Ghana: The High Court of Ghana has ordered the Empire Cement Ghana to stop all activity related to building a new cement plant in the southern part of the McCarthy Hills. It has forced this until a hearing takes place for an injunction application by the McCarthy Hill Residents Association, according to the Ghana News Agency. The site was previously raided by Environmental Protection Agency (EPA) agents and the police in late June 2021 after a tipoff by local residents. The association alleges that the Chinese-run plant project has been misusing a temporary permit from the EPA to manufacture cement as a mandate to instead start installing equipment at the site.

Nepal: The Cement Manufacturers Association of Nepal (CMAN) recorded average capacity utilisation across the local cement sector below 30% following the start of a national coronavirus lockdown that started in late April 2021. Despite the end of the Clockdown over the summer, demand is currently low due to an economic slowdown, according to the Kathmandu Post newspaper. It reported that three or four of the country’s 64 cement plants have shut down.

CMAN president Dhruba Thapa said, “There is a huge gap in output and demand in the market currently. Nepal's cement industry has a production capacity of 22Mt/yr, and this will rise to 25Mt/yr in the 2022 financial year. Demand reached around 9Mt in the 2021 financial year."

Trinidad & Tobago: Barbados-based Rock Hard Cement has ended the operations of its Trinidad & Tobago-based subsidiary Rock Hard Distributors after losing a court case against the country’s Ministry of Trade and Industry in July 2021. The Barbados Today newspaper has reported that chief executive officer Mark Maloney said "Unfortunately, a limit on imports of 75,000t, combined with an import duty of 50%, means that Rock Hard Distributors simply cannot operate in Trinidad." He added, "it is with extreme sadness and disappointment, therefore, that we have closed our business in Trinidad and will now pursue opportunities in other Caribbean countries until such time as we are afforded equal treatment in our home country.”

Italy: Colacem is contemplating shutting down its Spoleto cement plant in Sant’Angelo, Mercole. The La Nazione newspaper has reported that a closure would result in the loss of 25 jobs. The producer acquired the integrated plant from Cemitaly in April 2019 and first suspended production later that month.

India: The Andhra Pradesh Pollution Control Board (APPCB) has issued Zuari Cements’ Kapada cement plant with a closure order. The order follows an alleged failure to conform to a previous environmental order from the APPCB. The Indian Express newspaper has reported that, pursuant to the order, the board has requested police to cut off the power supply to the integrated cement plant.

Fiji: Grinding units in Lami have ceased operations since mid February 2021. The reason for the pause is complaints by community stakeholders about pollution, including clinker spillages on the road from the Port of Suva. The Fiji Times newspaper has reported that plant owners met stakeholders on 23 February 2021.

Environment and Waterways Ministry permanent secretary Joshua Wycliffe said, "The origins of the issue are the transport itself: there was spillage on the way to the cement factories. We have stopped the companies; if it is the transport companies that are breaching, we have stopped them. We are open to someone else doing it provided they have the permits, proper paperwork and also follow the rules and conditions.”

Argentina: LafargeHolcim subsidiary Holcim Argentina has presented a voluntary retirement plan to all 50 workers at its Yocsina grinding plant in Cordoba. The La Voz del Interior newspaper has reported that the company is stopping production at the site and has invested US$120m in its integrated Malagueño cement plant in order to consolidate production there. Construction of the Yocsina plant originally started in 1959.

The company said, “At Holcim Argentina we are convinced of the potential of the Argentine market, and - as we have been doing for more than 90 years - we will continue to bet on the development of our country, both in private works and in public infrastructure."

India: Star Cement has announced the completion of its US$61m grinding plant project in Jalpaiguri, West Bengal. The Press Trust of India has reported that the 2Mt/yr grinding plant is set to enter production shortly. This will bring the company’s installed capacity to 6.3Mt/yr. The company intends to source clinker from its integrated cement plant in Meghalaya that has mines nearby. Fly ash will be procured from West Bengal or Bihar.

Star Cement plans to discontinue its lease of another grinding plant in Siliguri, West Bengal, at the end of January 2021.

Argentina: Holcim Argentina has confirmed that it will stop milling activity at its Yocsina cement grinding plant in Córdoba province at the end of March 2021. The decision is part of a move to unify all cement grinding in the region at its integrated Malagueño plant, according to Agência CMA. The latter unit is currently being upgraded with start-up scheduled for the first quarter of 2021.

Vietnam: The government of Quang Ninh Province has ordered the closure of two cement plants in Ha Long, the 2.0Mt/yr Ha Long cement plant and 2.3Mt/yr Thang Long cement plant, to close in 2030. The Viet Nam News newspaper has reported that the closures aim to protect the local environment and nature as part of the city’s move towards becoming a tourism and service hub centred on Cua Luc Bay. In 2014 the provincial government advised the cement plants to stop expanding and relocate before 2030.
