Mali: A strike by two hauliers unions based in Senegal has caused cement shortages. The Union des Routiers du Sénégal and the Intersyndicale du Secteur des Transports Routiers both started strike action in late December 2020, according to Bamako News. The country has three main cement plants - Ciments et Matériaux du Mali (CMM), Diamond Ciment (DCM-SA) and Ciments d'Afrique (CIMAF) – but these companies only have a production capacity of 2Mt/yr. This is estimated to be 50% of Mali’s national requirement of 4Mt/yr. Commentators have called for a national cement supply policy in response to the situation and to reduce reliance on imports.

Ethiopia: The Ministry of Trade and Industry says that it is granting licences for the import of 16Mt over the financial year ending 7 July 2021, the 2021 financial year. The Ethiopian Press Agency has reported that the cause of the measure is a cement shortage resulting in inflated prices. The order requires importers to import a minimum of 3000t of cement, and to begin importing before 8 December 2020.

Director of communication affairs Wondimu Flate said, “The directive was prepared in order to enable cement factories to produce at their full potential and to connect those engaged in the sector from the manufacturer and importer to the retail business, with supply and distribution being monitored and used.”

Paraguay: The government has re-opened borders to imports of cement due to a national shortage. The Última Hora newspaper has reported that importers will be free to bring cement into the country without having first applied for a provisional import licence. The situation is the result of growth in demand after the coronavirus lockdown and the suspension of production at Yguazú Cementos due to ‘a problem with a transformer.’ The government has already issued Yguazú Cementos with a 15,000t/yr cement import licence due to this.

Chad: Idriss Déby, the president of Chad, has asked the Société Nationale de Ciment du Tchad (SONACIM) to restart production following reports of cement shortages and price rises. He made the announcement following a meeting with representatives of the local industry, according to the Journal du Tchad. SONACIM’s plant at Baore has reportedly been not operating recently due to long-running issues since its opening in 2012.

India: Several cement producers have responded to the coronavirus pandemic with plant closures. Reuters has reported that India Cements has temporarily closed all of its plants. JK Lakshmi Cement has suspended cement production at its 4.2Mt/yr integrated plant in Jaykaypuram, Rajasthan and at three grinding plants. JK Lakshmi subsidiary Udaipur Cement Works has shut its 1.6Mt/yr integrated Udaipur plant, also in Rajasthan.

Dalmia Bharat refractory production subsidiary Dalmia-OCL’s CEO Sameer Dagpaal told the Business Standard newspaper that he expected the virus’ impact on the company to be ‘relatively limited,’ with a slowdown in demand from the cement sector lasting at most ‘a couple of months.’ He noted that there had been ‘some minor supply-side disruptions relating to a shortage of raw materials from China.’

On 24 March 2020 the all-India total number of coronavirus cases crossed 500, with nine dead, according to Al Jazeera. 200 cases are in the western states of Maharashtra and Kerala.

China: Hong Kong construction companies have laid off 50,000 workers and reduced the hours of a further 80,000 because of a shortage of cement, with production still suspended in China due to the coronavirus epidemic. New World Construction co-managing director David Kwok Chun-wai said the company’s supply chain had been disrupted, adding, “It is still too early to predict the impact.”

The Hong Kong Construction Industry Employees General Union chairman Wong Ping said, “Workers can nail boards, however without cement, they cannot proceed to laying floors.”

Bolivia: Empresa Minera Industrial’s 0.1Mt/yr integrated cement plant has resumed operations across both dry lines following a fuel shortage. Tinformas has reported that a natural gas shortage caused the suspension of operations in November 2019 following an attack on a pipeline.

Paraguay: The Ministry of Industry and Commerce (MIC) has lifted restrictions on cement imports following problems with local production. The local market needs around 100,000 bags/day of cement and state-owned Industria Nacional del Cemento (INC) normally provides around half of this, according to the ABC Color newspaper. However, production problems at INC’s plants have seen significant drops in supply.

Senegal: The Ministry of Commerce says that a shortage of cement should be averted by the end of April 2019. A breakdown in the clinker production line at the SOCOCIM plant in Rufisque has led to reduced supplies, according to Senegal Direct. The subsidiary of France’s Vicat is arranging imports of clinker in the meantime.

The Gambia: Sherif Faye, the operations manager of Jah Oil, says that the company has enough cement to supply The Gambia. He made the comment at a press event held in response to public outcry over a local cement shortage, according to the Point newspaper. The company has experienced delays to its inbound shipments due to poor weather in Europe. However, he confirmed that two ships carrying cement had recently arrived in the country.

The subsidiary of Jah Group sells its Tiger Cement 42.5 grade brand product in 50kg bags. The cement is imported from Spain and Algeria and bagged locally. Jah Oil has a bagging capacity of 108,000 bags/day.
