Update on the UK, May 2025
14 May 2025Demand for heavy building materials in the UK dropped in the first quarter of 2025, with ready-mix concrete sales reaching a new 60-year low.1 In an update last week, the UK’s Mineral Products Association (MPA) attributed the decline to existing economic headwinds, compounded by global trade disruptions, reduced investor confidence and renewed inflationary pressures.
Major infrastructure projects – including the HS2 high-speed railway in the English Midlands, the Hinkley Point C nuclear power plant in Somerset and the Sizewell C nuclear power plant in Suffolk – failed to offset delays and cancellations by cash-strapped local councils to roadwork projects. Residential construction, meanwhile, is ‘slowly but steadily’ recovering from historical lows, amid continuing high mortgage rates since late 2024.
The most interesting part of the MPA’s market appraisal was its warning of ‘new risks emerging in the global economy.’ These concern the new tariffs raised by the US against its import partners. The possible consequences, the MPA says, imperil the UK’s supply chains, construction sector and growth.
Of particular immediacy is the threat of imports into the UK from countries that previously focussed on the US market. The MPA said that the industry ‘cannot compete’ against increased low-cost, CO2-intensive imports. It named Türkiye, which sends around 6.9Mt/yr of cement and clinker to the US, as a key threat. Türkiye became subject to the blanket 10% ‘baseline’ tariff on 2 April 2025.
The MPA probably didn’t have a particular company in mind when it said this. However, it bears noting that Turkish interests gained a share of UK cement capacity in October 2024, when Çimsa acquired 95% of Northern Ireland-based Mannok. Besides the Derrylin cement plant (situated on the border between Fermanagh, UK, and Cavan, Ireland), Mannok operates the Rochester cement storage and distribution facility in Kent, 50km from London. The facility currently supplies cement from Derrylin to Southern England and the Midlands. It could easily serve as a base of operations for processing and distributing imported cement and clinker from further afield.
Meanwhile in South West England, Portugal-based Cimpor is building a €20 – 25m cement import terminal in the Port of Bristol. The company is subject to 20% tariffs on shipments to the US from its home country. Its parent company, Taiwan Cement Corporation, is subject to 32% US tariffs from Taiwan.
But the plot thickens… On 8 May 2025, the UK became the first country to conclude a trade agreement with the US after the erection of the new tariff regime, under which the US$73bn/yr-worth of British goods sold in the US became subject to a 10% tariff.2 The latest agreement brought partial relief for an allied sector of UK cement: steel. 180,000t flowed into the US from the UK in 2024.3 In 2024, the UK exported 7120t of cement and clinker to the US, up by a factor of 10 decade-on-decade from just 714t in 2014, all of it into two US customs districts, Philadelphia and New York City.4
In what may be one of the first true ‘Brexit benefits,’ UK cement exporters now ‘enjoy’ a US tariff rate half that of their EU competitors, notably those in Greece. Like the UK’s more modest volumes, Greece’s 1.82Mt/yr-worth of cement and clinker exports stateside also enter via the US’ eastern seaports, at New York City, Tampa and Norfolk. Given the overlaps in ownership between the Greek and UK cement sectors, it is conceivable that optimisation of cement export flows across Europe may already be under discussion.
On 6 May 2025, the UK and Indian governments announced a trade deal that will lift customs duties on almost all current Indian exports to the UK. UK MPs are still seeking clarifications as to whether this will include industrial products that might be dumped.5 Theoretically, the threat from an oversupplied and fast-growing cement industry like India’s could be existential to the UK cement industry.
As the UK invests heavily in its future, including with the HyNet Consortium, imports pose a major threat. Given enough time, the UK could develop a leading position in the decarbonisation space. Will it have enough time? Existential threats certainly add a sense of jeopardy.

Cement imports to Myanmar continue
23 April 2025Myanmar: A further 2400t of cement was delivered to Yangon Port on 20 April 2025, according to the Global Light of Myanmar newspaper. The government has permitted cement imports to meet rising demand during the open season and for post-earthquake resettlement works. Ships continue to bring cement into the country via the Kawthoung border, with further weekly deliveries scheduled. Three shipments of cement have already been delivered to Myanmar in April 2025.
Nigeria: Dangote Group has resumed construction of a 6Mt/yr cement plant in Itori, Ogun State, according to Business Insider Africa. Itori is 10km from Ewekoro, the site of a 3.9Mt/yr plant owned by Lafarge Africa. Construction of the plant is expected to be completed by November 2026. The company will also build ‘Nigeria’s largest seaport’ at the Olokola Free Trade Zone, also in Ogun State. The plant will have two lines and sits on 533 hectares of land.
Ogun State is already home to the 12Mt/yr Dangote Cement Plant in Ibese. Upon completion of the Itori project, the state’s total cement production capacity will reach 18Mt/yr. Dangote Cement reportedly has a production capacity of 52Mt/yr across Africa, with 70% of production in Nigeria.
Aliko Dangote said “We earlier on abandoned our vision of investing in the Olokola Free Trade Zone but, because of governor Dapo Abiodun’s policies and investor-friendly environment, we are back and will work with the government to return to Olokola. Plans are underway to construct the largest port in the country.”
He said that the nearly US$800m Itori cement plant should have been completed earlier, but was delayed due to opposition from former governor Ibikunle Amosun.
Cement shortage caused by port delays
14 March 2025The Gambia: A recent cement shortage in the Greater Banjul Area and West Coast Region has been attributed to delays at the country’s main port, according to Omar Badjie, director of industry at the Ministry of Trade, Industry, Regional Integration and Employment. The disruption reportedly stemmed from a backlog at the Banjul port that left a key shipment from cement supplier Jah Oil waiting offshore.
“The issue wasn't production capacity,” Badjie said. “The port was congested, and Jah Oil's vessel had trouble berthing. That put pressure on the two other cement plants, Salam and Gacem, which couldn't meet the market's demand on their own.”
The government expedited a berth for Jah Oil's vessel, which docked last week with 38,000t of cement. However, supply constraints persist, with contractors reporting stalled projects and inflated prices.
Cimpor targets UK expansion
13 March 2025UK: Cimpor is expanding into the UK following a change in ownership in 2024 and new capital investment. Cimpor registered Cimpor UK Limited in April 2024 with an office in Cheadle and has invested €20-25m in a terminal at the port of Bristol. It plans to expand its product range in the UK in the coming years.
Cimpor Global chief technology officer Berkan Fidan said “With the ports and terminals we own and operate, we leverage our export globally, strengthening our supply chain and continuing to explore new market opportunities.”
India: Adani Ports and Special Economic Zone has opened a 2Mt/yr grinding plant in Guna, Madhya Pradesh, Mint News has reported. Together with a neighbouring firearms plant, the Adani Group subsidiary invested US$417m in the project.
Philippines: A new 7-hectare port and industrial complex, valued at over US$51m, is under construction in Lemery, Batangas. The complex includes the Sinisian Lemery Batangas port and industrial park, Lemery cement silo tank and Lemery oil terminal, with each component costing around US$17m.
The port will support Panamax-sized vessels with a draft depth of 15m, while the cement silo will hold 60,000t of bulk cement and slag. The project is expected to generate at least 200 jobs and help meet the country's fuel security needs amidst ongoing global supply chain disruptions.
Comoros: Cimentos Comores is considering finding temporary sources of bagged cement after its regular bulk deliveries via the Port of Moroni, Grand Comore, became disrupted. Al-Watwan News has reported that a malfunctioning landing buoy has prevented cargo ships from landing at the port.
Cimentos Comores said “In the absence of a technical solution, we will be forced to cancel the operations.”
Cem’in’log expands operations at Sète
06 June 2024France: Cem’in’log has surpassed 1Mt of clinker processed at the Sète site since its inception over four years ago, encouraging parent company Cem’in’EU to continue investments there. Since 2019, the Port of Sète has served as a key entry point for Cem’in’EU’s clinker imports, mainly from North Africa. The site's storage capacity was expanded to 300,000t/yr in 2023. A new warehouse set to increase capacity to 500,000t/yr will begin construction in summer 2024 with a €5m budget. Cem’in’log will also boost its equipment, expecting to operate six rail services weekly by the end of 2024, supporting future expansion.
General manager Jean-Yves Apard said "We are currently dispatching four to five trains per week from Sète, loaded with 1850t of clinker. By the end of 2024, with a second locomotive provided by Regiorail and handled at the port by Viia, we will increase to six trains per week."
India: Ambuja Cements has launched a new bulk cement vessel unloader at Karanja Port. This installation will facilitate swift movement of cement from the Sanghipuram plant to Mumbai.
The new unloader will increase the capacity utilisation of the Sanghipuram plant. This move is part of Ambuja Cements' strategy to optimise operational efficiency and reduce logistical challenges.
