UAE/UK: The Global Cement and Concrete Association (GCCA) has welcomed the launch of the Canada/UAE co-led Cement Breakthrough Initiative at the COP28 climate conference in Dubai on 6 December 2023. Prior to the launch of the initiative, the GCCA hosted a roundtable for representatives of the cement industry and governments.
GCCA chief executive officer Thomas Guillot said "We support and welcome the launch of the Cement Breakthrough Initiative. Cement and concrete are essential for so much of our modern world and will also be needed for meeting the challenges ahead. They will play a key role in providing resilient and sustainable infrastructure and safely housing communities around our planet. Our member companies are fully committed to a net zero future – and it will take the combined efforts of industry and government to deliver on this commitment. This is the decade to deliver, and we are delighted to work with the Cement Breakthrough Initiative and the government of Canada to accelerate the transition."
Update on cement at COP28
06 December 2023The Global Cement & Concrete Association (GCCA) has been cheerleading at the 2023 United Nations Climate Change Conference (COP28) in Dubai this week with the release of a progress report on the sector’s work towards reaching net zero by 2050. The headline figures are that net CO2 emissions per tonne of cementitious material fell by 23% in 2021 compared to 1990 based on Getting the Numbers Right (GNR) data. Energy efficiency improved by 19% and the fossil fuel component used by the cement sector has fallen to 80% from 98% in 1990. The GCCA has described 2020 - 2030 as the “decade to make it happen” and has set some targets to back this up. Its members intend to reduce CO2 emissions per tonne of cement by 20% by 2030 compared to 2020 levels and concrete CO2 emissions per m3 by 25% over the same time-frame.
The new developments for the cement sector at COP28 so far have been the launch of separate but apparently similar initiatives to help decarbonisation through coordination between nations. The Cement Breakthrough Agenda, backed by the government of Canada and other partners, follows the creation of the Breakthrough Agenda at the 2021 United Nations Climate Change Conference (COP26) whereby designated governments lead so-called ‘Priority Actions’ to decarbonise various sectors. The idea is to collaborate on measures such as policies, regulations and technologies to help reduce the cost of future investment in decarbonisation. The priority actions will be developed in 2023, worked towards in 2024 and then revised on a regular basis thereafter. The German Chancellor Olaf Scholz also launched the so-called ‘Climate Club’ on 1 December 2023 to help developing nations invest in technologies to decarbonise sectors such as cement and steel production. The intention is to set up the technical groundwork for a standardised calculation of CO2 intensity in selected products, such as cement and steel, set definitions on what net zero is for these sectors and then set up a platform to connect countries with funding and technical support from governments and the private sector. Neither the Cement Breakthrough Agenda nor the Climate Club has mentioned funding though.
Additionally, Holcim announced that it had become a founding member of the Sustainable Markets Initiative’s SMI Circularity Task Force. The group aims to promote the circular economy to the private and public sector. Holcim was keen to point out that it is already recycling nearly 7Mt/yr of construction and demolition waste, with a target of 10Mt/yr pencilled in by 2025.
Other groups are not as upbeat as the GCCA though. The Global Carbon Project, for example, has estimated in its annual Global Carbon Budget that global fossil CO2 emissions are set to rise by 1.4% year-on-year to 36.8Bnt in 2023. This figure includes both the CO2 released by cement production and the CO2 uptake from cement carbonation. Ongoing research by Robbie Andrew, a greenhouse gas emissions scientist at the CICERO Center for Climate Research in Norway and the Global Carbon Project, found that process emissions by the cement sector fell for the first time since 2015 in 2022, to reach 1.61Bnt. This decrease was most likely due to China’s falling cement production in 2022, stemming from a downturn in the local real estate sector. However, both the data from GCCA and the Global Carbon Project may be right simultaneously as they look at the emissions of the cement sector in different ways.
The GCCA’s job is to advocate for the cement and concrete sector and it is presenting itself well at COP28. Since its formation, it has set up roadmaps, encouraged collaboration and innovation, and is now reporting back on its progress. Net zero remains the goal by 2050, but the GCCA is being upfront about the role carbon capture, utilisation and storage (CCUS) is expected to play after 2030 and the lack of any full-scale CCUS units so far. Yet it is tracking what has happened so far through the Green Cement Technology Tracker in conjunction with Leadership Group for Industry Transition (LeadIT).
As for the rest of COP28, various reports have been aired in the international press about whether the conference will call for a formal phase out of fossil fuels in some form or another. Whether it actually happens is another matter entirely, especially considering that the president of COP28 is the chief executive officer of the Abu Dhabi National Oil Company, and any eventual language would likely be vague. Yet the work by the GGCA and others has started to make the unthinkable a little more thinkable.
Canada: The Cement Association of Canada (CAC) says that provisions for investments and supportive measures in the government’s Fall Economic Statement 2023 will help to ensure the successful roll-out of carbon capture, utilisation and storage (CCUS) for industrial decarbonisation. The statement commits the government to advancing a CCUS Investment Tax Credits (ITC) scheme.
CAC president and CEO Adam Auer said “We commend the government’s recognition of the importance of CCUS in achieving our climate objectives. The cement industry is committed to reducing its carbon footprint, and these investments will facilitate the deployment of innovative technologies that are essential for achieving our Concrete Zero sustainability action plan objectives.”
Building codes and low-embodied carbon building materials
15 November 2023Last week the US General Services Administration (GSA) announced that it was investing US$2bn on over 150 construction projects that use low-embodied carbon (LEC) materials. The funding is intended to support the use of US-manufactured low carbon asphalt, concrete, glass and steel as part of the Inflation Reduction Act. For readers who don’t know, the GSA manages federal government property and provides contracting options for government agencies. As part of this new message, it will spend US$767m on LEC concrete on federal government buildings projects following a pilot that started in May 2023. This is relevant because the US-based ready-mixed concrete (RMX) market has been valued roughly at around US$60bn/yr. One estimate of how much the US federal government spent on concrete was around US$5bn in 2018. So the government buys a significant minority of RMX in the country, and if it starts specifying LEC products, this will affect the industry. And, at present at least, a key ingredient of all that concrete is cement.
This isn’t the first time that legislators in the US have specified LEC concrete. In 2019 Marin County in California introduced what it said was the world’s first building code that attempted to minimise carbon emissions from concrete production. It did this by setting maximum ordinary Portland cement (OPC) and embodied carbon levels and offering several ways suppliers can achieve this, including increasing the use of supplementary cementitious materials (SCM), using admixtures, optimising concrete mixtures and so on. Unlike the GSA’s approach in November 2023 though, this applies to all plain and reinforced concrete installed in the area, not just a portion of procured concrete via a government agency. Other similar regional schemes in the US include limits on embodied carbon levels in RMX in Denver, Colorado, and a reduction in the cement used in RMX in Berkeley, California. Environmental services company Tangible compiled a wider list of embodied carbon building codes in North America that can be viewed here. This grouping also includes the use of building intensity policies, whole building life cycle assessments (LCA), environmental product declarations (EPD), demolition and deconstruction directives, tax incentives and building reuse plans.
Government-backed procurement codes promoting or requiring the use of LEC building materials for infrastructure projects have been around for a while in various places. The general trend has been to start with measurement via tools such as LCAs and EPDs, move on to government procurement and then start setting embodied carbon limits for buildings. In the US the GSA’s latest pronouncement follows on from the Federal Buy Clean Initiative and from when California introduced its Buy Clean California Act in 2017. Outside of the US similar programmes have been introduced in countries including Canada, Germany, the Netherlands, Sweden and the UK. On the corporate side members of the World Economic Forum’s First Movers’ Coalition have committed to purchasing or specifying volumes of LEC cement and/or concrete by 2030. Examples of whole countries actually setting embodied carbon emissions limits for non-government buildings are rarer, but some are emerging. Both France and Sweden, for example, introduced laws in 2022 that start by analysing life-cycle emissions of buildings and will move on to setting embodied carbon limits in the late 2020s. Denmark, Finland and New Zealand are also in the process of introducing similar schemes. The next big move could be in the EU, where legislators are considering embodied carbon limits for building materials as part of its ongoing revisions to its Energy Performance of Buildings Directive or the Construction Products Regulation legislations. Lobbying, debate and arguing remains ongoing at present.
To finish, Ireland-based Ecocem spent a period in the 2010s attempting to build a slag cement grinding plant at Vallejo, Solano County, in the San Francisco Bay Area of California. The project met with considerable local opposition on environmental grounds and was eventually refused planning permission. The irony is that slag cement is one of those SCM-style cements that Marin County, also in the San Francisco Bay Area, started encouraging the use of just a few years later. Ecocem held its inaugural science symposium in Paris this week. A number of scientists who attended the event called for existing low carbon technologies to be adopted by the cement and concrete sectors as fast as possible. One such approach is to lower the clinker factor in cement through the use of products that Ecocem and other companies sell. A point to consider is, if Marin County’s code or the GSA’s recent procurement directive came earlier, then that slag plant in Vallejo might have been built. Encouraging the use of LEC building materials by governments looks set to proliferate but it may not be a straightforward process. Clear and consistent policies will be key.
Update on construction and demolition waste, October 2023
25 October 2023Cementos Molins has been celebrating the first anniversary this week of its alternative raw materials unit at its Sant Vicenç dels Horts plant near Barcelona. It has processed 75,000t of waste since September 2022 when the site started up. More is yet to come as the unit has a production capacity of up to 200,000t/yr. The facility receives waste in coarse, granular, powder and sludge formats. Waste from concrete plants is crushed and screened to produce recycled aggregate. Industrial and construction waste is dosed and homogenised to produce alternative raw materials for cement production.
Global Cement Weekly has covered construction and demolition waste (CDW) a couple of times already so far in 2023. A number of cement producers are investing in the sector - including Holcim, Heidelberg Materials, CRH, Cemex – by developing technology, buying up other companies, setting up internal CDW divisions and so on. Holcim and Heidelberg Materials have been the more obviously active participants over the past six months based on media coverage. In September 2023 Holcim France commissioned the Saint-Laurent-de-Mûre alternative raw materials plant and Holcim Group invested in Neustark, a company promoting technology to sequester CO2 in CDW. In August 2023 Lafarge Canada also completed the first stage of a pilot project to use CDW in cement production at its St. Constant plant in Quebec. Heidelberg Materials meanwhile announced in October 2023 that a forthcoming upgrade to its Górażdże cement plant in Poland would include a new CDW recycling unit and in September 2023 it launched a CDW division for its subsidiary Hanson UK.
Previously we have described how the European Union (EU) has set recovery targets for CDW. However, McKinsey & Company published research in March 2023 setting out the economic case for cement and concrete companies looking at CDW. It estimated that “an increased adoption of circular technologies could be linked to the emergence of new financial net-value pools worth up to roughly Euro110bn by 2050.” It is not a certainty and there is risk involved, but adopting circular practices is one way to reduce this risk. It then went on to predict that recirculating materials and minerals could generate nearly Euro80bn/yr in earnings before interest, taxation, depreciation and amortisation (EBITDA) for the cement and concrete sectors by 2050. The biggest portion of this could come from using CDW in various ways such as a clinker replacement or as an aggregate in concrete production, or the use of unhydrated cement ‘fines.’ Capturing and using CO2 and increasing alternative fuels (AF) substitution rates would have a financial impact but not to the same scale.

Graph 1 above puts all of the McKinsey circular technology suggestions in one place with the prediction that all of these methods could reduce CO2 emissions from cement and concrete production by 80% in 2050 based on an estimated demand of 4Bnt/yr. The first main point they made was that technologies using CO2, such as curing ready-mix or precast concrete, can create positive economic value at carbon prices of approximately Euro80/t of CO2. Readers should note that the EU emissions Trading Scheme CO2 price has generally been above Euro80t/yr since the start of 2022. The second point to note is that using CDW could potentially save money by offering CO2 abatement at a negative cost through avoiding landfill gate fees and reducing the amount of raw materials required. This is dependent though on government regulation on CO2 prices, landfill costs and so on.
Cement producers have been clearly aware of the potential of CDW for a while now, based on the actions described above and elsewhere, and they are jockeying for advantage. These companies are familiar with the economic rationale for AF and secondary cementitious materials (SCM) in different countries and locations. CDW usage is similar but with, in McKinsey’s view, existing CO2 prices, landfill costs, and regulatory frameworks all playing a part in the calculations. Graph 1 is a prediction but it is also another way of showing the path of least resistance to decarbonisation. It is cheaper to start with AF, SCMs and CDW rather than barrelling straight into carbon capture. The beauty here is that cement and concrete sold, say, 50 years ago is now heading back to the producers in the form of CDW and it still has value.
Lafarge Canada’s Exshaw cement plant to run on 34% solar energy
06 October 2023Canada: Lafarge Canada has engaged Canadian Utilities on a virtual power purchase agreement (VPPA) basis to supply solar energy for its Exshaw cement plant in Alberta. Under the agreement, the Exshaw cement plant will receive 100% of energy generated at the 38.5MW Empress solar power plant in Cypress County. The VPPA lasts until 2036, and covers 34% of the Exshaw plant’s energy consumption up to that time.
Lafarge Canada (West) president and CEO Brad Kohl said "We're continually assessing ways we can reduce our environmental impact while actively pursuing sustainable solutions within our operations." He concluded "Our collaboration with Atco underscores our commitment to adopting renewable energy at our plants and sites, which is key to reducing our reliance on fossil fuels."
Heidelberg Materials’ Delta cement plant switches to full Portland limestone cement production
30 August 2023Canada: Heidelberg Materials says that its integrated Delta cement plant in British Columbia has switched to exclusively producing its EcoCem Portland limestone cement (PLC). EcoCem PLC is a Portland limestone cement that contains up to 15% limestone and generates approximately 10% less CO₂ compared to other Portland cements. It has equivalent performance to ASTM and CSA standards for Type I/II Portland cement in strength and durability, and can be used in any application where Portland cement Type I is normally used.
Prior to the full transition to PLC production, the plant had already taken steps to reduce its CO2 emissions by using alternative fuels. The Delta cement plant has been in operation since the 1970s.
Mitsubishi Heavy Industries installs carbon capture pilot system at Heidelberg Materials North America’s Edmonton cement plant
16 August 2023Canada: Mitsubishi Heavy Industries has successfully delivered and installed a KS-21 solvent-based carbon capture pilot system at Heidelberg Materials North America’s Edmonton cement plant in Alberta. The partners will now proceed to test the technology using different fuel sources and plant operating modes. Heidelberg Materials North America says that the installation is an ‘important step’ in the CO2MPACT carbon capture and storage (CCS) project. Once completed the project will comprise a 1Mt/yr capture installation at the plant and its integrated heat and power system. Heidelberg Materials North America expects the installation to be operational by late 2026.
Heidelberg Materials North America’s vice president cement operations, Northwest Region, Joerg Nixdorf said “Today is a substantial milestone in our journey to building the world’s first full-scale carbon capture project in the cement industry.”
Lafarge Canada completes first phase ECOCycle Technology pilot at St. Constant cement plant
14 August 2023Canada: Lafarge Canada says that it successfully integrated 10,000t of recycled concrete waste in cement production at its St. Constant cement plant in Quebec using its ECOCycle Technology process. The year-long production trial constituted the first phase of Lafarge Canada’s pilot of ECOCycle Technology. The producer says that the achievement solidifies its leading position in North American circular construction innovation. Waste360 News has reported that concrete constitutes 4Mt (40%) of Canada’s 10Mt annual generation of construction and demolition waste.
President and CEO David Redfern said “By reusing construction and demolition wastes in the production of new building materials, we are reducing waste sent to landfill. Across Lafarge Canada, we’re evaluating any opportunity to decarbonise our operations, and circularity is part of this effort. This pilot is critical to demonstrate that we can effectively repurpose concrete waste, which goes a long way to conserve our naturally occurring resources and loops in construction sustainability - building new from old.”
Brazil: Votorantim Cimentos recorded consolidated sales of US$2.59bn during the first half of 2023, up by 51% year-on-year from US$2.37bn in the first half of 2022. The group reported that cement demand was ‘strong’ in the US and ‘stable’ in Spain, however the Brazilian and Canadian markets were ‘challenging.’ Its costs also rose, by 4.2% to US$2.1bn from US$2.02bn. Despite this, Votorantim Cimentos’ net profit grew by a factor of 11, to US$112m from US$10.1m.
