Philippines: Holcim Philippines is promoting the use of its blended cement products by local contractors for use in road building on environmental and performance grounds. The initiative follows the government’s ‘Build, Build, Build’ infrastructure program. In July 2018 the Department of Public Works and Highways (DPWH) reported that 3945km of roads had been built by the current administration, with more projects underway until 2022.
Holcim Philippines Senior Vice President for Sales William Sumalinog said that DPWH has allowed the use of blended cement for roads since mid-2016 through Department Order 133, which amends building standards for concrete pavements that previously specified Ordinary Portland Cement (OPC). OPC has a higher clinker factor and so releases more CO2 during production. He added that blended cement could perform better in some cases compared to OPC as it can be customised to address the specific durability challenges present in sites where structures will be built.
Sumalinog said that, since the issuance of the directive, the company has been working with its business partners and regional DPWH offices to highlight the benefits of blended cement over OPC through its engagement programs such as Holcim Building Bridges.
India: Roads and highways minister Nitin Gadkari has threatened implementing price controls on cement. He blamed problems his ministry has faced building concrete roads on alleged price collusion, according to the Telegraph India newspaper. During questions at the Indian Parliament he said that if cement producers did not ‘fall in line’ then he would propose placing cement under the Essential Commodities Act.
Ghanaian cement producers lobbying for concrete roads
26 January 2018Ghana: Cement producers are lobbying the government to build new roads using concrete in order to use surplus cement. The country has a production capacity of 12Mt/yr but it only uses 8Mt/yr, according to Citi Business. The producers are calling on the president to make good on a previous statement on the matter.
Driver shortage may affect Polish cement sales
14 September 2017Poland: A shortage of truck drivers may negatively affect cement sales. Vacancies for drivers have grown to the extent that even migrant workers from the Ukraine are unable to meet demand, according to the Polish News Bulletin newspaper. The exodus of drivers from the Ukraine has also reportedly impacted upon that country’s cement market. Industry sources say that railway transport is unlikely to help the situation due to a lack of loading facilities. Cement production rose by 7% year-on-year to 9.4Mt in 2017. Cement sales are expected to reach 16.5Mt in 2017 and 17.5Mt in 2018.
Paraguay: Jorge Mendez, the chief executive officer (CEO) of Industria Nacional de Cemento (INC), has said that the Senate has passed a bill for the use of domestically-produced cement in road works carried out by the government. The bill now needs final approved from the government, according to La Nacion newspaper. If approved, the Ministry of Public Works and Communications is expected to build 15% of its works with locally produced cement from 2018, before gradually increasing this to 30% subsequently.
The cement producer has assured the government that it can meet the demand. It also expects to be able to double its cement production in October 2017 with the launch of a new cement grinding plant at Villeta.
India: Members of the Cement Manufacturers Association (CMA) have met with Nitin Gadkari, the Minister for Road, Transport and Highways, to discuss price concerns around the country’s road building campaign. Local producers stand accused of increasing prices despite no rise in input costs amidst a national plan to build more roads, according to the Hindu newspaper. Producers dismissed these concerns, saying that price were lower than they had been in 2015. Instead they bashed discrepancies in export taxes between India and Pakistan.
Delegates from the cement producers at the meeting included N Srinivasan, managing director of India Cements, HM Bangur, managing director of Shree Cement, KK Maheshwari, managing director of UltraTech Cement, Ajay Kapur, managing director of Ambuja Cement, Mahendra Singhi, Group chief executive officer and wholetime director of Dalmia Cement, Ujjwal Batria, country chief executive officer and managing director of Nuvoco Vistas Corp and Aparna Dutt Sharma, Secretary General of the CMA.
Nepal: Hongshi Shivam Cement’s Sardi cement plant project in Nalwalparasi is likely to be delayed due to slow progress by the government in building a road to a nearby limestone quarry. The project was due to start production in May 2017 but the slow rate of investment by the Chinese firm’s state partner has caused this completion estimate to be revised, according to the Kathmandu Post. Other infrastructure requirements for the project that are slowing it down include a 40km road to the site and an electricity substation.
Messebo Cement buys 200 trucks from Man
26 April 2017Ethiopia: Messebo Cement has purchased 200 trucks from Germany’s Man for US$30m. The cement producer has expanded its fleet to reduce its transportation costs, according to the Ethiopian Reporter newspaper. The trucks have been assembled locally by Mesfin Industrial Engineering, a sister company to Massebo, after shipping. 25 of the trucks are silo trucks for transporting bulk cement and 50 are dump trucks.
Canada: Lafarge Canada has clarified its role in supporting the Vision Zero road safety campaign following a city council meeting in Edmonton. The construction materials producer explained that its focus is on health and safety and that it is not intending to use its trucks to monitor the speed of other drivers. In a statement the company explained that as one of the largest trucking companies in Edmonton it has dozens of concrete trucks moving around the Greater Edmonton Area, interacting with vehicles, bicycles and pedestrians. Due to this the Zero Vision campaign caught its attention and it expressed its interest in supporting it including speed reduction measures and reducing heavy acceleration and braking in its fleet.
Following the meeting in mid-April 2017 local press including the Edmonton Sun newspaper reported remarks by Bruce Willmer, regional vice-president for Lafarge Canada that on-truck cameras could potentially be used to record speeding vehicles and that this information could be passed on to the authorities. The comments received a mixed response in the local media.
Russia: Soyuzcement, a cement manufacturing union, predicts that cement production could rise by up to 3% to 57Mt in 2017. In the short-term cement production is expected to benefit from infrastructure investment to local government municipalities from the federal budget and from a reduction to the mortgage rate by the banks. In the longer term the union expects that housing development and concrete road construction will drive the industry, according to Interfax. However, cement production fell in the first two months of 2017 and remained stable in March 2017. Soyuzcement has also prepared a negative forecast that stated that production could fall by 4% in 2017.
