Magunje community raises concerns over Labenmon Investments Pvt cement plant

Zimbabwe: Representatives from the Magunje community appeared before the Parliamentary Portfolio Committee on Lands, Agriculture Mechanisation and Irrigation, voicing concerns over Labenmon Investments Pvt’s noncompliance with legal procedures in establishing a cement production plant near Kemureza Dam and Magunje Growth Point. Led by Zimbabwe National Organisation of Associations of Residents Trust (ZNOART), the community alleged that their views were ignored in the environmental impact assessment process for the plant, which will occupy 135 hectares. The Parliament Committee plans to visit the site soon to gather information from residents. The project is expected to employ over 1500 people and boost the local economy.

Thomas Chidzomba, representative for Hong Kong-based Labenmon Investments Pvt, said "Our project is clear and will follow all the country's laws. In addition, the plant is going to use state-of-the-art technology which ‘minimises or eradicates’ air pollution. We will also not pollute the Kemureza Dam as we will not draw water from it for our operations."

Meghatop Cement public hearing proceeds despite protests

India: The environmental public hearing for Meghatop Cement's proposed integrated cement plant in Wahiajer village, Elaka Narpuh, was conducted on 18 October 2024, according to The Shillong Times. The plant is planned to have a 3.3Mt/yr clinker capacity and 16MW waste heat recovery system, and has faced a mixed reaction from several community members. Franky Laloo from the Meghalaya Pollution Control Board led the hearing, attended by district officials, villagers and company representatives. Supporters emphasised the potential community benefits of the plant, but the Jaintia Women Council expressed some concerns, saying that “We intended to voice our opposition at the hearing, but were prevented by village volunteers and police. A hearing that only accommodates supporters is unacceptable.”

Residents sign petition opposing expansion of quarry at Heidelberg Materials’ Ketton cement plant

UK: Over 450 people have signed a petition opposing plans to expand the quarry at Heidelberg Materials’ Ketton cement plant. The company has submitted a planning application for the extension to Rutland County Council, according to the Rutland Times newspaper. Residents including those at the nearby village of Empingham, cited negative effects upon air quality, lighting, noise, dust, sustainability, ecology and economic impacts in their criticism of the plans.

Locals protest Ambuja Cements’ Darlaghat cement plant’s water use

14 February 2024

India: Protestors from Bilaspur District have opposed the transfer of water from the Ali Khad stream to Ambuja Cements’ Darlaghat cement plant in neighbouring Solan District. A group of local farmers and village officials have successfully suspended water transfer to the plant from the stream at Trivenighat. The Times of India newspaper has reported that the Darlaghat plant will draw an estimated 1Ml/day of water from the Ali Khad stream. Protestors say that this would be enough to dry the stream, turning the area in Himachal Pradesh into a ‘desert.’ The Ali Khad stream currently waters 24 wells and seven irrigation networks, upon which 50,000 people depend.

Locals’ hunger strike compels UltraTech Cement to address community commitments

India: Village leaders from Maharashtra’s Chandrapur District began a hunger strike on 17 November 2023 with the stated aim of ensuring that UltraTech Cement continues to deliver on its commitments to its host communities. Specifically, the demonstration sought to make the producer distribute funding for roadbuilding projects across 12 villages surrounding its 3.6Mt/yr Awarpur cement plant. The Hitavada newspaper has reported that UltraTech Cement agreed to the strikers’ demands on 19 November 2023. In addition to the funding, the company will give preferential treatment to industrial training institute (ITI) and polytechnic students lodging at the selected villages when allocating apprenticeships and training places and make some of its land available for community uses.

Semen Baturaja raises sales in first nine months of 2023

Indonesia: Semen Indonesia subsidiary Semen Baturaja reported sales revenue of US$91.3m during the first nine months of 2023, up by 10% year-on-year. Cement sales contributed US$89.5m towards the total (98%). The producer raised its net profit by 25% year-on-year to US$3.4m. It also distributed US$169,000 as part of its Social & Environmental Responsibility Programme Fund, up by 61%.

General director Daconi Khotob said “The increasing net profit was also supported by a decrease in interest expenses as a result of refinancing bank debt and accelerating principal payments on syndicated credit loans.”

Meghalaya Cements’ Meghalaya cement plant expansion advances past public hearing

29 August 2023

India: The Meghalaya State Pollution Control Board conducted the public hearing for Meghalaya Cements’ planned expansion of its Meghalaya cement plant on 24 August 2023. The producer had already secured a no objection certificate (NOC) for the expansion, which will raise the plant’s capacity by 73% to 1.49Mt/yr. The Meghalaya Monitor newspaper has reported that around 150 protestors from the local community disrupted the hearing held at Thangskai in Jaintia Hills District. The crowd reportedly demonstrated against the lack of prior engagement with the neighbourhood. It also took objection with the company’s failure to hire half of plant staff locally, as it had previously committed to do.

Meghalaya Cements has apologised and suspended two employees for their conduct during the hearing. India Today NE News has reported that the two employees used ‘unparliamentary’ language.

Meghalaya Cements said “The company once again apologises to the local people due to the behaviour of our employees. We assure you that the company is committed to promoting peace, harmony and a conducive environment for the employees and the villagers associated with our company, and also assure you that no such untoward incident will happen in the future.”

Residents protest Cemex España’s Cartagena pozzolan exploration

Spain: Residents of Cartagena, Murcia, have protested Cemex’s plans to begin mining pozzolan at new sites locally. The Murcia Plaza newspaper has reported that the protestors are calling for a mining ban, in line with their interpretation of the area’s Rural Area of Special Environmental and Social Sensitivity designation.

UNACEM Peru reduces its cement's CO2 emissions by 2.7% in 2022

06 July 2023

Peru: UNACEM Peru said that it reduced its CO2 emissions per tonne of cement by 2.7% year-on-year during 2022. Throughout the year, the company reduced its electricity consumption by 3.4%. It sourced 90% of its electricity from renewable sources and met 70% of its fuel needs with natural gas. UNACEM Peru is committed to reaching carbon neutral cement production by 2050.

In terms of community engagement, the producer benefitted 76,700 people through its social infrastructure investments and 14,1000 people through its dialogue space initiatives, and provided its remote health guidance service to 3000 people.

Indocement Tunggal Prakarsa and Amita Holdings launch feasibility study towards net zero cement production

21 June 2023

Indonesia: Indocement Tunggal Prakarsa has engaged Japan-based environmental consultancy Amita Holdings to support a two-year feasibility study to investigate ways to make its cement production carbon neutral. The study will commence with trials of industrial wastes as alternative raw materials and municipal solid waste as refuse-derived fuel. Amita Holdings says that it is in the process of building a recycling-based society in Indonesia, in partnership with Indocement Tunggal Prakarsa.

Amita Holdings supported the establishment of the community-led Meguru waste sorting facility in Central Java. Two of Indocement Tunggal Prakarsa’s cement plants – the 18Mt/yr Citeureup cement plant and 4.1Mt/yr Paliman cement plant – are situated in neighbouring West Java.
