plant’s Kiln 3 collapsed, leading to the spillage of hot material from a hopper. Granma News has reported that Raymundo Narciso Sarría, an employee of contractor Empresa de Construcciones Ingenieras No. 6, died, while one other worker is in a critical condition, two in a serious or very serious condition and two others in a less serious condition.

Death reported at cement plant in Madhya Pradesh

India: The family of worker Rajaram Kushwaha has reported that he died after being taken to hospital for injuries sustained while working at a cement plant near Maihar, Maharashtra. The Free Press Journal newspaper has reported that Kushwaha’s family has requested that police lodge a freedom of information request of plant management into the circumstances of the ‘mysterious’ tragedy.

UltraTech Cement reports deadly boiler explosion at Jaggaiahapet cement plant

08 July 2024

India: A boiler explosion at UltraTech Cement’s Jaggaiahapet cement plant has reportedly killed two people. Venkatesh Avula and Arjun Paritala were working at the plant on the afternoon of 7 July 2024 when the disaster occurred. The New Indian Express newspaper has reported that 14 others workers sustained serious injuries.

District Collector Srijana Gummalla said that a preliminary inquiry indicated the cause of the blast to be a gas leak due to high pressure. She said “A detailed probe has been launched to ascertain the reasons behind the incident. Officials will carry out a thorough investigation and submit the report. Based on the report, necessary action will be taken against the factory management.”

Two die in shooting at Iskandarabad cement plant

19 October 2023

Pakistan: The deputy general manager and a plant engineer of a cement plant in Iskandarabad died after being shot by a colleague on 18 October 2023. The shooter was a chemical engineer at the plant, who shot the men after ‘flaring up’ in a meeting. Emergency services took a third victim, an engineer, to hospital for treatment. The Dawn newspaper has reported that police are investigating the tragedy, including the matter of how the shooter managed to enter the plant armed.
