Update on Japan, October 2025
29 October 2025There have been a few sustainability-related news stories to note recently in Japan. Firstly, the Renewable Energy Institute (REI) released a report on decarbonisation pathways for the cement industry. Then, this week, the Japan Cement Association (JCA) held a press briefing on the sector’s work towards net zero and it released production and sales data. Finally, on a connected note, a speaker from Sumitomo Osaka Cement gave a presentation on recycling gypsum wallboard for cement production at last week’s Global Gypsum Conference.
The REI’s report is similar to other roadmaps published by cement associations around the world. The differences with the Global Cement and Concrete Association (GCCA) targets are worth pointing out though. The JCA is more conservative on the use of blended cements. It only specifies an aggregate CO2 reduction target for 2030, limited to a greater use of alternative fuels (AF) and improved energy efficiency. Similarly, it forecasts clinker factors of 0.825 in 2030 and 0.80 in 2050, compared to the GCCA targets of 0.58 in 2030 and 0.52 in 2050. The report goes on to show that JCA members have higher Scope 1 and 2 emissions and a higher clinker factor than comparable multinationals, including Holcim, Heidelberg Materials and SCG. In summary the REI concludes that the local sector has been delayed in adopting blended cements, slow on using more renewable energy and continues to be reliant on coal.
The JCA’s update is more practical and outlines what can be expected. A benchmarking system for the sector was established in the 2025 financial year. The country’s emissions trading scheme will then start in the 2026 financial year. Companies that emit a three-year average of over 100,000t/yr of CO2 will be subject to the scheme. The JCA is currently emphasising the sector’s role at the heart of the circular economy. It pointed out that it used just under 22Mt (5%) of the country’s total waste in 2024. It had an AF substitution rate of 27% in that year also. Other waste streams used included over 5Mt of blast furnace slag, over 6Mt of coal ash and around 1.7Mt of flue-gas desulphurisation (FGD) gypsum.
That last one ties into a presentation that Yuki Mihashi, Sumitomo Osaka Cement, gave at the recent Global Gypsum Conference, held last week in the Netherlands. He gave an overview of his company’s pilot testing of a carbon capture and utilisation process that uses waste gypsum wallboard and mineralises it to make an artificial limestone from cement plant CO2 emissions. The current pilot plant is based in Osaka and was completed in June 2025. It consumes 10kg/hr of gypsum and can produce around 5.8kg/hr of calcium carbonate. Gypsum wallboard professionals at the event had previously expressed concerns about competition for raw materials from cement producers. If developments like this one progress to full scale deployment there could potential be repercussions in other industrial sectors.

Finally, the latest data from the JCA shows that cement production fell by 3% year-on-year to 32.99Mt in the first nine months of 2025 from 34Mt in the same period in 2024 . Overall sales followed a similar trend, although exports rose by 9% from 5.91Mt to 6.43Mt. This follows a general decline in cement production in Japan since the mid-1990s.
In summary, work on sustainability in the cement sector continues in Japan as it does elsewhere. The conservative approach to clinker factor forecasts is interesting to note compared to more optimistic projections elsewhere. A slower update of blended cements may explain some of this. Interestingly, Taiheiyo Cement said in June 2025 that it was expanding a hub in Saiki to export blended cements rather than using them domestically. On other issues, a current lower AF substitution rate compared to Europe offers one pathway for emissions reduction. The impending ETS may also galvanise action and investment. Expect plenty more sustainability news in the coming weeks ahead of the 30th Conference of the Parties (COP), which is set to take place in mid-November 2025 in Belém, Brazil.

Kenya attempts to combat illegal mining
24 January 2025Kenya: The government has warned cement producers about buying materials from unlicensed sources. Cabinet Secretary Hassan Ali Joho has berated cement producers for purchasing minerals from unauthorised sellers, arguing that this practice enables the operations of illegal miners who exploit the country’s natural resources.
During a meeting with cement producers and representatives from the Kenya Association of Manufacturers and Kenya Chamber of Mines, Joho said "We need your support in fighting against illegal mining operations, but sadly some of you provide markets for minerals extracted illegally by faceless entities that are not paying taxes, royalties and are giving nothing to communities for those minerals. This must stop.”
In the past three years, the government has closed 3000 illicit mines that were operating without licenses. The Cabinet Secretary noted that gypsum was a heavily exploited material by the illegal miners, who use it as an ingredient in cement.
Joho added “You have been buying and using gypsum in cement manufacturing, yet there is no record of anyone licensed to mine gypsum in Kenya. There are no records on production, payment of taxes and royalties or community programs undertaken by any gypsum dealer because they are doing it illegally.”
UltraTech Cement to transport gypsum via National Waterway 1
17 December 2024India: UltraTech Cement has begun transporting mineral gypsum via National Waterway 1 (Ganga-Bhagirathi-Hooghly river system) in a pilot project supported by the Inland Waterways Authority of India and Inland & Coastal Shipping, a Shipping Corporation of India subsidiary.
The consignment is being shipped from Haldia port, West Bengal, to the Gaighat terminal in Patna, Bihar. It will then be transported to UltraTech’s Pataliputra Cement Works grinding unit in Bihar. UltraTech is reportedly the first Indian cement company to utilise National Waterway 1 for large-scale gypsum transport, with the aim to cut CO₂ emissions and ease congestion on roads and railways.
Azerbaijan: The latest figures from the State Statistical Committee show a 35% year-on-year increase in the value of building materials produced in Azerbaijan, to US$102m in January - February 2024. Cement production notably surged to 546,000t in the two-month period, a 30% increase. However, clinker production fell by 17% year-on-year. The production of ready-mix concrete increased by 60%, but construction lime production dropped by 57%. These trends continued an increase in building materials production from 2023, when it rose by 32% from 2022 levels.
Poland: Germany-based Schade Lagertechnik has upgraded the bulk handling equipment for raw materials including limestone and flue gas desulfurisation (FGD) gypsum at a cement plant in Górażdże. A Schade cantilever reclaimer was supplied to double the conveying capacity to 400t/hr with an associated belt conveyor.
Notably, the subsidiary of Aumund says that the order presented several challenges such as integrating the new equipment into the existing infrastructure, adapting it to the design of the building that dated back to the 1970s and installing the new kit whilst allowing the plant to continue operating. Once the new equipment had been assembled the installation team only had 10 days to dismantle the old machine and to switch operation over to the new equipment.
Schade Lagertechnik was responsible for the engineering, design, fabrication and supply. Aumund Group Field Service also assisted with the installation.
Asia Cement presents 2050 net zero strategy
06 July 2023China: Asia Cement has launched its 2050 decarbonisation strategy, entitled 'Net-Zero Carbon Emissions By 2050 - Asia Cement Advanced Deployment.' The strategy consists of multiple pillars, namely 'alternative fuels,' 'reducing cement's clinker factor,' 'increasing renewable energy reliance' and 'carbon capture.'
During 2022, Asia Cement reduced its limestone, clay, iron and sand consumption by 266,000t, its coal consumption by 17,000t and its gypsum consumption by 56,000t year-on-year. This eliminated 95,100t of CO2 emissions throughout the year, according to the producer.
Update on cement diversification, June 2023
07 June 2023Taiwan Cement said this week that it is aiming for cement to account for less than half of its sales by 2025. At the annual shareholders’ meeting chair Nelson Chang defended the cement sector as a core business but said that the company was expanding more into the green energy sector through its energy storage and vehicle charging lines. Chang directly linked the strategy to growing carbon taxes around the world, such as the European Union Emissions Trading Scheme, where the carbon price has been occasionally close to pushing past Euro100/t since early 2022. Taiwan Cement formed a joint venture with Türkiye-based Oyak Group in 2018 that runs Cimpor in Portugal.

Taiwan Cement’s plan to decrease its reliance on cement is becoming a familiar one. Holcim notably revealed in 2021 that it was growing its light building materials division. Its cement division represented 60% of sales in 2020 with concrete and aggregates making up most of the rest to 92% and the remaining 8% on other products including light building materials. This started to change with the acquisition of roofing and building envelope producer Firestone Building Products in 2021. Other similar acquisitions have followed. Holcim’s current target is to grow the Solutions & Products division to around 30% by 2025, with cement reduced to somewhere between a third and half of sales. Earlier this year Japan-based Taiheiyo Cement said it was doing a similar thing as part of its medium-term strategy to 2035. In its case cement represented 70% of its sales in 2022 but it is now aiming to reduce this to 65% by 2025 and 50% by 2035.
A common pattern for the business composition of European cement companies is a mixture of heavy building materials made up of cement, concrete and aggregate. However, not every cement company follows the same route. Some cement companies are simply parts of larger conglomerates. UltraTech Cement, for example, is mostly just a cement company. However, it is also part of Aditya Birla Group, which runs a wide range of industries including chemicals, textiles, financial services, telecoms, mining and more. Depending on how one looks at it, UltraTech Cement’s cement business ratio is large or Aditya Birla Group’s ratio is small. Siam Cement Group (SCG) in Thailand is another example of a cement producer operated by a conglomerate with other major businesses.
A different approach that some cement producers take is to mix cement production with complimentary businesses outside of heavy building materials. A good example of this is Votorantim Cement in Brazil, which manufactures cement and steel. Companhia Siderúrgica Nacional (CSN) is another Brazil-based cement producer that is also well known for steel production. Adani Group in India, meanwhile, was well known for logistics, power generation and airports before it purchased Ambuja Cements and ACC from Holcim in 2022.
The driver for cement companies looking to reduce cement as a proportion of their businesses has varied between the three examples presented above. Holcim’s approach has been in response to growing European carbon costs but it also fits with a general desire to broaden its business as the company has sought to reshape itself following the merger between Lafarge and Holcim. Taiheiyo Cement’s plans also have a sustainability angle but the Japanese market has been in slow decline since the 1990s and this has been made worse by the spike in energy prices since 2022. Investing in new businesses makes sense for either of these reasons. Lastly, Taiwan Cement says it is taking action in response to carbon prices around the world. However, its proximity to many other large-scale producers in the Far East may also be a factor. Whether more companies follow suit and also start to reduce the ratio of their cement businesses remains to be seen. Yet, mounting carbon taxes and global production overcapacity look set to make more of the larger cement producers consider their options in certain places.
France: Hoffmann Green Cement Technologies has commissioned its H2 plant, a 1000t/day clinker-free cement plant, adjacent to its existing H1 clinker-free cement plant in Bournezeau, Pays de la Loire. L'Usine Nouvelle News has reported that the new plant took 24 months to build and cost Euro22m. The main part of the plant consists of a 70m tower, where activated clay, ground granulated blast furnace slag (GGBFS) and gypsum are mixed to produce the cement. It is installed with solar panels capable of supplying 50% of its energy consumption. The producer says that its clinker-free cement has over 90% lower CO2 emissions than cement produced with ordinary Portland cement (OPC). It aims to sell 24,000t of the product throughout 2023.
India: UltraTech Cement has transported a shipment of 57,000t of phosphogypsum by coastal and inland waterways to its Gujarat plant at Kovaya in Amreli district. The subsidiary of Aditya Birla Group says this is the first operation of its kind in the country, according to Orissa Diary.
K C Jhanwar, the managing director of UltraTech Cement, said "The cement industry plays a pivotal role in driving the circular economy in India through the use of industrial and municipal waste in cement manufacturing. This industry-first initiative of UltraTech Cement in using inland and coastal waterways for transport of phosphogypsum will help to further strengthen the role of the cement sector in driving the circular economy in India."
The cement company sourced the phosphogypsum from the Indian Farmers Fertiliser Cooperative and Paradeep Phosphates. Legacy stock of the by-product from fertiliser plants in the country are estimated to be about 70Mt.
Philippines: Knauf Gypsum Philippines has petitioned the Philippines Tariff Commission to reduce the import duty on imports of Omani gypsum to 0% of value. Currently, Oman’s gypsum enjoys a most favoured nation (MFN) reduced tariff rate of 3%. The Oman Daily Observer newspaper has reported that high gypsum wallboard demand has created short supply of gypsum in the Philippines, according to Knauf Gypsum Philippines. Beside the company’s wallboard operations, the raw material is also critical to cement production in the country.
The Philippines receives a minor share of Oman’s 8.74Mt/yr of natural gypsum exports. The Southeast Asian country has a housing backlog of 6m units.
