US: Holcim US, in partnership with The Ohio State University and GTI Energy, will install membrane carbon capture technology at its Holly Hill, South Carolina, cement plant. The project is partly funded by a US$7m the US Department of Energy. The partners aim to capture 99% of the plant’s CO₂ emissions.

GTI Energy vice president of carbon management and conversion Don Stevenson said "This project will showcase the power of collaboration and innovation in tackling the complex challenge of transitioning to cleaner energy systems. The development and implementation of cost-effective carbon capture technologies are key to meeting our decarbonisation goals."

Nepal: Hetauda Cement Industry (HCI) will resume cement production at its Hetauda cement plant in early February 2024, following a suspension due to coal shortages. HCI uses 36,000t/yr of coal, and currently has 600t in stockpiles. The República newspaper has reported that on-going issues with equipment have reduced the Hetauda cement plant’s effective capacity to 10,000 bags per day. Additionally, HCI has failed to find a buyer for a shipment of 225,000 bags of cement. The Nepali government is reportedly considering paying new subsidies to the company.

General manager Basanta Raj Pandey said "The management of the factory has requested the Office of Prime Minister and Council of Ministers and the Ministry of Industry, Commerce and Supplies to provide subsidies to help resume its production."

Nepal’s Minister for Industry, Commerce and Supplies Ramesh Prasad Rijal said "The Prime Minister and his government are discussing arranging all possible subsidies to bring the industry back into operation as soon as possible."

North America: A new coalition for the scaling and deployment of low-carbon building materials, the creation of new clean cement and concrete jobs and the promotion of environmental justice launched earlier in January 2024. Called the Decarbonized Cement and Concrete Alliance (DC2), it comprises alternative cement developers Biomason, Brimstone, Chement, Fortera and Terra CO₂, sequestration company Blue Planet Systems, circular concrete producer CarbonBuilt, biogenic limestone producer Minus Materials, hydrothermal processing technology developer Queens Carbon and electrified cement production technology developer Sublime Systems. DC2’s areas of engagement in policy will include tax credits, standards, ecolabeling and subsidisation, in line with the US Department of Energy’s Pathways to Commercial Liftoff: Low-Carbon Cement strategy.

CarbonBuilt’s government and community affairs manager Sal Brzozowski said “DC2’s platform of robust policy, standards and incentives to scale innovative solutions will not only accelerate deep decarbonisation, but also transform the concrete industry from one of the world’s largest CO₂ emitters to one of the world’s largest carbon sinks.”

India: Ambuja Cements has signed a memorandum of understanding (MoU) with the government of Telangana for the construction of a new cement facility in the state. The News Minute has reported that the producer plans to invest US$168m in the project. The MoU is part of an agreement between parent company Adani Group and the state of Telangana covering investments worth US$1.49bn. Other projects include an MoU with Adani Group’s renewables subsidiary Adani Green Energy for the construction of a total of 1350MW of energy storage capacity.

Saudi Arabia: Najran Cement has informed investors via a posting on the Saudi Exchange that it expects its cost of sales to rise by 13%. This is due to an increase in the price of fuels by its supplier Saudi Aramco. The cement producer noted that the waste heat recovery (WHR) system installed at its Najran cement plant has partly reduced the anticipated impacts on costs.

Najran Cement said “The company will work during the coming period to explore ways to reduce the financial impact of this adjustment on the company’s profits and will continue to implement its plans to reduce costs and improve production and operating efficiency. It will also work with government agencies to explore ways to diversify energy sources.”

Uzbekistan: The government has reduced the tax on limestone for use as a raw material in cement production. Uzbekistan Newsline has reported that the tax rate has dropped by 73% to US$0.48/t.

Brazil: Brazil consumed 62Mt in 2023, down by 1.7% year-on-year, according to data from the National Cement Industry Association (SNIC). This marks the second successive year of decline, after demand dropped by 2.8% to 63.1Mt in 2022. As a result, cement’s value on the National Construction Cost Index dropped by 6%, after having risen by 13% in 2022. The domestic cement industry recorded a capacity utilisation rate of 66% in 2023.

SNIC president Paulo Camillo Penna noted high household debt, high interest rates and poor income growth as impacting the industry’s sales. He said “The My House, My Life housing programme was not fully operational until the middle of the year. Up to September 2023, the construction industry experienced a 16% decline in the number of real-estate launches.” He continued “By 2026, we will experience a period of turnaround for the cement industry.”

EU: Cembureau has published its manifesto for industrial transformation for the European Parliament’s 2024-2029 legislative term. The manifesto calls for an ambitious EU agenda focused on the implementation of the European Green Deal along five key lines: 1 - turbo-charging EU and national funding and developing national industrial decarbonisation plans; 2 – Rolling out the EU Carbon Border Adjustment Mechanism (CBAM) to create a level playing field for EU industries; 3 – Building a pan-European CO₂ capture network and moving towards circular carbon feedstocks; 4 – Placing circular economy at the heart of industrial decarbonisation; 5 – Enhancing the EU buildings’ agenda to significantly cut emissions.

Cembureau said “The European cement industry was one of the first sectors to present a 2050 Carbon Neutrality Roadmap following the publication of the European Green Deal. The past five years were marked by the development of a comprehensive EU legislative framework and the launch of significant decarbonisation investments in our industry. Now, with the deployment of carbon-neutral cements within our grasp, we need to implement transformative measures on innovation, infrastructure, public acceptance, digitalisation and skills development.”

India: Ambuja Cements has signed new memoranda of understanding (MoU) with the government of Tamil Nadu for the construction of three grinding plants in the state. Business Today Online News has reported that the plants are part of US$5.14bn in planned capital expenditure (CAPEX) investments in Tamil Nadu by parent company Adani Group.

Karan Adani, CEO of the group’s shipping subsidiary Adani Ports, said "Today's Tamil Nadu is a standout example of stability, a well-established industrial ecosystem, advanced infrastructure, total connectivity, safe and secure neighbourhoods, business-friendly policies with an able and efficient team of officers and a diverse and highly-skilled workforce with more women in the ranks than anywhere else in the country."

India: The Saffron Growers Association (SGA) has said that cement plants in Kashmir are causing dust pollution, to which the association attributed the decline of the local saffron industry. Down to Earth News has reported that the SGA alleges that the state’s traditional crop has ceased to be profitable because of extra costs arising from the fall of dust during flowering season. The association added that pollutants such as nitrous oxides (NO_x) and sulphur dioxide (SO₂) can also affect saffron’s growth.

The SGA called on authorities to regulate the construction of cement plants and their emissions more closely.
