US: Heidelberg Materials has won negotiation for up to US$5m in funding from the US Environmental Protection Agency (EPA) to develop a web-based tool for cement facilities to produce Environmental Product Declarations (EPD). The funding is part of the EPA’s grant initiative to report and reduce emissions from the manufacture of construction materials, which awarded nearly US$160m to 38 recipients nationally.
US: Holcim US in Missouri will receive US$1.37m from President Biden's Inflation Reduction Act to support the reduction of climate pollution in manufacturing construction materials, as announced by the US Environmental Protection Agency (EPA). The grant is part of a broader effort to reduce emissions from the manufacturing industry and will aid Holcim's Environmental Product Declaration Accelerator Project.
EPA Region 7 Administrator, Meg McCollister, said "We commend Holcim for its work in advancing sustainable practices to reduce carbon emissions here in the Heartland and across our nation. Its innovative approach, supported by this grant, advances climate-friendly practices and sustainability in one of our nation's most important industries."
Portland Cement Association to join with other industry associations against new particulates standard
04 March 2024US: The Portland Cement Association (PCA)’s Environment and Energy Committee met in Tampa, Florida, to discuss the formation of a new coalition with other industry bodies under the leadership of the US Chamber of Commerce. The PCA said the coalition will take legal action against the US government, following the Environmental Protection Association (EPA)'s introduction of new, lower particulates emissions standards. The association says that the revised standards may lead to layoffs and lower cement and concrete production.
Other items on the agenda for the committee’s biannual meeting include permitting and regulatory reform for carbon capture, utilisation and storage and alternative fuels for cement production.
US: The Environmental Protection Agency (EPA) has announced that 10 cements plants have received its Energy Star certification in 2022 from a total of 86 manufacturing plants across all industries. The certification is awarded to the top 25% performers in energy efficiency in each sector. The EPA cited examples of how Titan America’s Troutville plant in Virginia and its Medley plant in Florida had converted production to Portland Limestone Cement (PLC), and achieved a 12% reduction in electricity use and an 18% reduction in CO2 emissions, respectively, thanks to improved energy management. It also mentioned Cemex’s Miami plant in Florida, which increased its energy performance in 2022 by modifying a finish mill, optimising the ball charge on the largest mill and identifying and correcting potential energy losses while also increasing the production of PLC.
Cement plants awarded the Energy Star certification in 2022 include: Drake Cement’s Paulden plant and Salt River Materials Group’ Clarkdale plant in Arizona; GCC’s Pueblo plant in Colorado, Cemex’s Miami plant and Titan America’s Medley plant in Florida; Argos USA’s Harleyville plant in South Carolina; GCC’s Rapid City plant in South Dakota; Buzzi Unicem USA’s Chattanooga plant in Tennessee; Titan America’s Troutville plant in Virginia; and Ash Grove Cement’s Seattle plant in Washington.
Energy Stars for Buzzi plants
20 November 2020US: The US Environmental Protection Agency (EPA) has awarded its 2020 Energy Star® certification to Buzzi Unicem USA plants in Chattanooga, Tennessee and in Festus, Missouri. This certification is awarded to a facility for superior energy performance in comparison to similar plants. This marks the 12th consecutive year that the Chattanooga and Festus plants have received certification.
In order to qualify for Energy Star® recognition, cement plants must score at least 75 on the Energy Performance Indicator (EPI) system used by the EPA to measure energy efficiency. In addition, the plant must have a satisfactory environmental compliance record for the past three years. Receipt of the Energy Star certification means these two plants perform in the top 25% of similar facilities in the US.
CalPortland’s Rillito plant wins Energy Star
17 March 2020US: The Environmental Protection Agency (EPA) has awarded Energy Star certification to Japan-based Taiheiyo Cement subsidiary CalPortland’s 1.3Mt/yr integrated Rillito plant for the eighth consecutive year for its superior energy performance compared with other plants of comparable capacity in the country. CalPortland president and CEO Allen Hamblen said, “We continue to demonstrate our commitment to environmental stewardship and ENERGY STAR while also reducing our energy costs through the hard work of our employees and our corporate energy management culture.”
It's been an expensive week for the US cement industry in terms of environmental infringements. First, the Environmental Protection Agency (EPA) announced that Cemex has agreed to pay a US$1m fine for nitrogen oxide (NOx) emissions at its Lyons cement plant in Colorado. Then Lehigh's Glen Falls plant was fined US$50,000 by the state of New York for polluting the Hudson River.
With new NESHAP and MACT environmental regulations from the EPA in place for 2013, one thought that occurs is how long it will take for the new standards to sink in. For example, the lead-time for both of the cases we have reported upon this week was several years at least. The complaint against Cemex referred to a period from 1997 to 2000, when the plant was operated by Southdown. Lehigh's fine arose from an inspection carried out in April 2010.
The EPA hopes that its latest changes will cut US cement industry emissions of mercury by 93%, hydrochloric acid by 96%, particulate matter by 91% and total hydrocarbons by 82%. After years of haggling between the Portland Cement Association and the EPA, even the latest round of regulations received a reprieve until September 2015, with the option to ask for a year's extension. So, if the lead times from the Cemex and Lehigh fines are indicative, contravening cement plants might not be facing fines relating to the current NESHAP or MACT regulations until around 2023 - 2026. Of course by this time, the regulations governing emissions will probably have changed again.
Given the shifting backdrop of US environmental regulations, many of the pertinent environmental presentations at last week's IEEE-IAS/PCA Cement Conference in Orlando, Florida, were of great help to US cement producers. Among these were two presentations by John Kline, who firstly gave an overview on the hot-topic of mercury emissions from cement kilns. He singled out the difficulties in comparing cement kilns to power plants in terms of mercury as cement plants are far more complicated, with more input materials. Kline also delivered a second presentation comparing selective catalytic reduction (SCR) for removal of NOx to selective non-catalytic reduction (SNCR) in cement plants. Those at the conference who attended Carrie Yonley's presentations were given a helpful and concise review of the often-conflicting regulations for cement plants, which she bravely attempted to give in just 16 minutes.
Despite the challenges of adhering to new environmental regulations, the mood at the 55th IEEE-IAS/PCA Cement Conference was one of general optimism for the future of the US cement industry. A full review of the conference can be found here.
Give a plant a break - EPA Update
16 May 2012Given the legal scuffles over the Environmental Protection Agency's (EPA) emissions timetable it was nice to see this week how Ash Grove Cement is responding at its Midlothian plant in Texas. The plant is seeking tax breaks on potential upgrade work that it is planning to implement before the current 2013 deadline for the EPA legislation.
For those following the fight between the EPA and the US cement industry here is a recap on the story so far:
The EPA issued a national emission standard for hazardous air pollutants rule to reduce the sector's air toxics in September 2010, alongside a new source performance standard to cut criteria pollutant emissions. In May 2011 the EPA both partly granted and denied petitions from cement industry representatives and environmentalists. In December 2012 the US Court of Appeals for the District of Columbia remanded the cement air toxic rule back to the EPA, delaying the deadline for the cement industry to seek a rehearing or review. Then in April 2012 the cement industry agreed not to seek a rehearing if the EPA extended its deadline until September 2015. The EPA has now sent for the White House Office of Management & Budget (OMB) to review its proposed revisions to its emissions rules, ahead of a tentative 15 June 2012 deadline.
While the EPA and the cement sector continue to battle it out plants like Ash Grove can do little except keep an eye on the bottom line until the dust settles... in whatever legally mandated fashioned is eventually approved. The Global Cement Directory 2012 lists 22 wet and semi-wet kilns in the US. While some are mothballed, others are likely to be affected by the rules. While the arguments continue the upgrade timetables of these plants hangs in the balance.
