Chinese cement imports to Central America grow to US$77.1m in first half

Central America: The value of Chinese imports of cement grew by 2% year-on-year to US$77.1m in the first half of 2018 from US$75.6m in the same period in 2017. Nicaragua imported around US$28m, Guatemala US$18m, El Salvador US$12m, Honduras US$7m, Panama US$6m and Costa Rica imported around US$5m, according to CentralAmericaData.

Philippine Cement Importers Association says prices may rise if tariffs are introduced

Philippines: Napoleon Co, the president of the Philippine Cement Importers Association (PCIA), says that the introduction of tariffs on cement imports may lead to higher prices. He said that if new tariffs were started some importers would cease operating, according to the Manila Standard newspaper. He then argued that local producers might raise their prices to match the higher cost of imported cement. Co made the comment in response to an on-going investigation into tariffs being run by the Department of Trade and Industry (DTI). Several importers allegedly stopped imported cement after the DTI launched the investigation in September 2018.

Cement import tariff upheld by Caribbean Court Of Justice

Barbados: The Caribbean Court Of Justice has ruled in favour of Trinidad Cement on maintaining a 60% tariff on imports of cement. The subsidiary of Mexico’s Cemex and its own subsidiary Arawak Cement complained that import company Rock Hard Cement was only being taxed by 5%, according to the Nation News newspaper. However, the case will continue as the ruling only refers to hydraulic cement. It is unclear what classification of cement that Rock Hard Cement is importing.

Philippine Cement Importers Association warns of construction slowdown

Philippines: The Philippine Cement Importers Association (PCIA) has warned of a slowdown in the construction sector due to an investigation in tariffs started by the Department of Trade and Industry (DTI) in September 2018. The association says that several importers are ‘wary’ and have stopped imports, according to Philippine Daily Inquirer newspaper. Napoleon Co, president of the PCIA, said that although local cement producers have started building new plants it will take three or four years for these to start production. In the meantime, he argued, importers are required to meet market demand. He added that import tariffs on cement would also add costs to end consumers.

Consumer group asks Philippine trade ministry to delay investigation into duties on imported cement

Philippines: Laban Konsyumer (LK), a consumer group, has asked the Department of Trade and Industry (DTI) to delay an investigation into whether tariffs should be imposed on imported cement. It says that any potential duties are bad for consumers as it will decrease imports and create shortages, according to the Manila Bulletin newspaper. Instead the LK argues that the DTI should allow the expansion of local production capacity to finish before investigating imports. The DTI started an investigation into cement imports in September 2018 amid reports of declining revenue from local producers.

CMS cement division hit by maintenance and clinker costs so far in 2018

Malaysia: Cahya Mata Sarawak’s (CMS) cement division profits have fallen so far in 2018 due to planned maintenance shutdown at its integrated plant and rising clinker prices. Its profit before tax dropped by 14% to US$16.7m in the first nine months of 2018 from US$19.6m in the same period in 2017. The division’s performance was also hit by an increase in the price of imported clinker. The company said that this occurred due to a spike in global demand, following the reduction of clinker production in China and continued high demand for clinker especially from Bangladesh and the Philippines. Overall, CMS’ sales revenue and profit have risen so far in 2018.

Nesher Israel Cement lays off 20 workers at Haifa plant

Israel: Nesher Israel Cement has dismissed 20 workers at its Haifa plant. The redundancies took place in October 2018 due to a fall in production, according to the Globes newspaper. The company is also considering making staff change at its Ramla plant. Previously, Israeli cement producers have blamed Turkey and Greece for declining business and have lobbied for anti-dumping tariffs.

Yguazú Cementos renews call for clinker import ban to be lifted

Paraguay: Yguazú Cementos has renewed its call for a ban on clinker imports to be lifted. The cement producer made its latest bid to the Luis Alfredo Llamosas, the Vice Minister of Industry, during a visit to its plant, according to La Nacion newspaper. The company produces 0.37Mt/yr of clinker that it uses to make 0.55Mt/yr of cement. However, the plant can grind up 0.75Mt/yr of cement and it wants to import clinker to increase its productivity. Staff at Yguazú Cementos have previously criticised the import ban that allows only Industria Nacional del Cemento (INC) to bring in clinker from abroad.

PCA forecasts slower growth in the US

A couple of long-running news stories popped up this week, led by the Portland Cement Association’s (PCA) latest forecast for the US market. Chief economist Ed Sullivan and the Market Intelligence Group predict slowing cement consumption growth to 2020 as the recovery period ends following the financial crash in 2008. The background to this is an expected rise in interest rates dragging on the construction market, a limited boost from the Trump administration’s tax cuts and rising debt levels hitting federal infrastructure spending.

This marks an abrupt turnaround from the PCA’s April 2018 forecast in which potential federal infrastructure spending was anticipated to kick in towards the end of 2019 creating 4% growth in 2020. To give the PCA credit, it did say at the time that this was contingent on a couple of key steps, including passage of an infrastructure bill, federal and state paperwork, bid letting and review and finally, contract awards leading to construction. Following the US mid-term elections in early November 2018 the prospect of an infrastructure bills seems remoter than before given the political differences between the US House of Representatives and the Senate. This may have been the final straw for the PCA and it adapted its forecast accordingly.

It is also worth reflecting on the third quarter financial results of the multinational cement producers over the last few weeks. CRH may have been crowing this week about how its US performance was driving its business in the wake of its acquisition of Ash Grove Cement and other assets, but many of the other multinational cement producers weren’t. HeidelbergCement, Buzzi Unicem and Titan all blamed the weather in the US for dragging on their results. LafargeHolcim said it suffered less with a ‘soft’ first quarter in 2018 followed by recovery.

The other story this week with relevance to the US was the continued speculation in the Canadian press about the future of the McInnis Cement plant in Quebec. The latest update is that the plant’s shareholders have asked the provincial government if they can swap the debt the province holds in the venture for equity. This has been seen as a potential bid to keep the company operational while it continues to hunt for a buyer. Rumours of a sale have swirled around since the start of 2018, with the Global and Mail newspaper naming HeidelbergCement as being potentially interested. Three bids have been reportedly made by unnamed parties but they were rejected for being too low. A slowing US cement market is particularly bad news for McInnis Cement. The plant is situated on the Atlantic Coast of Canada and exports to the US have been seen as a major part of its business. To this end it officially opened its marine terminal in the Bronx, New York in October 2018.

The main US market needs to find an alternative to the ‘fabled’ infrastructure bill if it wants better growth. Yet, reduced US cement consumption growth won’t help McInnis’ shareholders recoup the money they have sunk in the project. Somebody seems certain to lose in this situation and, with a protectionist incumbent in the White House, it seems likely to be somebody north of the border.

Industry pans levy as a new import tax in Australia

16 November 2018

Australia: Industry groups, including cement producers, are lobbying against a new import tax, the Biosecurity Imports Levy. They allege that that new tariff will increase costs by 3000 - 5000% on the inputs for cement, steel and aluminium production, according to the Australian newspaper. The new levy was introduced in the May 2018 budget for implementation in July 2019. It intends to tighten the country’s biosecurity.

Industry lobbyists complain that it will impose a US$0.7/t levy on ‘non-containerised’ cargo for biosecurity inspections, dramatically increasing the cost of inspection for bulk imports of materials. They also deny that it will improve biosecurity outcomes.

Cement Industry Federation chief executive Margie Thomson said that the tax unfairly punished non-containerised cargoes. “It shouldn’t be a tonnage levy, when the biosecurity risk is not­associated with the product.”
