Vietnam: Vietnam National Cement Association (VNCA) members exported 15.5Mt of cement in the first five months of 2022, down by 14% year-on-year from 16.2Mt in the corresponding period of 2021. The value of the cement and clinker was US$693m, up slightly from US$690m.

In May 2022, Vietnam exported 1.5Mt of cement and clinker, with a value US$92m, down by 52% in volume and up by 29% in value year-on-year.

India: The Indian government has established a special panel to examine an array of possible measures to lower high cement prices in parts of the country. The Hindu newspaper has reported that the panel will consider plans, including increasing cement shipping from South Indian plants currently operating under capacity to areas affected by shortages. The national government is in talks with the South India Cement Manufacturers' Association (SICMA) about the possibility of increasing members' cement sales in future.

Cameroon: The Cameroon Minister of Trade Luc-Magloire Mbarga has authorised cement producers and importers to begin importing more cement from Congo and the Democratic Republic of Congo (DRC) in order to combat a local shortage. The Business in Cameroon newspaper has reported that Mbarga said that authorisation will operate temporarily, until high cement prices drop.

In 2021, Cameroon produced 4.5Mt of cement. Its domestic consumption was 4Mt, up by 14% year-on-year from 3.5Mt in 2021.

Pakistan: Cement plants in North Pakistan are using 70% Afghan coal in their fuel mix, and may increase the figure to 90%. Afghan coal costs US$170 – 200/t, in line with local Pakistani coal prices. The News International has reported that fossil fuel supply disruptions ensuing from the on-going war in Ukraine have increased global coal prices. Additionally, Indonesian coal is subject to a ban on exports, while bad rains have disturbed Australian coal production. On 14 March 2022, the price of South African coal exported from Richard Bay, Umhlathuze Municipality, was US$460/t, up by 95% month-on-month from US$236/t on 10 February 2022. South Africa has previously been a major source of coal for Northern Pakistani cement production. Cement producers in the region have on average 4 – 5 months’ supply of coal in inventory.

Pakistan: All Pakistan Cement Manufacturers Association (APCMA) members exported 405,000t of cement in February 2022, down by 34% year-on-year from 616,000t in February 2021. Domestic deliveries also dropped, by under 1% to 3.95Mt from 3.96Mt. Amid the declines, Pakistani cement producers have reported a steep rise in their costs due to increases in international freight rates and coal prices and the country’s on-going ban on trade with neighbouring India. Cheaper Iranian cement has undercut Pakistani cement sales to Bangladesh, while the Afghan market has yet to recover following the withdrawal of peacekeeping forces.

Philippines: The Philippines Tariff Commission (TC) has launched an investigation into the possible extension of the safeguard measure against imports of ordinary Portland cement (OPC) Type 1 and blended cement Type 1P. The Cement Manufacturers Association of the Philippines previously filed a petition for the extension. The TC will hold its preliminary conference on the matter on 8 March 2022.

The commission said “Matters for discussion include the timelines, nature of investigation, appearance of counsel and parties, number of witnesses, notification, accessibility of documents and public file, confidentiality of documents, submission of position paper(s) and memoranda, conduct of inspection and verification of data and schedules of public hearings and other activities.”

Sri Lanka: The government has adjusted the monopoly situation at Trincomalee Harbour to allow multiple industries to freely make use of land at the port. The policy aims to further boost the development of Indian Ocean trade.

Tokyo Cement (Lanka) operates a 2.4Mt/yr grinding plant at Tincomalee Harbour, and is in the process of establishing a new 1Mt/yr integrated cement plant at the port’s China Bay dock.

Turkey: Aşkale Cimento has launched new branding including an updated logo. The company said that the rebrand signifies its transition from a local to a global cement company.

CEO Fatih Yücelik said “We took a big step to be an international player with innovator and sustainable solutions, on our new journey to build the future.” He added “We are determined to do our part to build a better future for both our country and the world. Our new corporate identity is our first step, showing that we are fully committed to our goal of being the pioneer of change and transformation in the industry.”

Pakistan/India: Pakistan has resumed trade with India following a hiatus since August 2019. The News International has reported that during the last full year of trading in 2018 Pakistan exported US$63m of cement and US$19m of gypsum to India.

Cameroon: Nigeria-based Dangote Cement plans to increase the capacity of its 1.5Mt/yr Douala cement grinding plant near the Cameroonian capital of Yaoundé to 3Mt/yr. The Nigerian Guardian newspaper has reported that the company’s current expansion plan aims at exploiting multiple trade routes within the African Continental Free Trade Area (AfCFTA).

Aliko Dangote said that the plant is “our largest greenfield project in a neighbouring country with which we not only share a border but also a long history of brotherly relations dating from our colonial days. Owing to the rich culture and history that we share, we have a better understanding of Cameroon.” He added, “Our desire to increase our investment with the Phase-2 project is based on not only the fast growth rate of the Cameroonian economy but also due to the warm welcome extended to us and the enabling environment created by the government of Cameroon. Our choice of Cameroon for this multi-million-dollar investment is quite strategic. Cameroon is the largest economy in Central Africa and is well endowed with abundant natural resources. The country also enjoys political stability, adequate security and growing infrastructural development. In addition, President Biya has created an enabling environment that has continued to attract investors both from within and outside the African continent.”
