Supreme Court stays Punjab limestone royalty ruling

26 June 2025

Pakistan: The Supreme Court has granted a two-week stay to cement producers, suspending a recent ruling that required higher royalty payments on limestone. Earlier, the Lahore High Court had ordered producers to pay royalties based on 6% of the ex-factory price of cement or clinker. Producers argue that the levy is ‘disproportionate’ and intend to contest the case fully in the next hearing.

KPK government to raise cement royalty

26 March 2025

Pakistan: The Khyber Pakhtunkhwa (KPK) government will replace ore-based royalties on cement with a 6% royalty on the ex-factory price.

The proposed change will raise costs for producers and follows a similar royalty imposed by the Punjab government in August 2024. Analysts said that manufacturers would need to raise cement prices significantly to offset the impact of the increased royalty.

Coal price in Northern Pakistan drops to US$126/t

23 August 2023

Pakistan: Cement producers in Northern Pakistan have reported a 13% drop in the price of coal to US$126/t. The Pakistan Today newspaper has reported that this is due to the Afghan government lowering taxes on exports of coal from Afghanistan. The Taliban reduced its royalties on coal exports by 12% to US$30/t. Meanwhile, it reduced customs duties on coal exports by 33%, also to US$30/t.

Northern Pakistan is comprised of Azad Jammu and Kashmir, Khyber Pakhtunkhwa and Punjab. In 2022, regional cement plants were over 70% reliant on Afghan coal. That year, they paid coal prices of US$170 – 200/t.
