Cement consumption data for the first half of 2025 from Russia has been released this week and it is down from 2024. Added to this, Cemros announced earlier in July 2025 that it is preparing to suspend production at its Belgorod cement plant. What can these and other news stories tell us about the state of the Russian cement sector at present?

Figures from Soyuzcement, the Union of Cement Producers, in the local press reports that consumption fell by 8.6% year-on-year to 27.2Mt in the first half of 2025 from 28.4Mt in the same period in 2024. By region the largest declines were noted in the south (-14%), the Urals (-13%) and in Siberia (-11%). Producer Sibcem released some production data for the first half, also this week, and this reflected the national picture, with a 9% fall.

The national situation has been blamed on a suspension of infrastructure projects, a fall in the domestic building sector and mounting imports. Imports rose by 5.8% to 1.9Mt. Notably those trade flows have been coming in from other countries with restricted access to international markets such as Belarus and Iran. A China-based company Jinyu Jidong Cement in the far-eastern Heilongjiang Province also started exporting cement to Russia in July 2025. Unusually though, for these kinds of stories, exports from Russia have also risen. They grew by 9% to 0.5Mt, mainly to Kazakhstan. The general picture fits with Soyuzcement’s updated forecast for the local market from 2025 to 2027. It expects a decline of 6 - 12% in 2025 as a whole, followed by a change of -6% to +1% in 2026 and then the start of a recovery in 2027 under most scenarios.

One reaction to the shrinking market became apparent earlier in July 2025 when Cemros said it was preparing to suspend production at its Belgorod cement plant. The company plans to use the stoppage to assess the market, reduce its operating costs and consider market diversification options. It blamed the decision on a decrease in demand in the domestic market in Russia along with lower profits and higher imports. Back in May 2025, Cemros, the leading Russia-based cement producer, said that it had 18 plants, a total production capacity of 33Mt/yr and a 31% share of the local market. It also reported that it had two mothballed plants: the Savinsky cement plant in Arkhangelsk and the Zhigulovskiye plant in the Samara region. Although, to be fair to Cemros, up until fairly recently it had been spending money on its plants. It resumed clinker production in mid-2024 when it restarted one production line at its Ulyanovsk plant in mid-2024. Then in May 2025 it said it was getting ready to restart the second line at the site too as part of a €8m renovation project. Once back online the unit will have a total production capacity of 0.8Mt/yr. Another recent plant project by Cemros was the upgrade of a kiln at Katavsky Cement that was completed in June 2025. Elsewhere, Kavkazcement was reportedly planning to invest US$224m on equipment upgrades in April 2025 in response to a large rise in production costs in 2024.

The larger problem facing the Russian construction industry and the building material producers that supply it is the ongoing economic fallout from the war in Ukraine. The head of the country’s national bank said at the start of July 2025 that the nation had broadly adapted to economic sanctions and that inflation was slowing down. Growing cement demand since 2021 broadly supports this view. Yet, governor Elvira Nabiullina warned of further market turmoil ahead due to a slowing economy and high labour costs. This spells uncertainty for the cement sector as underlined by Soyuzcement’s gloomy forecasts for 2025 and 2026. In this kind of environment market mergers and acquisitions seem likely but international sanctions may limit the options. One general remedy the government has been advocating for has been the formation of a common commodities exchange for the Eurasian Economic Union that was suggested in late 2024. However, Soyuzcement has been lobbying against the proposal on the grounds of price volatility, increased competition and a reluctance by producers to join it. The cement sector in Russia faces challenging times ahead.

Kazakhstan: Steppe Cement reported a net profit of US$1m for the year ending 31 December 2024, down by 78% from US$4.5m in 2023, due to rising input costs, particularly a 42% increase in electricity tariffs and a one-off VAT charge. Sales rose by 4% to US$84.9m, while earnings before interest, taxation, depreciation and amortisation (EBITDA) fell to US$7.5m from US$12.4m in 2023. The producer retained a 14.5% market share in a growing national cement market, where consumption increased t 11.9Mt, from 11.3Mt in 2023. A completed upgrade to Line 6 raised clinker output to 1.47Mt.

Kazakhstan: China-based Sinoma Cement will build a new integrated cement plant in the Baiganinsky district of the Aktobe region, in partnership with Kazakh investment firm Pimus Capital. The 3500t/day capacity plant is scheduled for launch in the second half of 2027. The US$200m project is expected to create 1260 jobs. It will reduce reliance on cement imports, particularly from Russia and Iran, and meet growing demand from western Kazakhstan’s construction sector. The company has reportedly completed geological work to confirm reserves and quality of raw materials and concluded an investment agreement. This is Sinoma Cement’s first project in central Asia, and it said it plans to invest in more projects in Kazakhstan.

Kazakhstan: Steppe Cement sold 0.28Mt of cement and generated US$12.5m in the first quarter of 2025, up by 57% in volume and 71% in revenue year-on-year. Clinker production rose by 14%, positioning the company ‘favourably’ for the upcoming busier summer months.

Kazakhstan’s cement sales rose by 20% to 2.03Mt in the quarter, while exports fell by 5% and imports, particularly from Uzbekistan and Russia, rose to account for 9% of the market.

Steppe Cement maintained a conservative outlook for the rest of 2025, citing rising inflation and ‘global developments’ as potential challenges, but expects market demand to remain around 12Mt, similar to 2024.

Kazakhstan: Martin Engineering has announced fresh expansion in Central Asia with a new business unit in Kazakhstan. Based in the country’s largest city and commercial centre, Almaty, in southeastern Kazakhstan, the new venture will act as a regional hub, enabling the company to bring its full range of products and services to the fast-growing mining sector across Central Asia.

The new business will be led by General Manager Oleg Glukhov, who has worked with Martin Engineering for the past seven years. He says Martin is well placed to support Kazakhstan’s leading minerals processing firms to improve operational performance and safety.

Kyrgyzstan: The Ministry of Economy and Commerce in Kyrgyzstan has initiated an anti-dumping investigation into cement imports from Kazakhstan and Uzbekistan. The investigation covers imports over the past three years amid a ‘sharp’ rise in import volumes, according to Kun.Uz news. Cement imports increased by 130% from January – September 2024, reaching 401,000t, with Kazakhstan exporting 269,700t of cement worth US$14.3m and Uzbekistan exporting 124,000t valued at US$9.2m. Uzbekistan’s cement exports increased from 1000t in 2023 to 123,000t during January – September 2024. The investigation aims to determine breaches of fair competition rules and protect Kyrgyz producers and the domestic market.

Kazakhstan: International Cement Group has opened its fourth plant, Korcem, increasing its capacity by 38% to 5.5Mt/yr. The US$153m investment aims to support the growing construction demands in Central Asia and is expected to meet rising export demand, especially from Kyrgyzstan.

Kazakhstan: Aktobecem will build a cement plant in the Aktobe region with a production capacity of 2Mt/yr. The company intends to invest US$143m in the facility, which will create over 500 jobs, according to Trend. Construction is set to begin in spring 2025, with operations commencing in 2026. The construction of the new plant will reportedly supply 80% of the cement needs of the region and reduce logistics costs.

Kazakhstan: Steppe Cement has published its nine-month trading update for 2024, showing a drop in sales of 2% year-on-year in nine months up to 30 September 2024, to US$63m. Sales volumes remained level year-on-year at 1.34Mt. Regulatory News Service has reported that Steppe Cement attributed medium-term increases in production and the stabilisation of costs to capacity expansions and other capital expenditure investments since 2022. Nine-month domestic cement consumption was 9.1Mt, in line with nine-month 2023 levels. Imports accounted for 319,000t (4%) of total consumption. Meanwhile, exports totalled 720,000t.

Regarding results for the third quarter of 2024, CEO Javier del Ser Perez said "We recovered both volumes and pricing in the third quarter of 2024, following a price adjustment in the second quarter. While competition remains strong, our plant has continued to enhance its capacity and productivity, enabling us to offset the impact of past inflation. We remain focused on driving higher volumes and cash generation.”

Kazakhstan: Steppe Cement has reported a loss of US$4.4m in the first half of 2024 compared to a profit of US$61,000 in 2023. The company, which operates two cement production facilities in Kazakhstan, saw its revenue fall by 7% to US$34.4m, down from US$36.9m, reportedly due to a 4% reduction in sales volume and higher electricity and maintenance costs.
