Court invalidates competition clearance for CRH Ukraine’s acquisition of Dyckerhoff Cement Ukraine
11 April 2025Ukraine: A court has reportedly invalidated the Antimonopoly Committee of Ukraine (AMCU)’s competition clearance for CRH Ukraine's acquisition of Buzzi subsidiary Dyckerhoff Cement Ukraine, completed in October 2024. Interfax-Ukraine News has reported that the court found that the clearance, granted in September 2024, was based on insufficient ‘clarification and evidence’ of details on the Ukrainian ready-to-use mortar mixes market situation.
The court allegedly also ruled that the Netherlands-based subsidiary of Ireland-based CRH had yet to meet certain commitments upon which the AMCU’s approval was conditional. Following the acquisition of Dyckerhoff Cement Ukraine, it was required to appoint executive, directorial or supervisory personnel to the company who did not already hold positions in CRH Ukraine-controlled entities. CRH clarified that it in fact appointed Mariusz Tomasz Bogacz on 11 October 2024, after his powers as a member of the supervisory board of Podilsky Cement had already been terminated, on 8 October 2024.
Building materials and property development company Kovalska Group mounted the successful legal challenge. The Kyiv Post newspaper has reported that the Kyiv-based company controls over 50% of the concrete market in Kyiv Oblast.
Dyckerhoff Cement Ukraine’s assets comprise two integrated cement plants, cement terminals and ready-mix concrete plants in Kyiv, Odessa and Mykolaiv. They entered Italy-based Buzzi’s control following the group’s progressive acquisition of Germany-based Dyckerhoff in 2001 – 2013. CRH and the European Bank for Reconstruction and Development signed a mandate letter for the launch of a joint acquisition of the business in December 2023. The value of the deal was reportedly €100m.
The latest decision is currently under appeal by CRH.

New Cemex mortar plant for England
21 March 2025UK: Cemex has announced the construction of a mortar plant in Swindon, Wiltshire as part of its strategy to supply more alternative and sustainable materials to growing urban centres. The Mexico-based group said the plant will begin operations in the second half of 2025.
The new plant will produce Cemex's Vertua low-carbon mortars, with a CO2 footprint at least 30% lower than that of standard mortars. It will also feature a drying system designed to minimise heat consumption and significantly reduce fossil fuel consumption throughout the production process.
"As part of our growth strategy, we make strategic acquisitions and build new plants in advanced markets," said Fernando A Gonzalez, Cemex's CEO. "This strategically-located plant will enhance our production capacity in the country, advance our decarbonisation goals and allow us to offer a better experience to our customers in the region."
Cemex to buy mortars and adhesives manufacturer Kiesel
28 September 2023Germany: Mexico-based Cemex has agreed to buy Kiesel, a manufacturer of mortars and adhesives, for an undisclosed sum. The deal is intended to grow Cemex’s Urbanization Solution business through bolt-on acquisitions. The acquisition will be subject to conditions including regulatory approval. The transaction is expected to be competed from the fourth quarter of 2023.
Sergio Menéndez, president of Cemex Europe, Middle East, Africa & Asia said “This acquisition will enhance our Urbanization Solutions business and allow us to serve our customers better.” He continued, “We remain committed to increasing our capacity to serve growing urban markets with more sustainable and innovative solutions.”
Kiesel was originally founded in 1959 and serves markets in Germany, France, Poland and the Czech Republic. Its portfolio includes a range of products to ensure efficient installation of all types of floors or wall coverings, as well as mortars for the installation of ceramic and natural stone tiles.
Holcim acquires Minerales y Agregados

Oscrete UK expands sales and laboratory teams
30 November 2022UK: Oscrete UK has appointment three new sales managers and two new trainee concrete technicians as part of on-going growth at the company. David Todd has joined as Area Technical Sales Manager (North), David Taylor as Area Sales Manager (Midlands) and Karl Mobley Area Technical Sales Manager (South East). Keiron and Michael Todd have joining the new product development (NPD) and technical team. Todd worked previously as an account manager for Cemex.
Oscrete is a specialist construction chemical suppliers, manufacturing a range of concrete admixtures for the pre-cast and ready-mix market and developing and supplying additives for the manufacture of dry bagged mortars and adhesives.
France: SaintGobain and Ireland-based Ecocem have announced a partnership to bring low carbon cement products to market. Designed to reduce CO2 emissions from cement, mortar and concrete, these products are intended to support the acceleration of the construction industry’s transition to a low-carbon economy. A research and development cooperation between Ecocem and Chryso, Saint-Gobain’s construction chemicals subsidiary, is planned to accelerate the development of high-performance admixtures to enable low-carbon cements. This partnership will also cover Saint-Gobain’s mortar business Weber in Western Europe and the distribution and concrete manufacturing activities of POINT.P in France.
Donal O’Riain, the chief executive officer of Ecocem, said “The potential exists today to reduce cement industry emissions dramatically by 2030 and to align with the targets set by the Paris Accord. Ecocem’s new generation of scalable low-carbon cement technologies can deliver on this potential. Our deep partnership with SaintGobain will support our efforts to scale these technologies and demonstrate to the world how we can decarbonise the cement, concrete and mortar industries.”
Ecocem is producer of slag-based cement products with operations in Ireland, the UK, France and the Netherlands. Saint-Gobain holds a 25% stake in Ecocem and describes itself as a significant investor in the company for nearly 15 years.
Argentina: Holcim Argentina says that it will invest US$40m in capital expenditure in 2022. It plans to invest US$15m in its cement and concrete operations and US$15m in subsidiary Geocycle's three waste management plants, which supply alternative fuel for its cement production. Of the remainder, US$5m will go towards the construction of a new dry mortars plant in Córdoba, which the company plans to inaugurate in December 2022.
Cemex launches Cemex OnPoint mortars
05 April 2022UK: Cemex UK has announced the global launch of its OnPoint coloured cement mortars for off-site and urban architectural applications. The range includes 35 colour palette options.
Europe regional mortars sales manager Mike May said “On heritage projects, we can now accurately colour-match existing mortars for repointing and maintenance work. Our existing buildings account for more than 35% of the world’s energy consumption, so solutions like Cemex OnPoint can significantly contribute to a more efficient built environment and a better future for all.”
Sika acquires Sable Marco
03 March 2022Canada: Switzerland-based Sika has acquired cement products and mortars company Sable Marco. The group hopes that the acquisition will open new opportunities for it in Eastern Canada. Sable Marco reportedly generated full-year sales of US$21.7m in 2021.
Mexico/Denmark: Cemex and 3D printing construction company Cobod International have launched D.fab, a range of admixtures which enable builders to use ordinary concrete in 3D printing. The partners say that the products eliminate the need for expensive specialised mortars. Power2Build implemented the admixtures in concrete to print a whole house in Luanda, Angola, in early December 2021.
