China: Anhui Conch Cement’s revenue rose by 55% year-on-year to US$11.2bn in the first nine months of 2018 from US$7.19bn in the same period in 2017. Its net profit nearly doubled to US$3.06bn from US$1.47bn.

China: Germany’s Refratechnik has signed a joint venture contract with Haicheng Guotian Mining and Yingkou Jinlong Refractories for the production of high-grade caustic calcined magnesia (CCM) and dead burned magnesia (DBM) at a new plant at Pailou near Haicheng in Liaoning. Yingkou Jinlong Refractories is a long-standing partner of Refratechnik in China and Haicheng Guotian Mining is an existing CCM and DBM producer in Haicheng with long-term secure access to magnesite ore.

Construction of the new plant has started and production at the site is scheduled to begin in 2019. The unit will manufacture 0.1Mt/yr of DBM and over 0.1Mt/yr of CCM. The joint venture is intended to secure supply for Refratechnik’s worldwide refractory production and to diversify and strengthen its international industrial minerals business.

As ever, there have been plenty of news stories from Pakistan recently covering the on-going fallout of the water shortage at the Katas Raj Temples in Chakwal, Punjab and an update on new production line at Maple Leaf Cement’s Iskanderabad plant. The two stories present two sides to the furious pace of the local industry and the potential price this growth might entail.

Graph 1 above sets the scene with an industry that has seen total despatches grow by nearly 30% to 42.8Mt in 2017 from 33.1Mt in 2012. About four-fifths of this is based in the north of the county. The big sub-story alongside this is that exports have fallen by half to 4.2Mt in 2017 from a high of 8.3Mt in 2013. The cause of this appears to be a decline in the Afghan market and a similar drop in waterborne clinker exports. Given the higher proportion of exports to the southern market this change has likely hit the industry in south harder despite overall depatches there rising. So far in 2018 similar trends are holding, except for exports, where the clinker export market has rallied significantly in the south.

The background to all this growth domestically is Chinese investment in the form of the China-Pakistan Economic Corridor (CPEC). CPEC-related project include integrated road infrastructure, the modernisation of railways and the development of the city of Gwadar and its related infrastructure. In addition the local Public Sector Development Programme (PSDP) is also having an effect and demographic pressures, such as a housing shortage, are also expected to support the construction market.

Data from the All Pakistan Cement Manufacturers Association (APCMA) placed cement production capacity at 54Mt/yr in September 2018 compared to 66Mt/yr in the Global Cement Directory 2018, which includes new capacity being built. This compares to around 10Mt/yr in the 1995 local financial year to an estimated 73Mt/yr by the State Bank of Pakistan in its third quarter report for 2017 - 2018. This rapid growth can be seen in recent stories such as the Iskanderabad plant expansion, Flying Cement’s mill order from Loesche, Kohat Cement’s mill order also from Loesche, a new solar plant at Fauji Cement at its Attock plant and the commissioning of DG Khan’s new plant at Hub. These stories are all from the last three months! The State Bank of Pakistan estimated that 11 producers hare now investing US$2.12bn on capacity expansions to add over 23Mt/yr by the end of the 2021 financial year.

One potential price for all of this growth is currently being illustrated in the ongoing legal wrangles about the use of water by cement plants near the Katas Raj Temples. What started as an investigation into why water levels were dropping at a pond at a Hindu heritage site seems to have transformed into a full scale inquiry into alleged corruption by local government around the setting up of cement plants. A report by the Punjab Anti-Corruption Establishment Lahore to the Supreme Court has found irregularities committed by government departments in connection to the setting up of cement plants by DG Khan and Bestway Cement in Chakwal. It seems unlikely at this stage that this inquiry will cause too much trouble for the local cement industry but it will certainly make it more complicated and potentially more expensive to st up new plants in the future.

Ghana: The Cement Manufacturers Association of Ghana (CMAG) has appealed to the Ghana Standards Authority (GSA) to investigate the quality of Chinese cement imports. In a letter of the GSA George Dawson-Ahmoah cited two companies in Tema and Ejisu that allegedly sell cement products of ‘questionable’ quality, according to the Business and Financial Times newspaper. He also posited that samples of cement from these companies were ‘alarming’ and that this explained why their prices were ‘ridiculously’ low.

CMAG consists of Ghacem Limited, Diamond Cement group, CIMAF Ghana and CBI Ghana Limited. However, when asked by the local media why Chinese companies supplying Ghana were not part of the association, Dawson-Ahmoah said that they had been invited.

China: Guangdong Tapai has ordered two coal mills from Germany’s Loesche for its two 10,000t/day clinker production lines in Jiaoling, Meizhou in Guangdong. This is a repeat order, following an order for two LM 35.3 D coal mills that was made in 2015. The 3-roller mill grinds 50t/hr of pulverised coal to a fineness of 3% with a sieving residue of 0.08 mm. The installed power is 1200kW. The order has been placed through Loesche Shanghai and the two newly ordered coal mills are expected to be delivered in April 2019.

China: Jianghua Conch has launched a 5.9MW solar plant project. Its subsidiary, Jianghua Conch New Energy, will build the unit. No date for the completion of the project has been disclosed. Jianghua Conch is a subsidiary of Anhui Conch based in Hunan province.

China: Anhui Conch has signed a cement sale and purchase agreement with Jiangsu Conch Building Materials with a value of up to around US$230m. Subsidiaries of Anhui Conch based in east China will sell a total of 3.5Mt of cement products to Jiangsu Conch, a non-wholly owned subsidiary of Anhui Conch. The contract will last until the end of 2018.

The agreement has been setup for a relatively short time period as a pilot scheme to test the market. The intention is to allow the direct Anhui Conch subsidiaries to focus on production and to enable Jiangsu Conch to concentrate on using its ‘centralised sales advantage.’

China: Lubao Cement has ordered three vertical roller mills from Germany’s Loesche for a new 4500t/day plant that is being built at Bei Liu in Guang Xi. The project is being handled by Sinoma (Suzhou) Construction, part of Sinoma International Engineering and China National Building Material Group (CNBM) in turn.

Loesche is supplying three mills for the project, one each for raw material, coal and clinker/slag. One four-roller mill with a capacity of 450t/hr will be used for grinding cement raw material to a fineness of 12% with a sieving residue of R 80μm. Another mill with a throughput of 200t/hr will be used for the subsequent grinding of cement clinker to a fineness of 3400 - 3600 Blaine. A large three-roller mill with a capacity of 42t/hr will be used for grinding fuel coal to a fineness of 2% and a sieving residue of R 80μm.

No value for the order has been disclosed.

US/China: The Office of the US Trade Representative has started implementing a 10% tariff on mineral and other products from China, including cement, following a consultation period. Mineral products affected by the proposed tariffs of interest to the cement industry include limestone flux, quicklime, slaked lime, gypsum, anhydrite, clinkers of Portland, aluminous, slag, supersulphate and similar hydraulic cements, white Portland cement, Portland cement, aluminous cement, slag cement, refractory cements, additives for cement, cement based building materials and more.

The latest tariff list follows an earlier decision by the US government to tax imports from China worth US$34bn that came into force in early July 2018.

China: Wu Xu has been appointed as the chairman of Taiyuan Lionhead Cement. The 54-year old Chinese national is a graduate from the Chongqing Construction Workers College, he holds a master's degree in business administration from Chongqing University and he has attended the China Europe International Business School. From 1982 to 1991 Xu was the chief engineer of Chongqing Building Management Station and was the executive vice general manager of China Chongqing International for Economy & Technology Cooperation in the early 1990s. In 1994 he founded Sincere Group and has since been its chairman and president.
