India: The Rural Development Department has signed a memorandum of understanding with ACC Cements to co-process non-recyclable plastic waste at its Barmana plant. The initiative will cover the Bilaspur, Chamba, Kangra, Kullu and Mandi districts. The partnership follows similar agreements with Ambuja Cements and UltraTech Cements, and aims to reduce environmental pollution and landfill use through cement kiln co-processing.

India: JK Lakshmi Cement (JKLC) has signed a memorandum of understanding with the Assam government at the Advantage Assam 2.0 Investment and Infrastructure Summit.

JKLC will invest US$1.2bn over the next seven to eight years to build a greenfield cement plant.

Nigeria: The Kebbi State Government has signed a memorandum of understanding with MSM Cement to build a cement plant with a production capacity of 3Mt/yr. MSM Cement has pledged to create approximately 45,000 direct and indirect employment opportunities through the project.

According to The Nation Online newspaper, the cement plant will be developed in four phases, with each cluster attracting over US$600m in investment. The chair of MSM Group, Alhaji Muazzam Mairawani, said that production will commence within two years, adding that MSM plans to expand to other states after Kebbi. The strategic location of the plant near the border allows it to take advantage of exports under the African Continental Free Trade Agreement (AfCFTA).

India: Mahabal Cement has signed a memorandum of understanding (MoU) for a US$1.26bn investment at the Advantage Assam summit.

The investment will have several phases. The first phase will be the construction of an integrated cement plant in Assam's Dima Hasao district, followed by a ready-mix concrete plant, which will produce autoclaved aerated concrete blocks. More than 3000 jobs will reportedly be created through the investment.

US: California Resources Corporation and its carbon management subsidiary, Carbon TerraVault (CTV), have signed a memorandum of understanding (MoU) with National Cement Company of California to develop the ‘Lebec Net Zero’ project, which will produce carbon-neutral cement at National Cement’s Lebec facility in Kern County, California.

CTV will provide transportation and sequestration solutions for up to 1Mt/yr of CO₂ emissions captured from the Lebec plant. The captured CO₂ will be transported and stored in CTV’s underground storage reservoirs. The project will integrate carbon capture technology, use locally sourced biomass fuel from agricultural byproducts and produce limestone calcined clay cement (LC3).

Pending customary approvals, operations are expected to commence in 2031.

India: Star Cement will build a US$367m integrated cement plant in Assam.

The producer signed a memorandum of understanding with the state government on 26 February 2025, the final day of the Advantage Assam business summit. The summit attracted 164 investment proposals across 15 sectors on its opening day.

India: UltraTech Cement has signed a memorandum of understanding with the Himachal Pradesh Rural Development Department to process non-recyclable plastic waste at its Baga cement plant in Solan. The plant will process waste from Bilaspur, Hamirpur, Mandi, Solan and Una districts. The Rural Development Department operates 29 plastic waste management units that will supply waste to the plant.

Nigeria: The Lagos State government has signed a memorandum of understanding (MoU) with Lafarge Africa for the collection of non-recyclable combustible waste from across the state and landfill sites for conversion into alternative fuel at Lafarge’s Ewekoro plant.

Lafarge Africa CEO Lolu Alade-Akinyemi said “We have successfully deployed waste-to-energy solutions globally, and today, we are extending that expertise to Lagos.”

India: Shree Cement has signed a memorandum of understanding with the government of Karnataka to invest nearly US$1bn in cement manufacturing facilities over the next five years. The producer will build a cement plant in the city of Kalaburagi, with 3.5Mt/yr of clinker capacity and 3Mt/yr of cement capacity, for US$288m. The plant will create 300 jobs and start production in 2025.

Shree Cement will build a second plant nearby, in the Kalaburagi district. The plant will have a clinker capacity of 3.5Mt/yr and an eventual cement capacity of 6Mt/yr, to be commissioned in two phases. It will create 750 jobs and cost US$575m. Commissioning is scheduled for 2030.

The last project planned is for a clinker grinding plant in the district of Bangalore Rural, with a capacity of 3Mt/yr and a cost of US$98m. The facility will create 250 jobs and begin production in 2028.

Shree Cement has stated that it is ‘committed to sustainable development’ and will ‘incorporate advanced technologies to ensure environmentally friendly operations.’

Canada: Lithium Universe has signed a memorandum of understanding with Lafarge Canada for the supply of aluminosilicate product (ACSR) from its Bécancour lithium refinery for use in Lafarge Canada’s cement.

The parties will work towards a definitive supply agreement, which would see Lafarge sourcing all ACSR from the facility in a bid to reduce waste and support a circular economy.

Lithium Universe chair Iggy Tan said “This is great news for Lithium Universe as we partner with Lafarge Canada to enhance the North American battery materials supply chain and promote sustainable innovation in Canada’s cement industry. This collaboration will not only advance our focus on building Bécancour Lithium Refinery’s secondary product supply chain but also strengthen local supply chains, foster a more circular economy in Québec, and contribute to greener construction materials.”
