Sibcem output down by 9% in first half of 2025
21 July 2025Russia: Sibcem’s five cement plants produced 2.2Mt of cement in the first half of 2025, down by 9% year-on-year.
Topkinsky Plant’s output dropped by 12% to 0.89Mt, Iskitimcement’s fell by 15% to 0.53Mt, Krasnoyarsk Cement’s fell by 5% to 0.3Mt and TimlyuiCement’s fell by 7% to 0.18Mt. Angarskcement grew production by 3% to 0.33Mt.
First vice president of Sibcem Gennady Rasskazov said “According to our calculations, in January – June of 2025, the volume of cement consumption in Siberia (within its previous borders – taking into account Buryatia and Transbaikalia) amounted to 2.8Mt, which is 10% lower than the level of the first six months of 2024. At the same time, the situation in different regions is different. For example, in Buryatia, demand increased by 8% in the first half of the year, while in Khakassia it decreased by 28%. A significant decline was also recorded in one of the most 'capacious' markets of the Siberian Federal District: cement consumption in the Novosibirsk Region decreased by 15%.”
He added “In the future, negative trends will intensify: so far, we do not see any prerequisites that allow us to talk about an imminent recovery in demand.”
Russia: Siberian Cement’s (Sibcem) five cement plants produced 840,300t of cement in the first quarter of 2025, down by 5% year-on-year. The Topkinsky plant’s output fell by 10% to 346,500t, Iskitimcement by 9% to 210,200t, and Timlyuisky by 24% to 45,900t. Meanwhile, the Krasnoyarsk and Angarsk plants increased production by 10% and 21% to 128,600t and 109,200t respectively.
Vice president of Sibcem Gennady Rasskazov said “According to our calculations, in 2024 the capacity of the Siberian cement market decreased by 2% year-on-year, to 6.7Mt. Currently, demand continues to fall: in the first quarter of 2025, cement consumption in Siberia decreased by 4% year-on-year, and amounted to 1.08Mt. There is every reason to believe that negative trends will intensify in the future.”
Russia: SibCem subsidiary Angarskcement has restarted kiln four at its plant in Angarsk after a decade of inactivity. The kiln was last used in 2010. The decision to restart the kiln was made in 2021 due to growing demand for building materials in the Irkutsk region and an increase in cement sales. Kiln four was first lit in 1960 and was later upgraded in the early 1980s. It has a clinker production capacity of 720t/day. All four kilns are now running at the cement plant.
Russia: Sibirsky Cement has appointed Dmitry Kireev as the managing director of the Krasnoyarsk cement plant and Vladimir Afanasin as the managing director of the Angarskcement plant.
Kireev worked at Sibirsky Cement’s Topkinsky cement plant from 2001 until 2013, eventually becoming the director for equipment maintenance and repair. He was then appointed as the managing director of TimlyuiCement before becoming the head of the Angarskcement plant in 2016. He is a graduate of the Belgorod Technological Institute of Building Materials and the Kuzbass State Technical University. He also holds a Master of Business Administration (MBA) degree from the Moscow International Higher School of Business (MIRBIS).
Afanasin became the deputy chief engineer at the Topkinsky cement plant in 2007. He later worked at Krasnoyarsk cement plant until 2011 as the chief engineer, technical director and the production director. In 2011, he became the head of Angarskcement and then managed the Krasnoyarsk cement plant from 2016. Afanasin is a graduate of the Belgorod Technological Institute of Building Materials and holds an MBA from MIRBIS.
Russia: SibCem subsidiary Angarskcement has replaced air ducts with local air blowers in its raw materials and clinker grinding units. The producer made the modification to the units’ three horizontal slurry tanks.
Managing director Dmitry Kireev said, “The programme to reduce the consumption of compressed air in the slurry section of the raw materials and clinker grinding facility will continue.” He added, “It is important for us to reduce the costs of energy resources consumed by slurry basins, since they directly affect the cost of the products manufactured by the plant.”

Notably, its integrated Krasnoyarsk cement plant managed to increase production by 3% to 0.63Mt. Majority owned subsidiaries, Iskitimcement and Angarskcement, officially became part of Siberian Cement in mid-June 2020. The group currently reports it has a production capacity of 9Mt/yr.
