Portugal: Setúbal District Council has submitted its opinion in the on-going consultation process over Secil's plans to expand its Arrábida quarry in Arrábida National Park. The quarry serves Secil's Outão cement plant. The Jornal de Negócios newspaper has reported that Secil has applied to expand the quarry up to a total area of 117 hectares, and says that the newly expanded quarry would have less impact on the landscape and environment than it currently does.

Setúbal District Council acknowledged Secil's 'clear effort' in its rehabilitation of exhausted sections of the Arrábida quarry, as well as the company's importance to the regional and national economy. Nonetheless, it concluded that the proposed expansion 'is not compatible with the territorial management instruments in force, which are currently under revision.'

Portugal: Secil says that it will commission its Outão cement plant's new line, called a Clean Cement Line, in mid-2023. The line will produce Portland limestone cement (PLC).

Jornal de Negócios News has reported that this will increase the producer's consumption of limestone, for which its already partly relies on imports. Secil has submitted an application to expand its limestone mines, entitled New Quarry Plan, to the Portuguese Environment Agency. Under the plan, Secil will connect it Vale de Mós A and Vale de Mós B quarries. It will thereby secure sufficient supply to become entirely reliant on mined limestone in its cement production. The plans also leave a 27 hectare 'plateau' at the site, which will be available for other uses.

Australia: The Australian government’s Department of Climate Change is receiving public comments on Cement Australia subsidiary Cornwall Coal’s plans to open a new coal mine in Tasmania’s Fingal Valley, near St Mary’s. Local press has reported that the proposed site will operate across three open pits, with a total area of 26ha. The mine will replace the company’s nearby Cullenswood coal mine when it runs out of coal later in 2023, and will operate until 2026 or 2027. Cornwall Coal’s Tasmanian operations currently supply coal for Cement Australia’s Railton cement plant, as well as other local industrial sites.

Under Cornwall Coal’s proposals, the company will build travel culverts for local wildlife, and assist in relocating animals currently occupying the site. Tasmanian devils and two species of quoll – all endangered – live on the land in question.

Mick Tucker, head of Break O’Day Municipality Council, said that the municipality currently depends on Cornwall Coal’s operations for 60 – 80 jobs. He said that the company’s plans have strong support in the local community.

Sweden: The Environmental Protection Agency (Naturvårdsverket) and the county administrative board of Gotland have both recommended rejecting Cementa’s application to extend its operating permit for its integrated Slite cement plant by four years. At present the current temporary permit will expire at the end of 2022, according to the Dagens Industri newspaper. The county administrative board has requested more information and Naturvårdsverket has found issues in the application with groundwater and nature protection area issues.

Cementa says that it submitted it application to the Land and Environment Court in April 2022 and that it was deemed complete by the court, which announced the application. In July 2022, opinions were received from around 10 authorities and associations, such as the Geological Survey of Sweden (SGU), Naturvårdsverket and the Norwegian Sea and Water Authority. Cementa added that it has now responded to this feedback.

“There are and must be high requirements for permit applications, so it is natural that there will be many views and questions in this type of examination,” said Karin Comstedt Webb, vice president of HeidelbergCement Sweden. “We have now clarified the application further and are now looking forward to the main hearing in October 2022. We are confident that our application is complete and we have been keen to show even more clearly that the business can be conducted in coexistence with nearby residents, and surrounding environmental and natural values. We see good conditions for the timetable announced by the court to be kept, which is crucial for the Swedish cement supply not to be jeopardised in the coming years.”

Further views on the application will be submitted in September 2022. The Land and Environment Court will then hold a hearing in October 2022 and a final decision is expected the end of 2022.
