US: Cemex has obtained US$13m through the Texas Emissions Reduction Plan (TERP) to deploy four lower-emission locomotives and two haul trucks at its cement and aggregate sites in New Braunfels and Katy, both in Texas. TERP provides financial incentives to businesses and governments to reduce emissions from vehicles and equipment. Three of the four locomotives and both trucks began operations in late 2023 and mid-2024 in New Braunfels, respectively, according to Energy Tech news. Cemex reportedly intends to deploy additional equipment in 2025.
A US$2m grant from the Environmental Protection Agency’s (EPA) Diesel Emissions Reduction Act (DERA) will fund two additional locomotives for Cemex’s Florida operations in Jacksonville and Miami in the summer of 2025. Cemex plans to decommission the vehicles that are replaced and expand its low-emission fleet for its operations in Victorville, California.
Continental Cement penalised for violating Clean Air Act
09 January 2025US: Continental Cement Company will pay a US$74,440 civil penalty and spend at least US$282,000 to procure low-emission buses for a local school district as part of a settlement following alleged Clean Air Act violations. The replacement propane buses will reduce air pollution in areas impacted by excess emissions from Continental Cement’s operations.
According to the Environmental Protection Agency (EPA), it identified inadequate operation of leak detection systems during a December 2022 inspection, which are designed to notify the company of potential hazardous emissions. Without a functioning leak detection system, the facility would be unaware of whether pollutant filters are operating effectively to reduce emissions of particulate matter and other air pollutants.
US: The Portland Cement Association (PCA) has voiced its concerns over the Environmental Protection Agency (EPA)'s newly finalised standard for particulate matter 2.5 (PM2.5). The new standard reduces the level of particulate matter below 2.5μm diameter permitted in flue gas emissions to 9μg/m3 from 12μg/m3. The PCA says that it is concerned that the new rule may restrict US cement producers’ operations and ‘further complicate’ their efforts to achieve net zero emissions by 2050.
President and CEO Mike Ireland said “This new rule strikes at the heart of the US cement industry's ability to deliver on the Biden Administration's infrastructure goals, as it would lead to fewer hours of operation at plants, which would mean layoffs, as well as less American cement and concrete at a time when the country needs more.” He added “The previous EPA standard on particulate matter emissions — arrived at by government officials working with industry — significantly drove down those emissions by 37% over the last 20 years. This downward trend would have continued without the new standard imposed."
However, EPA administrator Michael Stanley Regan said that the updated standard will prevent 4500 premature deaths and 290,000 lost workdays annually by 2032. Regan said “We do not have to sacrifice people to have a prosperous and booming economy.”
Europe: Mexico-based Cemex says that it will soon have obtained Type III environmental product declaration (EPD) certificates for the cement products it produces across its European network of cement plants. EPDs have been published for selected cements since 2021. Cemex has confirmed the publication of EPDs for all cement types in Poland and the publication of EPDs for its products produced in Croatia and Spain by the end of 2023. Phase Two of the publication process will see EPDs for cements produced in the UK, Germany and Czech Republic in early 2024, which will complete the full roll out in Europe.
Sergio Menéndez, President of Cemex Europe, Middle East, Africa & Asia, said, "EPD certificates enable our customers to make an informed choice about which materials offer the lowest carbon footprint and reduce the environmental impact of their construction projects. We have therefore made securing these objective and reliable documents, which demonstrate that our products meet the requirements of more sustainable construction, a priority across our whole European operation. I am very pleased with the progress made so far and look forward to celebrating the completion of this process."
US: The Environmental Protection Agency (EPA) has announced that 10 cements plants have received its Energy Star certification in 2022 from a total of 86 manufacturing plants across all industries. The certification is awarded to the top 25% performers in energy efficiency in each sector. The EPA cited examples of how Titan America’s Troutville plant in Virginia and its Medley plant in Florida had converted production to Portland Limestone Cement (PLC), and achieved a 12% reduction in electricity use and an 18% reduction in CO2 emissions, respectively, thanks to improved energy management. It also mentioned Cemex’s Miami plant in Florida, which increased its energy performance in 2022 by modifying a finish mill, optimising the ball charge on the largest mill and identifying and correcting potential energy losses while also increasing the production of PLC.
Cement plants awarded the Energy Star certification in 2022 include: Drake Cement’s Paulden plant and Salt River Materials Group’ Clarkdale plant in Arizona; GCC’s Pueblo plant in Colorado, Cemex’s Miami plant and Titan America’s Medley plant in Florida; Argos USA’s Harleyville plant in South Carolina; GCC’s Rapid City plant in South Dakota; Buzzi Unicem USA’s Chattanooga plant in Tennessee; Titan America’s Troutville plant in Virginia; and Ash Grove Cement’s Seattle plant in Washington.
Update on cement industry advocacy, February 2023
22 February 2023The Portland Cement Association (PCA) has launched a new website to promote the US cement industry’s progress towards net zero. It’s always interesting to see the different approaches the various associations around the world take in promoting the sector especially in response to mainstream media coverage that has often taken a negative view of cement and concrete. As sustainability thinking has permeated into society the stereotype that cement production releases vast amounts of CO2 for little gain has been a hard one to shake off. Readers can draw their own conclusions on how well the PCA site works by looking at cementprogress.com.
Make no mistake, the PCA’s new website is a marketing tool designed to bring out some of the points of its carbon zero roadmap to a wider audience. Yet it is refreshing to see a national association website attempting to tell the general public what progress the cement industry is making towards reducing its CO2 emissions. Unfortunately, it then avoids giving out any data that presents an overview of how it’s all actually going. This may come with time though as the roadmap was only released in late 2021. One number that does stick out on the site is that the PCA uses the Environmental Protection Agency’s (EPA) carbon emissions data to calculate that the manufacture of cement accounts for 1.25% of total CO2 emissions in the US. This is lower than the global figure of 7% that is often used from the Center for International Climate and Environmental Research - Oslo’s (CICERO) research. Both figures appear to be broadly correct based on the available data.
The real story here is to showcase the wide range of actions the PCA is taking as part of its roadmap. In the cement section, for example, the PCA is rightly able to demonstrate its recent work driving the transition to Portland Limestone Cement (PLC) production in the US. This then leads on to the usual beats of resilient construction, carbonation and a ’whole society’ approach to tackling the decarbonisation of the cement industry with suggestions that everybody from citizens to contractors to policy makers can do.
The wider context is that the big challenge facing cement advocacy groups today is that sustainability is a global issue but that such groups have generally been national or regional for most of their history. The national or regional cement associations have existed for decades serving the local needs of their members. This started to change in 1999 when the Cement Sustainability Initiative (CSI) was created with its global approach to sustainability for the sector with its data gathering and technology roadmaps. In the 2010s global media attention started to focus on the large share of CO2 emissions the cement industry was emitting as, coincidentally, China became the world’s largest cement producer. Then in the late 2010s the two global cement associations - the Global Cement and Concrete Association (GCCA) and the World Cement Association (WCA) - emerged with the GCCA taking over what the CSI did previously.
One problem that the PCA and the other associations face is that decarbonising the cement and concrete sectors is hard to do, expensive and will take decades. Until, or if, carbon capture is suddenly conjured up at scale, all of this work is inherently seen as boring by much of the media compared to, say. young photogenic environmental activists supergluing themselves to roads. One way to fight back against this is to show progress font-and-centre and to try and take back control of the narrative. This appears to be what the PCA is trying out in a more direct fashion than usual. The risk though is that any action by an industry-backed lobbying group to show off the work it is doing will simply be labelled as greenwashing, whether it’s fair or not. Of course, some environmentalists indulge in their own reverse version of this (industry staining?) to make the powerful but simple argument about the necessity of cutting CO2 emissions but without taking fully into account or underplaying the scale of the societal changes necessary to do so. Either way, the cement industry and its advocates have an uphill struggle on their hands in the years ahead. This may require fresh thinking about how to win over hearts and minds.

Irish government exempt from costs for 'unmeritorious' Limerick cement plant alternative fuels challenge
25 January 2023Ireland: A court has ruled that the Irish government need not pay legal costs for Environmental Trust Ireland president Michelle Hayes' challenge against the Environmental Protection Agency (EPA) in mid-2022. Hayes unsuccessfully sued the EPA for issuing Irish Cement with a licence to use alternative fuel (AF) at its Limerick cement plant in May 2021. The AF will comprise up to 90,000t/yr of waste tyres, biomass and/or mining by-products.
At the costs hearing, the court noted that Hayes had already caused the EPA to incur 'very significant' legal costs. The court said that Hayes 'sought to have the taxpayer pay even more.' It added that, as a solicitor at Hayes Solicitors Limerick, which represented her in her unsuccessful challenge, Hayes stood to effectively benefit from any recuperated costs. The court concluded "It would mean that legal practitioners like herself are paid by the taxpayer for bringing environmental litigation which is unmeritorious."
US: The Portland Cement Association (PCA) has received the 2022 Energy Star Partner of the Year award from the Environmental Protection Agency and the Department of Energy. This is the third year in a row that PCA has earned this award.
"We are proud to have won this award for the third consecutive year. This latest award confirms our commitment to reducing cement sector CO2 emissions through longstanding, long-term efforts to improve energy efficiency," said Michael Ireland, president and chief executive officer of the PCA. "This award shows once again that the cement and concrete industries are leading the way toward a more sustainable future, even as demand for our products grows."
The 2022 Energy Star Partner of the Year Award follows the launch of PCA's Roadmap to Carbon Neutrality in October 2021. In addition to PCA's recognition, two member companies also earned awards. CalPortland and Cemex won Partner of the Year awards in the energy management category. This is the fifth year in a row that Cemex has won this award, and the 18th successive year for CalPortland.
Poland: The Building Research Institute has issued environmental product declarations (EPDs) for all six cement types produced at its Chełm and Rudniki cement plants and Gdynia grinding plant. The products in question were two CEM I cements, two CEM II Portland fly ash cements, another CEM II cement and a CEM III slag cement. Cemex Poland additionally obtained EPD certification for its Vertua Classic and Vertua Plus concrete products.
Materials director Michał Grys said “For us, product certification is another important step towards sustainable construction and a sustainable future. EPD declarations provide our clients with additional confirmation of the properties of products offered by Cemex Poland. They also improve their chances of obtaining LEED or BREEAM certificates for their investments.”
US: The Environmental Protection Agency (EPA) has awarded its Energy Star certification to cement plants belonging to two Titan America subsidiaries. Titan Florida’s Pennsuco, Florida, cement plant has secured its 14th consecutive Energy Star, while Roanoke Cement’s Troutville, Virginia, cement has secured its 15th consecutive Energy Star.
Other cement plants to receive Energy Stars in 2022 included two Argos USA plants (Calera, Alabama, and Harleyville, South Carolina), two GCC plants (Pueblo, Colorado, and Rapid City, South Dakota), Buzzi Unicem’s Chattanooga, Tennessee, plant and three plants in Arizona: CalPortland’s Rillito plant, Drake Cement’s Paulden plant and Salt River Materials Group’s Clarkdale plant.
