The Polish Cement Association (SPC) has taken a swing at mounting cement imports from outside of the European Union (EU) in recent weeks. Its ‘apocalyptic’ message was underlined by the name of a seminar it participated in at the European Parliament: “Is the end of cement production in the EU approaching?” The SPC’s primary target appeared to be imports from Ukraine. It said that, “...cement imports from Ukraine - only to Poland - have increased by almost 3000% over five years (2019 - 2024). (In 2024) it amounted to more than 650,000t, and forecasts for 2025 already indicate more than 1Mt.” However, it detailed other issues affecting the sector including high energy prices, the EU Emissions Trading Scheme (ETS) and decarbonisation costs such as carbon capture.
The SPC is clearly keen to find cross-country support in the EU. In its accompanying statement it said "The uncontrolled increase in imports - from Ukraine to Poland or Romania, and from Türkiye and Africa to Italy or Spain - is already directly threatening cement producers, and will only continue to rise until the full implementation of the CBAM. It shows that imports from outside the EU are not just a problem for Poland.” Representatives from the cement associations in the later countries - CIROM, AITEC and Oficemen - all added comments to the SPC statement.
The SPC has called for a customs quota on cement imports from Ukraine to Poland to be introduced. It also asked for the European Commission to extend the EU ETS indirect cost compensation scheme to include the cement sector in order to further hedge against rising energy bills. It argues that this measure is essential to keep the cement industry competitive both now and in the future. Future electricity consumption is expected to double as cement plants start to install carbon capture technology.

Data from the SPC suggests that domestic cement sales in Poland peaked at 19.4Mt in 2022. They fell by 12% year-on-year to 16.6Mt in 2023 and then appear to have grown to 17.1Mt in 2024 based on estimated data. It is hard to replicate the SPC’s methodology for determining cement imports into Poland based on Eurostat data. However, data in its Economic Impact Report published at the end of 2024 suggests that imports from Ukraine grew from 79,000t in 2019 to 332,000t in 2023. Any significant rise in imports of cement in 2024, as the local industry recovered from the decline in 2023, seems likely to have caused concern.
Polish concern at growing imports from Ukraine started to be expressed in the press from early 2024 onwards when the 2023 data became apparent. Germany had been the biggest source of imports from the mid-2010s. Yet Germany and Ukraine both supplied about 30% of total imports each in 2023. For example, SPC head Zbigniew Pilch noted in April 2024 that imports from Ukraine were growing steadily each month and represented nearly half of total imports in January 2024. He described these volumes as “deeply concerning.” The Association of Cement Producers in Ukraine (Ukrcement) later attempted to soothe Polish concerns in late 2024 looking at longer import trends and bringing up the challenges facing Ukraine-based producers operating in a warzone.
Concerns about imports from Ukraine in eastern countries in the EU go back decades but have been clouded by the war with Russia. This is now reasserting itself as import levels grow, the cost of decarbonising heavy industry becomes more urgent and the CBAM comes into force. That said , cement plants in Ukraine look unlikely to cope with the CBAM that well due to their relatively high emissions intensity. Yet, other exporting countries outside the EU with lower cement sector emissions intensities may simply displace their competitors. Hence, the SPC’s call for a quota. The kinds of arguments that the SPC is making about carbon leakage are likely to grow fiercer across the EU as the definitive stage of the CBAM, due to start in 2026, draws nearer. Will the current situation lead to ‘the end of cement production in the EU?’ Time will tell…
European Union eases up on sustainable packaging
23 November 2023Europe: The European Parliament voted in favour of multiple amendments to the European Commission’s Packaging and Packaging Waste Regulation (PPWR) on 22 November 2023. The amendments remove, modify or make non-binding the PPWR’s 2040 reuse targets. Meanwhile, 2030 targets were made adjustable to recycling rates. Total packaging volumes are still required to drop by 5% by 2030 and by 15% by 2040 in each member state.
Sustainability lobbying organisation Environmental Coalition on Standards (ECOS) described the introduction of recycling rates into a lower schema of waste targets as ‘comparing apples with pears.’ ECOS attributed the amendments to a ‘barrage’ of false claims, scaremongering and lobbying from industry players.
ECOS programme manager Mathias Falkenberg said “This decision will not sufficiently address rising plastic and packaging waste or the pollution crisis. The European Parliament has just weakened a perfectly feasible solution to tackle throwaway culture without offering an alternative. It is very frustrating that the European Commission’s progressive prevention and reuse agenda has not received full support from the Parliament today.”
ECOS founded the Alliance for Low-Carbon Cement & Concrete (ALCCC), an association of companies focused on alternative building materials production, in May 2023.
Europe: Sustainability policy organisation ECOS says that the European Parliament must enact the recommended Sustainable Products Regulation. The parliament received the recommendation from its Environment, Public Health and Food Safety committee (ENVI). ECOS says that the regulation would submit cement to the EU's Ecodesign environmental impact framework.
Environmental Coalition on Standards (ECOS) programme manager Joren Verschaeve said “Members of the ENVI committee have voted to regulate one of the most polluting products on the market. The Ecodesign for Sustainable Products Regulation will provide the cement industry with a stable and predictable framework towards decarbonisation.”
ECOS founded the Alliance for Low-Carbon Cement & Concrete (ALCCC), an association of companies focused on alternative building materials production, in May 2023.
Belgium: Cembureau, the European cement association, has warned against a proposed 2041 phase-out date for industrial CO2 in the Commission draft Delegated Act on renewable fuels of non-biological origin (RFNBOs). The European Commission’s (EC) draft Delegated Act on the greenhouse gas saving criteria for RFNBOs sets the rules under which such fuels can qualify as sustainable. The European Commission considers that CO2 from industrial sources should not be allowed for the production of synthetic fuels as of 2041, as this would go against the objective of carbon neutrality by 2050.
Koen Coppenholle, the chief executive officer of Cembureau, said “By proposing an arbitrary deadline on the use of industrial CO2, the EC severely restricts the deployment of carbon capture and utilisation (CCU) in the cement sector.” He continued “We regret that this phase-out date was established without a thorough impact assessment. This risks negatively impacting several on-going carbon capture projects in the European Union (EU), at a time of a global race for green investments.” Coppenholle also called for a “real, thorough debate on CO2 utilisation” to ensure that EU policies support CCU and the deployment of CO2 transport infrastructure and storage.
The association is objecting against this proposal because in its view: manufacturing synthetic fuels using industrial CO2 make a “decisive” contribution to climate mitigation in the short to medium term; no impact assessment has been presented by the EC; the delegated act threatens the viability of existing CCU projects in the cement sector, which require a payback time of 30 - 35 years; and the Delegated Act does not recognise the reality of industrial installations like cement plants, which are faced with unavoidable CO2 emissions, and may not have access to CO2 geological storage sites.
The Delegated Act will be passed to the European Parliament and Council for further scrutiny until April 2023 whereupon they will either accept to reject the proposals. The scrutiny period can be extended to June 2023 at the request of either body.
EU concludes CBAM provisional deal
15 December 2022Europe: The European Parliament (EP) of member states and the Council of the EU have concluded a provisional deal over plans for an EU carbon border adjustment mechanism (CBAM). Under the plans, importers of a range of emissions-intensive goods, including cement, will have to pay to obtain CBAM certificates for products entering the EU. Goods produced in countries with the same CO2 emissions reduction measures as the EU will be exempt from requiring a certificate. CNBC News has reported that the mechanism will enter force with a transition period beginning in October 2023. This is subject to ratification by the EP and member states independently.
EP member for the Netherlands Mohammed Chahim said “CBAM will be a crucial pillar of European climate policies. It is one of the only mechanisms we have to incentivise our trading partners to decarbonise their manufacturing industry.”
Europe: The European cement association Cembureau has expressed its disappointment in the outcome of European Parliament votes on the EU Emissions Trading Scheme (ETS) and Carbon Border Adjustment Mechanism (CBAM). The parliament voted against an amended proposal to introduce a carbon border tax and to phase out ETS allowances from 2028 to 2034, against a previous proposal of 2025 – 2030. Groups including The Greens – European Free Alliance voted against the proposed legislation as they believed it did not go far enough.
Cembureau chief executive officer Koen Coppenholle said “The EU cement industry needs a strong CBAM to support our decarbonisation efforts and fight carbon leakage. Both draft European Parliament texts on ETS and CBAM contain significant improvements on some key issues – such as CBAM’s watertightness or industrial innovation – which are essential to support our transition to carbon neutrality.” Coppenholle continued “We encourage MEPs to resume negotiations as soon as possible and reach a reasonable compromise on the remaining divisive issues, thereby providing a predictable regulatory framework for the industry.”
European Parliament backs carbon tax on selected imports
17 March 2021Europe: Members of the European Parliament (MEP) have adopted a resolution supporting a European Union (EU) carbon border adjustment mechanism (CBAM). If enacted by the EU then a carbon tax could be levied on certain goods imported from outside the EU that don’t meet local decarbonisation standards. MEPs stressed that it should be World Trade Organisation compatible and not be misused as a tool to enhance protectionism.
The new mechanism is intended to be part of a broader EU industrial strategy and cover all imports of products and commodities covered by the EU emissions trading scheme (ETS). MEPs add that already by 2023, and following an impact assessment, it should cover the power sector and energy-intensive industrial sectors like cement, steel, aluminium, oil refinery, paper, glass, chemicals and fertilisers, which continue to receive substantial free allocations, and still represent 94% of EU industrial emissions.
“The CBAM is a great opportunity to reconcile climate, industry, employment, resilience, sovereignty and relocation issues. We must stop being naïve and impose the same carbon price on products, whether they are produced in or outside the EU, to ensure the most polluting sectors also take part in fighting climate change and innovate towards zero carbon. This is our best chance of remaining below the 1.5°C warming limit, whilst also pushing our trading partners to be equally ambitious in order to enter the EU market,” said EU Parliament rapporteur Yannick Jadot.
The European Commission is expected to present a legislative proposal on a CBAM in the second quarter of 2021 as part of the European Green Deal as well as a proposal on how to include the revenue generated to finance part of the EU budget.
Cembureau announces European green deal webinar
09 September 2020Europe: Cembureau, the European Cement Association, has announced that its ‘Cementing Europe’s Future: Building the Green Deal’ webinar will take place on 13 October 2020. The programme includes keynote speeches from association president Raoul de Parisot and German Minister of Environment, Nature Conservation and Nuclear Safety Jochen Flasbarth. Additionally, members of the European Parliament and representatives of the European Commission, LafargeHolcim, HeidelbergCement and several other companies involved in the European cement industry will speak.
Belgium: Cembureau has issued it support for the decision by the European Parliament to amend the Emissions Trading Scheme (ETS). The European cement association has welcomed the decision that its says does not ‘deliberately discriminate between sectors and to apply a fact-based approach to policymaking.’ It added that the changes would make European industry more CO2 efficient, while maintaining its competitiveness.
Particular parts of the decision it welcomes include the inclusion of dynamic allocation, a benchmark with a minimum reduction of 0.25%, the introduction of a 5% flexible reserve in relation to the allowances available for free and those designated for auctioning and the impetus given to funding for carbon capture and use. It added that it was pleased to see that the amendments for an importer inclusion scheme, which it viewed were targeted at the cement sector, were not accepted. Finally, it reinforced its call for a ‘sector-neutral’ policy that does not differentiate between industries.
European Parliament votes to reduce carbon credits for Emissions Trading Scheme by 2.2% each year
15 February 2017France: The European Parliament has voted to approve a proposal by the European Commission to reduce carbon credits by 2.2%/yr from 2021 in its Emissions Trading Scheme (ETS). This is an increase from the 1.74% reduction specified in existing legislation. It will also double the capacity of the 2019 market stability reserve (MSR) to absorb the excess of credits or allowances on the market.
Members of the European Parliament (MEP) want to review the so-called ‘linear reduction factor’ with the intention to raising it to 2.4% by 2024 at the earliest. In addition MEPs want to double the MSR’s capacity to mop up the excess of credits on the market. When triggered, it would absorb up to 24% of the excess of credits in each auctioning year, for the first four years. They have agreed that 800 million allowances should be removed from the MSR as of 1 January 2021. Two funds will also be set up and financed by auctioning ETS allowances. A modernisation fund will help to upgrade energy systems in lower-income member states and an innovation fund will provide financial support for renewable energy, carbon capture and storage and low-carbon innovation projects.
The draft measures were approved by 379 votes to 263, with 57 abstentions. MEPs will now enter into negotiations with the Maltese Presidency of the European Council in order to reach an agreement on the final shape of the legislation, which will then come back to Parliament.
Environmental campaign group Sandbag has complained that the new proposal fails to hold to the European Union’s (EU) emissions reduction targets by 2030 that were signed as part of the Paris Agreement in 2016.
“Unless the Council intervenes to substantially strengthen the System, the EU ETS will now become simply an accounting mechanism, leaving meaningful climate action to happen elsewhere. The fact that the carbon price is unchanged as a result of the vote, still at a paltry Euro5, speaks volumes. Without being realigned with real emissions levels in 2020, the EU ETS may well end up existing for 25 years by 2030 without giving the any substantial impetus to decarbonisation,” said Rachel Solomon Williams, Managing Director at Sandbag.
