Gabon: The Gabonese government and Ciments d'Afrique (Cimaf Gabon) have signed an investment agreement for the construction of a third cement production line. The US$41.1m project will increase Cimaf Gabon's cement production capacity by 1Mt/yr to 1.85Mt/yr.
Cimaf Gabon also holds a permit to exploit a major limestone deposit around Ntoum and will build a clinker production unit in the area, requiring more than US$148m in investment.
Cimaf Gabon’s general director Janah Idrissi El Mehdi said “This plant, located a stone's throw from Ntoum in the Estuaire province, will bring significant benefits to the entire region, particularly in terms of job creation (1400 in the project phase and 500 in the operational phase). It will contribute to improving the living conditions of the surrounding populations.”
Update on calcined clay, January 2025
29 January 2025Northern-Ireland based cement producer Cemcor said this week that it has completed trials of a calcined clay cement product called CalcinX. The company started its trials in 2023 and it has been supported by Queen’s University Belfast and funding from Innovate UK. Work with commercial partners has involved precast concrete paving manufacturer Tobermore producing paviours made from 50% CalcinX as a CEM II replacement and Moore Concrete has also manufactured precast units using 50% CalcinX as a CEM I replacement. So far over 3000t of CalcinX has been produced in a number of industrial-scale trials.
David Millar, the managing director of Cemcor, mentioned his company’s plans for calcined clay in June 2022 when he was interviewed by Global Cement Magazine. The company that became Cemcor bought the Cookstown cement plant and a few other assets from Holcim at the start of 2022. It then changed its name to Cemcor in November 2022. At the time of the interview the company was looking to “...develop new value-added products, including low-CO2 options. This will allow us to use the same amount of clinker to produce more cement.” Millar couldn’t give away too many details at the time, however calcined clay was cited specifically. It was also noted that the company had the right material in its quarry and that it was already working with partners on it.
Amongst all the other decarbonisation options available for cement plants, a slow trickle of calcined clay projects keep being announced. In January 2025, for example, thyssenkrupp Polysius said it had secured a front-end engineering design contract from Circlua for the construction of the world’s largest activated clay plant in Brazil. This project in Para state will have a capacity of 3000t/day, will use renewable energy sources and will “improve the CO2 footprint in cement production.” CBMI Construction also officially launched a flash calcination clay project in Tangshan, Hebei province in China. In December 2024, Vicat signed an agreement with the US Department of Energy (DOE) Office of Clean Energy Demonstrations to develop the Lebec Net Zero (LNZ) project at its Lebec cement plant in California. This includes plans to produce calcined clay-based cement. Earlier in the autumn of 2024 Portugal-based Cimpor said it was preparing to convert a kiln at its Souselas plant to produce calcined clays, AVIC International Beijing and KHD said that they had secured a deal to build a 900t/day clay calcination plant for Ciments de l'Afrique (CIMAF) in Burkina Faso, and Holcim Česko said it was going to construct a calcined clay processing line at the Čížkovice cement plant in the Czech Republic.
One news story that stuck out in the autumn was the progress of a collaboration between Aumund and Holcim towards developing an electric linear calcination conveyor (eLCC). The two companies started work on the project in 2020 intending to look at the electrical calcination of clay using an Aumund pan conveyor. Initial tests of the eLCC reportedly demonstrated efficient thermal activation of clay through a combination of radiant heat and material circulation. The eLCC system is fully enclosed, insulated, has a compact design and can operate using electrical-powered renewable sources. The first industrial plant utilising this technology is scheduled for construction in 2025. Calcined clay technology and products by other industrial suppliers are available. The work by Aumund and its competitors show they are watching this market closely.
OneStone Consulting’s Joe Harder has found that only 14 clay calcination plants were operational worldwide in 2023 with a production capacity of just under 3.5Mt/yr. These are based in Latin America, Europe and Africa. In an article previewing a market report in the February 2025 issue of Global Cement Magazine, Harder predicts that by 2035 there will be 79 clay calcination plants with a capacity of just under 21Mt/yr. A steady growth of over 20 new plants annually is also expected subsequently from 2035 to 2050 as cement producers seek cost-effective ways to reduce their clinker factor. He identified installation costs, a lack of knowledge about clay-based cements, trouble obtaining mining rights and policy issues amongst other issues as holding back the use of clay calcination.
The current expectation is that calcined clay usage in the cement industry will be a minority option. Yet the size of global cement production can make a production share of, say, 3 - 8% a viable option for both cement manufacturers and equipment suppliers. The adoption of new cement products and standards can also take a long time and this clouds predictions of how far clay can go in the cement industry. At this point in the calcined clay story it is time to keep track of the new projects being set up.

CIMAF workers announce seven-day strike
26 May 2023Mauritania: The National Confederation of Mauritanian Workers has called a seven-day strike of Ciments de l’Afrique (CIMAF) employees from 31 May to 6 June 2023. IHS Global Insight Daily News has reported that the union called the strike over working conditions at the company and to demand that it elect workers’ representatives. The strike will likely result in cement supply disruptions and backlogs at export terminals.
Burkina Faso: Ciments de l'Afrique (CIMAF) has ordered a Polysius booster mill from Germany-based ThyssenKrupp Industrial Solutions (TKIS) for its grinding plant at Ouagadougou. This is the first industrial reference of the product that promises to allow a greater substitution of clinker with local filler by boosting the fineness and reactivity of the clinker. It will also maintain both cement quality to local standards and production capacity of the exiting ball mill at the unit.
Mohamed Naciri, the Regional General Manager for CIMAF, commented “Burkina Faso is a landlocked country where clinker has to travel at least 1200km to reach Ouagadougou, every technology aiming to decrease the cement clinker factor is welcome, this project is also an important milestone in our decarbonation road map, TKIS is a key partner for CIMAF to decrease our group CO2 footprint.”
CIMAF owns and operates 13 grinding plants in Africa. It runs plants in Burkina Faso, Cameroon, Chad, Ivory Coast, Gabon, Ghana, Guinea Bissau, Guinea, Mali, and Mauritania. CIMAF's parent company, Omnium des Industries et de la Promotion (OIP), is a cement supplier across north, west, and central Africa, producing about 12Mt/yr. It is the third largest cement producer in Morocco with two integrated plants.
Gabon: A new 0.35Mt/yr production line has started production at Ciments d'Afrique’s (CIMAF) Owendo grinding plant. Spain-based Cemengal supplied a 50t/hr Plug&Grind X-treme grinding plant for the project. Successful commissioning and start-up of the unit was managed remotely from Madrid in Spain due to the coronavirus pandemic. The upgrade cost around US$16m.
The addition brings the plant’s total production capacity to 0.85Mt/yr, according to Direct Infos Gabon. The cement producer is also planning to spend US$120m towards building an integrated plant in the country. Nationally, the country reportedly now has a production capacity of around 1.2Mt/yr.
Update on Mali
11 September 2019The news from Mali this week is that a new cement grinding plant is in the works. Ciments et Matériaux du Mali plans to build a 0.5Mt/yr plant near Bamako. Work on the US$34m project is set to start in October 2019 although there has been no word on the equipment supplier. The project is a long-standing one from France’s Vicat.
A new plant is probably very welcome following the last six months in the local market. Prices spiked by a third in May 2019, leading local producer Diamond Cement Mali to arrange a press conference to defend itself. Director Ibrahima Dibo explained that the company had fixed its prices in conjunction with the government at its units at Astro and Dio Gare since 2012. Instead, he blamed importers and traders for the situation, as well as low import rates from Senegal and Ivory Coast. The company proposed that it tackle the situation by importing more cement from one of its plants in Takoradi in Ghana and then transporting it into Mali via Dakar in Senegal. Although it noted that it would need permission from the government to do this.
The country has also been targeted by Nigeria’s Dangote Cement for several years. Back in 2016 the Nigerian cement producer was considering building a 1.5Mt/yr grinding plant. It also wanted to build a second production line at its Pout plant near Dakar in Senegal to export clinker specifically to Mali. It has since scaled back its expansion plans as the Nigerian economy entered a recession but in its 2018 annual report it noted that it had exported 0.43Mt of cement from Senegal and that most of this had gone to Mali, with plans to further increase exports in 2019.
At present Mali has three main grinding plants. Two are run by Diamond Cement and the third by Ciments de l'Afrique (CIMAF). An integrated plant at Guinbané, Diéma in the Kayes region was announced in late 2016 when the government signed a memorandum of understanding with Gaia Equity, a private equity company. This project was going to be built by China’s Sinoma.

The status of that last project is unknown since there has been little news on it since. However, Figure 1 above shows why a private equity firm might sense opportunity. It’s out of date as various countries have become self-sufficient and we’ve covered this plenty of times before but the graphic from the World Bank really brings home the message that moving cement overland is uneconomical. This is mirrored by the mounting price of cement in Mali earlier this year. Africa has been described as the last great cement frontier and Mali is on the frontline.
Update on Morocco
31 July 2019The agreement this week by Ciments du Maroc to buy two production projects from Anouar Invest Group marks a consolidation phase in the local market. The subsidiary of Germany’s HeidelbergCement has struck a deal to acquire Atlantic Cement’s 2.2Mt/yr integrated plant project in Settat province and the Les Cimenteries Marocaines du Sud (CIMSUD) 0.5Mt/yr grinding plant at Laâyoune, which was only recently commissioned.

Graph 1 gives an impression of the market conditions the cement producers have faced over the past five years. Cement sales hit of a high of 16.1Mt in 2011 following increasing growth in the 1980s, 1990s and 2000s. Cement sales have since wilted, while production capacity has increased pushing down the capacity utilisation rate. The capacity utilisation dropped below 55% in 2018, using Global Cement Directory 2019 data, although other sources have placed it at around 60%.
Local production is dominated by two multinational producers, LafargeHolcim (LafargeHolcim Maroc) and HeidelbergCement (Ciments du Maroc), and a local company, Ciments de l’Atlas (CIMAT). CIMAT is owned by Addoha Group and it also operates Ciments de l'Afrique (CIMAF) with plants across West Africa. A fourth player, Asment de Témara, run by Votorantim, also operates an integrated plant.
LafargeHolcim Maroc’s turnover fell by 2% year-on-year to US$837m in 2018 along with a drop in consolidated net income of 18% to US$201m. It attributed this to lower sales and growing petcoke costs. Ciments du Maroc’s turnover fell slightly to US$419m but its net profit rose by 3% to US$108m. This followed a generally positive year in 2017 due to a strong second half of the year. It blamed the instability on a poor real estate market. CIMAT managed to raise its sales in 2018 by 6% to US$300m and its income by 1.4% to US$90.7m.
Anouar Invest Group’s decision to sell up may mean that its attempt to break into the cement market has failed. Who can blame it given the market conditions. Although, who knows, HeidelbergCement may have made it a great offer. HeidelbergCement’s gambit is also interesting because, in February 2019, it reduced its stake in Ciments du Maroc by 7.8% to 54.6% signalling less confidence in the country.
Yet, cement sales started to improve in the first quarter of 2019 with consecutive month-on-month improvements. Neither is Anouar Invest Group the last company to try its luck with cement production in Morocco. In June 2019 FLSmdith announced that TEKCIM had ordered a US$45m cement plant from it and Société Générale des Travaux du Maroc. The grinding unit has a production capacity of 1.2Mt/yr. Clearly, despite a market with production overcapacity, companies are sensing opportunities with the cement grinding model.
CIMAF to invest US$33m in plant in Cameroon
28 June 2019Cameroon: Ciments de l'Afrique (CIMAF) has agreed with the Cameroon Investment Promotion Agency (CIPA) to invest US$33m in its integrated plant at Douala. The subsidiary of Morocco’s Addoha Group plans to triple the plant’s production capacity to 1.5Mt/yr, according to Business in Cameroon magazine. The unit was originally commissioned in 2014.
CIMAF opens cement grinding plant in Chad
13 September 2018Chad: Morocco’s Ciments de l’Afrique (CIMAF) has launched commercial operations at its new 0.5Mt/yr grinding plant at Lamadji. CIMAF regional director Hatim Kahttabi said that the production capcity of the unit is expandable to 1Mt/yr, according to Alwihda. The project had an investment of Euro35m and it has created 200 jobs.
Gabon: Morocco’s Ciments de l’Afrique (CIMAF) says it plans to start a new production line at its Cimgabon integrated plant by November 2018. The measure has been announced to meet a sudden surge in demand, according to the L’union newspaper. Cement prices have reportedly nearly doubled in the high construction season.
The cement producer first announced the new clinker production line in mid-2017. It will increase the plant’s production capacity to 0.85Mt/yr from 0.5Mt/yr at present. In addition the company has launched a Euro10m project for an admixture unit for completion by mid-2019.
