Ireland: Irish Cement (ICL) has opposed a planned 139-home development by Tergnum Properties in Mungret over concerns it could ‘inhibit’ its future expansion, according to the Limerick Leader newspaper. The company said “This planning application is not consistent with the proper planning and sustainable development of the area,” and has reportedly written twice to the local authority to express its concern. The company’s agents indicated that permission would be sought for its own expansion plan in the future, which could take its plant just 40m from the rear wall of some of the proposed houses. They also said that Tergnum Properties should implement measures such as triple-glazed windows, to mitigate against the noise from the plant.

Irish Cement has 14 days to decide if it will appeal the council’s decision or lodge an appeal to the national planning authority.

“It is imperative to ICL that its strategically important cement plant facility and associated proven long-term reserves are protected. It is not evident from this application that limestone resources and cement plant activities on the adjacent lands will not be impacted by the proposed development,” the firm’s agents concluded.

Gabon: President Brice Oligui Nguema of Gabon invited Aliko Dangote, President and CEO of Dangote Industries, to invest in Gabon's cement sector during a visit to the country. Discussions centred on potential cement plant investments to bolster Gabon's infrastructure development. President Nguema noted that the collabora­tion with Dangote Industries would bring significant ben­efits, including job creation, technology transfer and en­hanced industrial capacity. This potential investment aims to strengthen economic ties between Nigeria and Gabon and enhance Gabon's industrial capacity, with further discussions planned in the coming months to finalise the investment strategy.

Dangote said "We are excited about the opportunity to invest in Gabon. Our goal is to contribute to the country’s economic diversification and industrialisation efforts. By leveraging our expertise in cement production, we aim to support Gabon’s infrastructure sector."

India: The National Council for Cement and Building Materials has inaugurated the NCB Incubation Centre (NCB-IC) in New Delhi, designed to support small businesses and startups in the cement industry through mentorship, training and access to advanced laboratories.

This initiative is expected to create new opportunities for employment and technology development in the region, while also contributing to the overall growth and development of the country.

This development is part of the government's broader strategy to enhance the cement sector's contribution to national growth by promoting market-ready products and services.

India: Dalmia Cement has launched new branding identifying itself as a Roof Column Foundation Expert. The identity is accompanied by the slogan ‘Roof, column, foundation strong, home strong.’ The company says that the branding will help it to position its cement as first choice in business-to-consumer (B2C) building materials retailing. The campaign especially targets towns of 20,000 – 100,000 people, outside of India’s metropolitan centres. The producer aims to raise its B2C sales from 65% to 70% in the 2025 financial year. It now operates a 45,000-strong retail network. In order to support further growth in the segment, the company plans to deploy 600 technical staff and 150 vans across India.

Chief operating officer Sameer Nagpal said “We believe that the brand must play a vital role in consumer’s lives so that they can make informed choices. Dalmia Cement has over the years developed proprietary know-how of optimising cement recipes that makes it most suitable for roof, column and foundation.”

Spain: The Spanish cement manufacturers' association, Oficemen, has signed a two-year co-operation agreement with utilities provider Enagás. Under the agreement, the pair will explore decarbonisation techniques and solutions, including the development of infrastructure for transporting captured CO₂, as well as hydrogen and oxygen. Oficemen members reduced their total CO₂ emissions by 44% between 1990 and 2022. Europa Press News has reported that Oficemen believes that carbon capture and storage (CCS) will be crucial in realising the industry’s 2050 climate neutrality goal. Oficemen became the first industrial association in Spain to publish a net zero roadmap in 2020.

Iraq: Al-Riyadh Investment Companies Group subsidiary Al-Douh Iraqi Company for Cement Industries plans to expand its Al Douh cement plant’s capacity by 58% to 3Mt/yr. The expansion is part of an upgrade involving the installation of a new kiln, a gas-fired captive power plant and a new waste heat recovery (WHR) plant. The WHR plant will provide 30% of the plant’s energy. The US-based International Finance Corporation (IFC) has loaned Al-Douh Iraqi Company for Cement Industries US$130m on a long-term basis for the project.

The IFC says that it expects the Al Douh cement plant expansion to help boost economic diversification, spur sustainable growth in Iraq and generate 2700 new jobs in Muthanna Governorate.

Kenya: A court has prevented the takeover of a US$47.8m parcel of land belonging to East African Portland Cement Company (EAPCC) by the government. The court found that the government had not followed proper consultation processes. The East African newspaper has reported that the government had already concluded a deal with China and Oman-based investors for affordable property developments on the land.

EAPCC says that it now plans to use the site to build its own green smart city. The cement producer says that this will help to diversify its income streams.

India: The government of Telangana has asked the Indian government for US$612m in funding for the planned reopening of state-owned Cement Corporation of India's Adilabad cement plant, alongside other projects. The Indian government will publish its 2023 - 2024 Union Budget in January 2023. The Times of India newspaper has reported that funding has been insufficient for the Telangana state government to realise its industrial growth plans over eight successive previous budgets.

India: Three cement producers plan to establish new plants in Shankragarh, south of the River Yamuna in Uttar Pradesh’s Prayagraj District. The Uttar Pradesh State Industrial Development Authority said that JK Cement has signed a memorandum of understanding for the construction of a 2.5Mt/yr grinding plant, according to the Hindustan Times newspaper. Eco Cement plans to build a 4Mt/yr grinding plant, and KJS Cement a 2Mt/yr cement plant. All three companies have applied for no-objection certificates from the Uttar Pradesh Pollution Control Board.

Colombia: Cemex has announced the launch of the Tunjuelo Circularity Centre at its former Tunjuelo quarry near Bogotá. Having rebuilt parts of the 50m-deep quarry with demolition waste, Cemex will now work on its ecological restoration, while continuing to receive excavation waste for reconstruction of the ground. It will meanwhile divert demolition waste deliveries for recycling in aggregate production. In Bogotá, Cemex has launched an initiative for urban construction partnerships in collaboration with local authorities. It will also collect municipal solid waste (MSW) there for use in its cement production and collect its used plastic cement bags for recycling in building materials production.

Cemex’s Colombia and Peru president Alejandro Ramírez said "This is a pioneering model for Cemex in the construction materials industry globally, which we aim to position as a benchmark for circularity within the sustainable development of large cities in Colombia and the world. A piece of land that supplied materials for Bogotá's development for decades has received construction and demolition waste for its redevelopment and was transformed into a green area to the south of the city, an epicenter of the circular economy and an opportunity for urban development for the capital city of Colombia."
